Kajian Agenda Item 1.25 : “to complete, for WRC-11, studies of

possible bands for new allocations to the mobile-satellite service in

the Earth-to-space and space-to-Earth directions, with particular focus

on the range 4 GHz to 16 GHz, taking into account sharing and

compatibility, without placing undue constraints on existing services

in this band”

1. Latar Belakang

RESOLUTION 231 (WRC-07)

a) ITU telah mempelajari persyaratan spektrum untuk komponen satelit IMT untuk periode 2010-2020, dan hasilnya ada dalam Report ITU-R M.2077

b) Hasil yang ada dalam Report ITU-R M.2077 menunjukkan kekurangan spektrum yang tersedia untuk komponen satelit IMT diarah Bumi-ke-angkasa antara 19 dan 90 MHz dan diarah Angkasa-ke-bumi antara 144-257 MHz dalam tahun 2020.

c) Sistem MSS yang bukan merupakan bagian dari komponen satelit IMT membutuhkan tambahan spektrum

2. Hasil Study Working Party

Study mengenai Agenda Item 1.25 dibahas oleh WP7B dan berikut ini adalah hasil study WP7B yang akan diajukan ke draft CPM :

WP 7B memulai studi pada awal tahun 2008 dan saat ini sedang dalam pengembangan, melalui kerjasama dan bimbingan dari Contributing Groups (CG) - WPS 4A, 5A dan 5C - sebuah dokumen kerja menuju suatu Rekomendasi ITU-R dan/atau Report mengenai shaing dalam band 22,55-23,15 GHz. Studi telah mempelajari kompabilitas antara pemancar stasiun bumi SRS dan stasiun dalam Dinas antar satelit (ISS), Dinas TETAP dan Dinas BERGERAK. Studi interferensi terhadap sistem ISS menggunakan teknik simulasi sharing antara GSO-to-GSO, GSO-to-non-GSO, non-GSO-to-GSO dan non-GSO-to-non-GSO links antar satelit. Marjin interferensi positif ditemukan untuk setiap skenario.

Sharing antara sistem layanan TETAP dievaluasi menggunakan metode dalam Pasal 7 RR ITU untuk menentukan jarak pemisahan dalam keadaan tertentu seperti daratan datar dan penghalang kecil hingga ketinggian 50 m yang terletak 5 km dari stasiun pemancar bumi SRS. Teknis dan karakteristik operasi dari sistem layanan TETAP dan kriteria gangguan dalam jangka pendek dan jangka panjang disediakan oleh WP 5C. WP 5C juga meminta agar jarak pemisahan menggunakan perbandingan analisis statis, gain waktu-invarian (TIG) dan gain waktu-varian (TGV). Berdasarkan asumsi yang dibuat, pemisahan jarak berkisar dari sekitar 113 km hingga kurang dari 10 km.

Sharing antara layanan BERGERAK adalah tugas yang sedang dilakukan. Berdasarkan pertukaran pernyataan penghubung antara WP 7B dan WP 5A, tidak tersedia karakteristik teknis dan operasi untuk sistem layanan BERGERAK yang beroperasi di band. Namun, WP 5A telah meminta para anggotanya untuk menyediakan karakteristik sistem layanan BERGERAK pada pertemuan mereka Mei 2009. Secara terpisah, WP 5B diminta untuk memberikan teknis dan karakteristik operasi stasiun BERGERAK PENERBANGAN bersama dengan kriteria sharing. Sebuah tanggapan terhadap pernyataan penghubung 7B WP diharapkan pada Mei 2009.

Penelitian ITU-R baru-baru ini telah menghasilkan sebuah dokumen kerja terhadap rancangan awal Rekomendasi baru dan/atau Report ITU-R SA. [23 GHz SRS sharing] mengenai Sharing antara SRS (Bumi-ke-angkasa) dengan Dinas antar satelit, Dinas TETAP dan Dinas BERGERAK di band 22.55-23.15 GHz.

Rekomendasi akhir akan menetapkan kriteria sharing untuk memastikan kompatibilitas teknis dan karakteristik operasi stasiun bumi di SRS (Bumi-ke-angkasa) dengan stasiun di dengan Dinas antar satelit, Dinas TETAP dan Dinas BERGERAK di band 22.55-23.15 GHz. Namun, dokumen kerja ini bisa dibagi pada tahap berikutnya antara rancangan awal Rekomendasi baru dan rancangan awal Report baru. Report akan berisi semua informasi yang saat ini ada dalam lampiran dan Rekomendasi akan berisi kriteria spesifik sharing dalam batang tubuh recommends.

3. TAFI

Didalam Permen : 29/PER/M.KOMINFO/07/2009 band 22.55-23.15 GHz dialokasikan untuk Dinas TETAP, Dinas ANTAR-SATELIT, Dinas BERGERAK dan aturan tambahan INS30

Aturan tambahan INS30 menyatakan bahwa Pita-pita frekuensi 4400–5000 MHz, 6425– 7110 MHz, 7125–7425 MHz, 7425–7725 MHz, 7725–8275 MHz, 8275–8500 MHz, 10700– 11700 MHz, 12750–13250 MHz, 14400–15350 MHz dan 21200–23600 MHz dialokasikan untuk penggunaan frekuensi gelombang mikro (microwave link).

4. Pandangan negara lain a. Malaysia

Malaysia supports sharing studies between space research services systems operating in the Earth-to space direction and the fixed, inter-satellite and mobile services in the band

23.15GHz. Malaysia also supports the new primary allocation of SRS in the band 22.5-23.15GHz in accordance with Resolution 753 (WRC-07), provided the result of ITU-R studies indicates that sharing between existing and planned services is feasible.

b. Korea

The Republic of Korea has a view that the band 22.55-23.15 GHz may be the companion band to provide the necessary uplink bandwidth and by using the same band as data relay satellite systems for radiocommunication in the Earth-to-space direction.

In addition, the Republic of Korea supports the sharing studies in accordance with Resolution 753 (WRC-07) to establish appropriate sharing criteria to satisfy this Agenda item.

c. Iran

This administration supports the studies with respect to the allocation, to the space research service (Earth-to-space) within the band 22.55-23.15 GHz, provided that sharing conditions guarantee the required protection to other services to which the frequency band is currently allocated and provided that such an allocation do not put undue constraints to these other Services.

It should be noted that according to ITU-R studies, due to the extensive use of the frequency band 22.5 – 23.15 GHz in FS, implementation of the required protection, including separation distances, for FS stations seems to be difficult to achieve .This would put undue constraints on operation of FS stations in this band.

d. Australia

Australian Preliminary View

Australia supports consideration of a primary allocation to the space research service (Earth-to-space) within the band 22.55–23.15 GHz, subject to the ITU-R studies demonstrating that sharing with planned and existing services is feasible.

Background

While sharing studies for this Agenda item are progressing within the ITU-R Australia’s opinion is that the studies are not yet mature enough to establish an APG Preliminary View beyond that of general support for the Agenda item and encouragement to finalise studies.

e. Jepang

The allocation to the space research service (Earth-to-space) should be appropriately decided taking into account the results of the ITU-R studies on the possibility of sharing with other services.

f. Cina

Due to the limited number of SRS Earth stations that would be deployed in the world, this administration consider that, once the compatibility could be achieved between SRS in the

Earth-to-space direction in 22.55-23.15GHz band with FS, MS and ISS either existing or possible intending system, as well as sufficient protection to other services such as radio astronomy operating in nearby band from 22-24GHz from interference by unwanted emissions of SRS earth stations, the allocation to the SRS in the Earth-to-space direction in 22.5-23.15GHz band should be adopted.

g. APT

1. APT members support to conduct study in the Earth-to-space and space-to-Earth directions

from 4 GHz to 16 GHz frequency range for any possible additional allocations to MSS, subject to not place undue constraints on existing, planned and future radiocommunication applications operated in the existing allocated bands. Prior to the additional allocations to the MSS in the frequency range specified, a technical compatibility between MSS and existing and planned services in the bands should be taken into account as well, for which the existing and planned services shall have adequate protection from the additional allocations to the MSS.

2. APT members do not support the sharing study for additional MSS spectrum on the bands

which are already allocated for the Appendices 30, 30A and 30B since the spectrums are not suitable for new frequency allocation to MSS.

Further more in Appendices 30A there are currently provisions in Articles 4, 6 and 7 together with corresponding Annexes that establish relations between BSS downlink and its corresponding FSS uplink, and FSS and terrestrial services as well as BSS in non-planned bands. Any attempt in sharing MSS in this band with Appendix 30A implies that the Articles and Annexes of Appendix 30A would need to be revised, recognizing that Appendix 30A is not on the agenda of WRC-11. In view of that, such an attempt to initiate sharing studies in these frequency bands which are allocated to feeder links for the BSS needs to be avoided.

3. Some APT members are of the view that sharing spectrum between MSS and FSS are

very unlikely to be feasible, unless shown conclusively in ITU-R studies that existing FSS services will not be adversely affected by this new identification and sharing criteria is not possible. The bands which are extensively used by FSS are 3 400-4 200 MHz, 5 850-5 925 MHz, 5 925-6 725 MHz, 7.375-7.75 GHz, 8.025-8.4 GHz, 10.95-11.2GHz, 11.45-11.7GHz, 12.2-12.5 GHz, 12.5-12.75 GHz, 13.75-14.5 GHz. To certain extent, the sharing spectrum on bands 5 850-6 725 MHz, which is heavily used for up link of the 3.4 -4.2 GHz, should be excluded.

Further more, the operation of MSS in the FSS band, as concluded in the last WP4C meeting, stated as is “not feasible” or “unlikely to be feasible”. The conclusion is in line with the result of extensive studies saying that FSS and MSS are fundamentally incompatible to each other, and with that view any additional allocations to MSS using earth station antennas with directivity lower than that of FSS earth station antennas in the FSS band should not be considered.

4. APT members are of the view that for frequency band 14.5-14.8 GHz should not be

Moreover, it has been noted that in the statement appearing against all frequency bands subject to Appendices 30, 30A, and 30B Plans did indicating that “these bands should be regarded as being “not feasible” or “unlikely to be feasible” for operation of MSS systems envisaged under WRC-11 Agenda item 1.25” does not appear against the frequency band 14.5-14.8 GHz, which is an integral part of the Appendix 30A feeder link Plan for Regions 1 and 3. The WRC-2000, in revising the Appendix 30A Plan, due to

a) the high rainfall attenuation at 17 GHz in some African and Asia-Pacific countries, and b) the congestion at that frequency band,

frequency assignments of many African, Arab, and Asia-Pacific countries were accommodated in the band 14.5-14.8 GHz. Although this frequency band has not been used for European countries in the Appendix 30A Plan, it is used extensively for many African, Arab, and Asia-Pacific countries.

5. Certain APT members suggest that studies of possible bands for new allocations to the

mobile-satellite service, with particular focus on the range 4 GHz to 16 GHz, the sharing studies are not explicitly excluded to go above 16 GHz.

6. Some APT members suggest that ITU-R WP 4C should attempt a significant reduction in

the number of proposed candidate bands to be studied, in order to focus efforts and reduce the workload of administrations concerned with this Agenda item.
