N e w course r e q u i r e m e n t s for the g e n e r a l education p r o g r a m in t h e College of L i b e r a l Arts w e r e r e c e n t l y a p p r o v e d by the college's faculty.
U n d e r the revised pro- g r a m , liberal a r t s s t u d e n t s m u s t d e m o n s t r a t e c o m p e t e n - cies in w r i t t e n and o r a l c o m m u n i c a t i o n , m a t h e m a t i - cal reasoning a n d m o t o r activities. Students m u s t also complete at lease one semester-long course in six + distributed a r e a s of know-
ledge.
New r e q u i r e m e n t s will go into e f f e c t in S e p t e m b e r 1979.

According to F o x e n , t h e proficiencies r e q u i r e d in wri- ting, speaking, m a t h e m a t i c s and physical educatin a r e skills n e c e s s a r y to the h i g h e r development of the college s t u d e n t . Since c o m p e t e n c y m a y b e p r o v e n e i t h e r t h r o u g h e x a m i n a t i o n o r t h r o u g h c o u r s e work, t h e s t u d e n t w e l l - p r e p a r e d f o r college could m e e t the com- p e t e n c y curriculum r e q u i r e - m e n t s without t a k i n g a n y r c o u r s e s for c r e d i t .
P r o f i c i e n c y in written c o m - munication, specifically, could be p r o v e d by a s t u d e n t a c h i e v i n g a s c o r e of a t l e a s t 45 on the College B o a r d e x a m i n a t i o n ' s Test of Stan- d a r d W r i t t e n E n g l i s h
(TSWE) or by p a s s i n g Al- f r e d ' s English Composition course. Students, too, would be r e q u i r e d to take Advanced C o m p o s i t i o n , I m a g i n a t i v e W r i t i n g I, N e w s w r i t i n g , T e c h n i c a l W r i t i n g , or a writing-intensive l i t e r a t u r e course. If a s c o r e of a t l e a s t 60 is attained on the T S W E , the student would be e x e m p t from all c o u r s e s in w r i t t e n c o m m u n i c a t i o n for the gen- eral education p r o g r a m .
The oral c o m m u n i c a t i o n r e q u i r e m e n t could be satis- fied by passing an e x a m i n a - tion or by t a k i n g a c o u r s e in either speech or a m odern • l a n g u a g e . C o m p e t e n c y in m a t h e m a t i c a l r e a s o n i n g could be d e m o n s t r a t e d e i t h e r through a proficiency e x a m - ination or by p a s s i n g t h e P r e c a l c u l u s M a t h e m a t i c s c o u r s e . p h y s i c a l education r e q u i r e - m e n t s , a s t u d e n t could p a s s two p r o f i c i e n c y e x a m i n a - tions in d i f f e r e n t l i f e t i m e sports, take two physical education c o u r s e s , or p a s s one e x a m i n a t i o n and t a k e one course.
The second p a r t of t h e r e v i s e d general education c u r r i c u l u m r e q u i r e s s t u d e n t s to t a k e four ere dit hours e a c h in literature, philosophy or religion, the a r t s , and histori- cal studies; a n d eight c r e d i t hours in social s c i e n c e s a n d n a t u r a l sciences.
Specific c o u r s e s t h a t m a y be t a k e n to fulfill this section of the p r o g r a m h a v e not y e t been selected. T h e r e will still be a choice of c o u r s e s w i t h i n e a c h of t h e s i x c a t e g o r i e s , F o x e n said, b u t the n u m b e r of options will be r e d u c e d from c u r r e n t gener- al education o f f e r i n g s .

Car Raffle Postponed
T h e d r a w i n g f o r t h e C.A.S.T. raffle of P r e s i d e n t R o s e ' s Checker M a r a t h o n h a s b e e n postponed until e a r l y F e b r u a r y . The organi- zation says t h a t they c a n not be e x p e c t e d to hold t h e d r a w i n g until enough t i c k e t s have been sold to m e e t t h e cost of t h e raffle itself. A g e n e r a l election p a c k e t h a s b e e n released by t h e S t u d e n t S e n a t e E l e c t i o n s C o m m i t t e e t h a t sets forth t h e r e g u l a t i o n s to be folowed by s t u d e n t s r u n n i n g f o r t h e o f f i c e s of p r e s i d e n t a n d vice-president of the S t u d e n t S e n a t e .

Florida Swim Trip Funded by Senate

S e n a t e Meeting of his t e r m , Dec. 7, P r e s i d e n t M. R. R o s e was p r e s e n t e d with a p l a q u e from the S t u d e n t body, in a p p r e c i a t i o n f o r his s u p p o r t .
In an e m e r g e n c y vote t h e Senate w a i v e r e d the b y l a w s , and a p p r o v e d a r e q u e s t from the university w o m e n s a n d m e n s swim t e a m for $500.
This m o n e y i s to s u p p l e m e n t the f u n d s t h e y have r a i s e d for t h e i r trip t o Florida, f o r t r a i n i n g d u r i n g C h r i s t m a s v a c a t i o n .
T h e p r o p o s e d F i n a n c i a l C o m m i t t e e ' s a m e n d m e n t to the constitution passed u n a n - imously. Included in this a r e S e n a t e quidelines for alloca- tion of funds. No funding f o r m e a l s or alcoholic b e v e r a g e s will be p e r m i t t e d . Organiza- tions funded by the Univer- sity will not receive allot- m e n t s . Another addition is t h a t e a c h J a n u a r y the S e n a t e will c o n t r a c t a n i n d e p e n d a n t a u d i t of all g r o u p s to u n c o v e r any i n a d e q u a c i e s in s t u d e n t a c t i v i t y spending.
A r e q u e s t of $500 for a senior nursing reception w a s denied. The r e a s o n cited by the S e n a t e was t h a t they felt t h a t d e p a r t m e n t a l funding of f u n c t i o n s should come f r o m the a d m i n i s t r a t i o n .
W o m e n s Soccer will re- m a i n a club s p o r t next y e a r , but the University will sup- port a n d finance their sea- son.
The Heterosexual Club pro- posal f o r funds was d e n i e d and t h e r e c o m m e n d a t i o n to e s p o n g e it f r o m the r e c o r d s was won in a vote of 17 in f a v o r a n d 1 opposed.
D e s p i t e the F i n a n c i a l Com- m i t t e e ' s denial, the S e n a t e a p p r o v e d the p u r c h a s e of a new r a d i o receiver for C a m p u s Center.
The a m e n d m e n t p r o p o s a l of the S a f e t y C o m m i t t e e w a s a p p r o v e d , this purpose of which is to e n s u r e the s a f e t y of the students on cam pus by e x a m i n i n g a n d p r o p o s i n g s o l u t i o n s to possible s a f e t y h a z a r d s .

Due to t h e u r g e n c y of t h i s i s s u e • a w a i v e r of t h e constitution w a s r e q u e s t e d by the c h a i r a n d g r a n t e d by the Senate.
This action w a s taken with a b s o l u t e l y no consultation of the E x e c u t i v e C o m m i t t e e , F i n a n c i a l Com m i t t e e and t h e S t u d e n t Body, this type of a c t i o n totally violates t h e p r i n c i p l e s of a sound consti- tution. In addition, t h e S e n a t o r s a c t e d in a totally i r r e s p o n s i b l e w a y by voting in this issue b e f o r e consulting their c o n s t i t u e n t s .
This action h a s u n d e r m i n -
ed and stifled d e m o c r a t i c r i g h t s and f r e e voice of t h e s t u d e n t body to contribute to the a f f a i r s of the U n i v e r s i t y .
Not an hour before, a new f i n a n c i a l section of the con- stitution was u n a n i m o u s l y a p p r o v e d by t h e Senate. This s e c t i o n s p e c i f i c a l l y d e a l s with the allocation of f u n d s and w a s a p p l i c a b l e to the proposal a t h a n d . I t is i n t e r e s t i n g though, t h a t t h e c h a i r m i s r u l e s t h a t t h i s section was not y e t in e f f e c t .
A vote e v e n t u a l l y took place a n d the proposal w a s pushed through (10 yes, 1 no, 6 a b s e n t a t i o n s ) .

Alfred Receives $200,000 Grant- Humanities Programs to Benefit
The National E n d o w m e n t for the H u m a n i t i e s ( N E H ) h a s a w a r d e d a $200,000 challenge g r a n t to Alfred University for d e v e l o p m e n t and evaluation of its h u m a n i - ties p r o g r a m s , the Southern Tier institution announced Nov. 13.
A l f r e d w a s o n e of 71 colleges and universities se- lected nationwide to r e c i e v e a challenge g r a n t from the Washington D.C. agency.
The g r a n t p r o g r a m a w a r d s
$1 f o r e v e r y $3 A l f r e d U n i v e r s i t y r a i s e s by t h e completion of the 1982 f i s c a l y e a r for h u m a n i t i e s pro- g r a m s .
According to Dr. S. G e n e Odle, University provost, if A l f r e d ' s goal of $800,000 in gifts is r e a c h e d , the Univer- sity will a p p r o p r i a t e $700,000 f o r " l o n g - r a n g e u n d e r g i r - d i n g " of i t s h u m a n i t i e s p r o g r a m s t h r o u g h endow- m e n t p r o j e c t s . The r e m a i n - ing $100,000, Odle a d d e d , would be used to support t h e p r e s e n t h u m a n i t i e s c u r r i - culum .
" T h e p r o j e c t s w e r e chosen to give Alfred University continuing s u p p o r t for exis-
ting p r o g r a m s , as well a s the opportunity to enrich and i m p r o v e t h e m , " Odle said.

Lyn Seidler, director of the N E H program , said A l f r e d ' s p r o p o s a l for h u m a n i t i e s pro- j e c t s was r a n k e d by N E H panelists as one of the b e s t plans s u b m i t t e d in the coun- try.
A l f r e d ' s new e n d o w m e n t p r o g r a m s , s p e c i f i c a l l y , would include the establish- m e n t of a visiting distin- guished professorship in hu- m a n i t i e s for o n e s e m e s t e r of each a c a d e m i c year; and t h e f u n d i n g fer a local professor- ship in humanities, a g a i n for one s e m e s t e r e a c h a c a d e m i c y e a r , to replace University faculty away from c a m p u s on sabbatical or leave of a b s e n c e .
Another e n d o w m e n t would be s e t up to s u p p o r t the professional activities of the
h u m a n i t i e s f a c ulty, including the p r e p a r a t i o n and publica- tion of m a n u s c r i p t s and t h e p a y m e n t of faculty confer- ence a n d t r a v e 1 expenses. A fourth endowm ent would pro- vide funds for regional re- s o u r c e personnel to t r a v e l to Alfred, bringing additional e x p e r t i s e to a d v a n c e d class- es a n d s e m i n a r s a t t h e University.
T h e r e m a i n i n g $100,000 would include funding to i n c r e a s e the r e s o u r c e s avail- a b l e a t A l f r e d ' s H e r r i c k M e m o r i a l L i b r a r y . P a s t periodicals would be bound;
a c q u i s i t i o n s to s t r e n g t h e n c u r r e n t l i b r a r y collections and s u p p o r t t h e U n i v e r s i t y ' s humanities courses would be m a d e ; and p e r s o n n e l t o a s s i s t in the p r e p a r a t i o n of special collections would be h i r e d .
An evaluation of t h e hu- m a n i t i e s c u r r i c u l u m a t Al- fred and the d e v e l o p m e n t of l o c a l f a c u l t y s e m i n a r s - - intended to d e f i n e the contri- bution of the humanities-- were also included in Al- f r e d ' s proposal to N E H .

T h e p u r p o s e of fining is not to penalize the a b s e n t - m i n d e d , but to ensure t h e speedy r e t u r n of books to the shelf for use by other s t u d e n t s . A s u r v e y of fine policies in a r e a l i b r a r i e s was u n d e r t a k e n by H e r r i c k ' s C i r c u l a t i o n staff in 1974, a n d the findings veri- fied the e f f e c t i v e n e s s a n d f a i r n e s s of o u r p r e s e n t sys- t e m .

L a s t w e e k ' s B e r g r e n F o r - um l e c t u r e w a s delivered by Les Gruliow, a w r i t e r and j o u r n a l i s t who w a s visiting c a m p u s a s p a r t of t h e W o o d r o w W i l s o n V i s i t i n g F e l l o w s p r o g r a m , both he and his wife, Agnes Gruliow, w e r e in r e s i d e n c y a t Alfred until F r i d a y o f last week. M r . Gruliow h a s been r e p o r t i n g Soviet a f f a i r s for m o r e t h a n t h r e e d e c a d e s , and p u b l i s h e s a weekly digest of Soviet news.
The topic of the forum w a s
" T h e Soviet I n t e l l e c t u a l : A C o n t r a d i c t i o n ir T e r m s ? "
Gruliow pointed out t h a t the d i s t i n g u i s h i n g c h a r a c t e r i s t i c of any c u l t u r e is its l a n g u a g e , which i n d i c a t e s how a people view t h e i r world.
He b r o u g h t to light the f a c t t h a t the word intellectual h a s a d i f f e r e n t dictionary defini- tion for English, A m e r i c a n s and R u s s i a n s , the l a t t e r ' s d i c t i o n a r y d e s c r i b i n g an in- t e l l e c t u a l i n t e l l e g e n c i a a s one who is s u p e r f l u o u s to society, w h e r e a s t h e f o r m e r two r e g a r d the intellectual a s a v i a b l e political f o r c e .
G r u l i o w s u r m i s e d t h a t , a l t h o u g h we k n o w m u c h m o r e a b o u t R u s s i a t h a n e v e r b e f o r e , t h e r e is still a v a s t a m o u n t we d o n ' t k n o w . o view Russia as being v e r y Dlack a n d white--that is, t h e K r e m l i n and B u r e a u c r a t s on one s i d e , and the d i s s i d e n t s on the other; when a c t u a l l y the i s s u e is m o r e c o m p l e t e .
Mr. Gruliow d e s c r i b e d t h e R u s s i a n phenomena a s be- g i n n i n g with the R e n a i s s a n c e when R u s s i a b e c a m e s e p a r - ated f r o m t h e r e s t of E u r o p on a f u n d a m e n t a l ideological level. Russia had, a t t h a t t i m e , r e j e c t e d the w e s t e r n notion of " p r o g r e s s " and t h e r i s e of t h e middle class.
In d i s c u s s i n g t h e Stalin
r e g i m e , Gruliow d e s c r i b e d it a s the f o r c i n g of a w e s t e r n d o c t r i n e ( M a r x i s m ) unsuit- able to Russian c u l t u r e down t h e t h r o a t s of its illiterate and " u n d e r d e v e l o p e d " peas- a n t r y . F o r an A m e r i c a n to try a n d gain an u n d e r s t a n d - ing of w h a t Russia m e a n s to R u s s i a , said Gruliow, we m u s t a p p r o a c h it t h r o u g h t h e l a n g u a g e .
F o r instance, he pronoun- c e d the R u s s i a n word for
" r o a d l e s s n e s s " , a word t h a t we h a v e neither a n ideologic- al or an e t e m o l o g i c a l equal f o r . We m u s t t r y to feel t h e f o r c e of 6,000 miles of p l a i n s u n i n t e r r u p t e d by a n y n a t u r a l b a r r i e r s , to begin to get a feeling f o r Russia.
R u s s i a n s e x p e r i e n c e d a g r e a t optimism a f t e r t h e v i c t o r y W . W . I I , e v e n though it w a s a s e r i o u s s e t b a c k in their economic d e v e l o p m e n t , the r e p e r c u s - sions of which can still be f e l t t o d a y . Now, said Gruliow, R u s s i a n s a r e a s k i n g " w a s it worth i t ? " f a c e d with t h e p r o b l e m of c o n s u m e r i s m , m a n y R u s s i a n intellectuals a r e b e c o m i n g dissidents.
He c l a i m e d t h a t he hated to m a k e g e n e r a l i z a t i o n s a b o u t a c o u n t r y a s d i v e r s e a s Russia, e s p e c i a l l y w i t h t h e f e w p e o p l e he k n o w s there a s e v i d e n c e . H o w e v e r , -Grul-
iow, in trying t o a n s w e r t h e question of " W h a t do R u s - s i a n s w a n t ? " said he t h o u g h t m o s t R u s s i a n s w a n t e d a
" r e t u r n to n o r m a l c y , " a r e t u r n to middle-class val- ues.
T h e r e a r e m a n y d i f f e r e n t k i n d s of d i s s i d e n t s , a n d Gruliow stated t h a t very f e w d e s i r e d the A m e r i c a n form of d e m o c r a c y . S o m e a r e call- ing for ' ' M a r x i s m with a h u m a n f a c e . " In conclusion, Gruliow said we know a lot a b o u t w h a t ' s going on in R u s s i a t o d a y , b u t " H o w m u c h do we u n d e r s t a n d ? "
