Third, in carrying out the Islamic law reform movement, Basiuni Imran used "political power", namely exploiting his position as the Maharaja Imam of the Kingdom of Samba. As the holder of the highest authority in the religious field in the Kingdom of Samba, Muhammad Basiuni Imran was able to freely propagate the idea of ​​reforming Islamic law through the official royal channels. Due to space limitations, however, it is imperative that the study of the context not be discussed.

This study is important to see the background of Muhammad Basiuni Imran as head of the Sharia office in Sambas. The most important thing in this research is an in-depth study of the thoughts on reform of Islamic law by Muhammad Basiuni Imran. It took a long time for people to accept it so that it became the territory of the Sambas Sultanate.

During the reign of Sultan Muhammad Syafiuddin I, many changes took place in the structure of the Sultanate's government, which at that time was the first phase of the use of the Islamic bureaucratic system in the Sultanate of Sambas.25 After officially serving as Sultan of Having served Sambas, Sambas, Sultan Muhammad Syafiuddin I further intensified the development of Islamic teachings. During his reign, Sultan Muhammad Syafiuddin II married Putri Mas Ayu Bungsu, the second daughter of Ratu Sepudak, the king of the Hindu kingdom of Sambas. In the East Kalimantan area, the Swapraja government of Kutai, Berau and Bulungan has transferred the affairs of the religious courts, headed by the Islamic Court, to the Ministry of Religion since 1951.49.

Biography of Muhammad Basiuni Imran

Muhammad Basiuni Imran was then raised by his stepmother, Badriyah after his mother, Sami died when he was young.59. From the aspect of education, Muhammad Basiuni Imran received early education at home with direct education from his father. Besides studying with his father, Muhammad Basiuni Imran also studied religion with his brother's father, Haji Muhammad Djabir, who became Imam Maharaja in the Sambas Sultanate.

His father, Maharaja Imam Muhammad Imran, had a dream to make Muhammad Basiuni Imran an important scholar in West Kalimantan. While in Mecca, Muhammad Basiuni Imran began studying with various reformers in the Islamic world such as Jamal al-Din al-Afghani, Muhammad 'Abduh, and Muhammad Rashid Rida through the magazine al-Manar. In Sambas, Muhammad Basiuni Imran was appointed by Sultan Muhammad Safiuddin II as Assistant Imam at the Jami' Sambas Mosque and taught religious studies at the Palace of the Sultan of Sambas for two years.

Muhammad Basiuni Imran's admiration for the thought of Mohammad Rashid Ridha was one of the factors that prompted him to choose Egypt as a place of study. When they arrived in Egypt, Muhammad Basiuni Imran and his friends were picked up by Sayyid Soleh Rida, Muhammad's younger brother Rashid Rida. Muhammad Basiuni Imran has only been attending recitations at al-Azhar University for six months.

Muhammad Basiuni Imran returned to Sambas in the month of Shaaban 1331H/1913 while he was still studying at the Dār al-Da'wah wa al-Irshād madrasa because his father was ill. Muhammad Basiuni Imran was also invited by prominent Indonesian figures to live in Jakarta to spread his knowledge again. Buya Haji Abdul Malik Karim Amrullah (HAMKA) also said that: "a hidden gem, Muhammad Basiuni Imran's knowledge and expertise is deep and wide".

Maka dengan kebijaksanaannya Muhammad Basiuni Imran dalam menerapkan syariat Islam, berbekal ilmu yang diperolehnya selama kuliah di Makkah. Dengan enam poin solusi tersebut, masyarakat Sambas memahami dan menerima apa yang diberikan Muhammad Basiuni kepada Imran dalam menyelesaikan kasus-kasus permasalahan.
