Prinsip Otonomi Dan Penyelenggaraan Pemerintahan Daerah Setelah Keluarnya UU Nomor 22 Pemerintahan Daerah, penyelenggaraan pemerintahan di Indonesia diwarnai dengan sentralisasi Pemerintahan, Daerah tidak diberi kemandirian untuk menyelenggarakan Pemerintahan. Pada penyelenggaraan pemerintahan daerah terlihat adanya supremasi kekuasaan dari Kepala Daerah, sehingga DPRD sebagai lembaga legislatif tidak d a p at me n j a l a nk an fu ng s iny a se b a g ai l e mb a g a l e gi sl a t i f d an se b a g ai l e mb a g a pengawas jalannya pemerintahan. Oleh sebab itu UU No. 22 Tahun 1999 mencoba untuk menata kembali hubungan antara Pemerintah Pusat dan daerah dan Kepala Daerah dengan DPRD.
P e n e l i t i a n d i l a k u k a n u n t u k m e n g e t a h u i i m p l i k a s i p e n y e l e n g g a r a a n Pemerintahan Daerah dalam melaksanakan UU No. 22 Tahun 1999 dan peraturan-peraturan pelaksananya. Penelitian dilaksanakan di Kantor Gubernur Sumatera Utara. M e d a n , d e n g a n m e m p e r g u n a k a n p e n d e k a t a n d e s k r i f t i f a n a l i t i s . A d a p u n s i f a t penelitian adalah yuridis normatif yang didukung oleh data empiris. Data primer diperoleh melalui wawancara, sedangkan data skunder diperoleh melalui penelusuran kepustakaan. Data yang telah terkumpul dipilah dan dianalisis secara yuridis dan d i t a f s i r k a n s e c a r a l o g i s s i s t e m a t i s d e n g a n m e n g g u n a k a n m e t o d e i n d u k t i f d a n deduktif melalui pendekatan kualitatif.
Hasil penelitian menunjukkan bahwa keluarnya Undang-Undang Nomor 22 T a hu n 19 99 ti d ak me mb a w a i mp l i k a s i te r h a ad a p me k a n i s me p e ny e l eng g ar a a n pemerintahan di Daerah. Implikasi itu me ny angkut mekanisme hubungan Pusat-D a e r a h , Pusat-D a e r a h d e n g a n Pusat-D a e r a h . P e m b e r d a y a a n a n g g o t a Pusat-D P R Pusat-D , p e r i m b a n g a keuangan Pusat dan Daerah, serta perubahan dalam mekanisme pertanggungiawaban

Kepada Daerah. Dalam hubungan Pusat dan Daerah terjadi pergeseran sistem sentralisasi menuju desentralisasi kekuasaan. Dengan konsekuensi pemberian otonomi kepada Daerah Kabupaten dan Kota secara bulat, sedangkan kepada Propinsi hanya di berikan otonomi secara terbatas.
Penelitian menunjukan bahwa pelaksanaan otonomi di Propinsi Sumatera Utara belum sepenuhnya melaksanakan perintah UU No. 22 Tahun 1999. Hal ini disebabkan masih banyak PP yang belum dikeluarkan oleh Pemerintah sehingga Pemerintah Daerah Sumatera Utara mengalami kesulitan untuk melaksanakan perintah pasal-pasal UU No. 22 Tahun 1999 yang memerlukan peraturan pelaksana.

AUTONOMY PRINCIPLE AND LOCAL GOVERNMENT ADMINISTRATION
Prior the promulgation of I .aw Number 22 of 1999 on Local Government, (he government administration in Indonesia was marked by the centralization of government where the local government has no autonomy to manage the government. In the administration of local government seems that there was supremacy of power by the Head of Local Government, with the result that DPRD (Local People Representative Assembly) could not implement their functions as legislative institution and institution to supervise the government. Therefore the Law Number 22 of 1999 try to reorganize relationship between Central and Local Government, also between Head of Local Government and DPRD (Local People Representative Assembly).
This research was accomplished to understand on the implication of Local Government administration in performing the Law Number 22 of 1999 and its implementation regulations. This research was done in Governor Office of North Sumatra, Medan, by using analytical descriptive approach. The characteristic of (his research is normative juridical which supported by empirical data. Primary data was obtained by interview, whereas secondary data was obtained through library research. The collected data then was classified and analyzed by juridical way and interpreted by systematic logic way by using inductive and deductive method through qualitative approach.
Result of this research shows that the promulgation of Law Number 22 of 1999 cause no implication to the local government administration mechanism. The implication regarding the mechanism of Central and Local Government relationship, Local Government to Local Government, empowerment of DPRD, balance of Local and Central Government Finance and also transformation in mechanism of I lead of !meal Government responsibility. There was changing, in term of Central and Local Government relationship, from the centralization system to the decentralization system of power. The consequence of that condition was, the offer of autonomy to
Regency and City Government in complete, whereas to the Province the autonomy was only offered by limitation.
This research shows that implementation of autonomy in North Sumatra Province has tint yet executed the provision of Law Number 22 of 19Q9. This is due to there is still many Government Regulation which has not promulgated yet by the Government, with the result that Local Government of North Sumatra lace many difficulties to execute the order of the provision in Law Number 22 of 1999.
