Indonesia is a fertile country that has a wide range of potential resources that can be utilized as an advocate for the community's economy, one potential source that dominates the agricultural sector so it is not surprising that most Indonesian people their livelihood on agriculture. The existence of agricultural commodities that could be an area must not be separated from the presence of the seed. Seed region is defined here as a region in an area that allows for the growth sectors of the economy into a commodity which can be a proponent of regional economic activity. Seeded areas are not just limited to the development of the agricultural sector but also the sector.

We should interprete institution as a medium of norms, which is used beneficiaries to gain their needs and purpose, such as cooperation, home industry, informal trading, etc. Based on our experiences (Agusta, et.al., 2000), we hypothese, that there are many economical institutions in rich villages, so that villagers are able to buy, produce, or sell goods or services. In other world, there are institutions of production, consumption, and distribution. Such villages –in our experience—are ready for catching regional development program such as infrastructure construction (Agusta, 2000; Agusta and Tetiani, 2000). The villagers may get benefits from the infrastructure.

However, with too many indicators set (> 700 indicators), it is not easy for regions to measure their performance. A simpler measurement of sustainable development is one way to overcome this complexity, by using three pillars of sustainability, namely: (a) economic pillars, (b) social pillars, and (c) environmental pillars, more holistically. The measurement methods were used by Nijkamp & Vreeker (2000), and Jesinghaus (2007). Lapangan Batubara Peranap adalah salah satu lapangan batubara di Kabupaten Indragiri Hulu dengan cadangan batubara terukur ±1,04 Milyar ton, dan termasuk batubara jenis lignite atau mendekati jenis sub bituminous highvolatile dengan nilai panas sebesar 4600 kcal/kg, sehingga dapat dipakai untuk PLTU. Pengembangan tambang batubara Peranap sebagai suatu aktivitas ekonomi baru di Kabupaten Indragiri Hulu akan berdampak terhadap sosial, budaya, ekonomi dan lingkungan baik positif ataupun negatif. Penelitian ini bertujuan untuk (a) Mengidentifikasi pengaruh dari rencana kegiatan pengembangan lapangan batubara peranap baik dampak positif ataupun dampak negatif (b) Mengemukakan saran tentang usaha dan alternatif kegiatan yang diperlukan untuk meningkatkan pengaruh positif dan menekan pengaruh negatif dari rencana pengembangan lapangan batubara peranap sehingga dapat meningkatkan perekonomian wilayah Kabupaten Indragiri Hulu khususnya dan Propinsi Riau umumnya; dan (c) Sebagai rona awal dalam penyusunan Program Community Development pengembangan Lapangan Batubara Peranap. Diharapkan hasil studi ini bisa menjadi masukan bagi pihak pemerintah daerah, perusahaan dan masyarakat dalam merumuskan strategi dalam pemanfaatan sumberdaya mineral untuk pembangunan berkelanjutan di Kabupaten Indragiri Hulu.

This condition is far better compared to conditions in 2004, in which case telecommunication was only able to reach 62 % of the capitals of sub-districts across the country. To secure this telecommunication accessibility, for the first time in the history of Indonesian telecommunication, the government since 1 April 2008 has lowered the tariff of cellular communication, both for phone conversation or short message service, starting from 20 up to 50 %. Furthermore, commencing July 2008, the tariff for internet service has been reduced by 8 to 20 %. The government will continously develop similar pro-people technology.

Jawa Barat dan Banten sebagai daerah penyangga ibu kota didukung oleh sekitar 28 kabupaten/kota memerlukan dukungan infra-struktur termasuk fasilitas sosial dan ekonomi yang memadai, supaya masyarakat dapat melakukan berbagai kegiatan secara mudah. Di sisi lain juga diperlukan peningkatan kinerja pemerintahan daerah dalam penyelenggaraan pemerintahan dan pembangunan serta pelayanan publik. Seiring derap otonomi, harapan terhadap aparatur pemerintah daerahpun semakin tinggi. Seorang kepala daerah tidak hanya harus pintar mengelola pemerintahan, tetapi juga harus cerdik mencari peluang dan mengambil keputusan. Dengan kata lain dibutuhkan aparatur pemerintah daerah yang mempunyai kapasitas sumber daya manusia yang mempunyai vision, value and courage ( Tanri Abeng, Media Otonomi, September 2004). Peningkatan kinerja aparatur pemerintahan daerah pada gilirannya sangat tergantung pada kemampuan sumber daya yang dimilki, antara lain adalah kemampuan APBD. Aparat pemerintah yang profesional selalu berorientasi pada pelayanan yang optimal. Pelayanan yang cepat dan bertanggung jawab akan mempercepat pertumbuhan ekonomi yang pada gilirannya akan memberikan percepatan pada penerimaan PAD. Selanjutnya dengan aparat yang profesional akan memiliki etos kerja dan terhindar dari KKN. Seperti telah disebutkan di atas dengan diundangkannya UU No. 22 dan 25 Tahun 1999, terjadi pergeseran otoritas dalam menggali sumber-sumber pendapatan, dari pemerintah pusat ke pemerintah daerah. Sehingga daerah tidak terlalu bergantung pada subsidi pemerintah pusat dalam memperkuat APBDnya. Dengan demikian daerah harus mampu memaksimalkan dan mengefektifkan penerimaan dan pengeluarannya.

Action research with a specific region as case was used to explore the kind of assets that determine capability. The study, therefore, combines action research and case study to evaluate development. The case study area selected stands for dynamic economic consumption, production and transformation, with a variety of local community‟s as wel l as government‟s development innovations. It also displays strong linkages to external and contextual circumstances. Action research makes it possible to involve as much as possible local people observation and perception on the development their quality of life and the context. Based on other previous authors (such as Kemmis and McTaggar 1998; Andersen, Herr and Nihlen 1994; and Reason 1994), Stringer (1996) resumes that fundamental investment of process of action research are rigorously empirical and reflective (or interpretative). Berdasarkan pemikiran Hoselitz tersebut, Parker (1979) dan Anderson (1982) dalam Tambunan (2005) menyatakan selama proses pembangunan, keterlibatan sebuah industri dalam pembangunan jika dilihat dari skala ukurannya dapat dibedakan menjadi tiga fase. Fase pertama, yaitu tahap awal pembangunan (early stage of industrial development) dimana perekonomian bercirikan dominasi ekonomi agraris. Industri yang terlibat di dominasi oleh Industri Rumah Tangga baik dalam hal total output maupun tenaga kerja. Tahap ini merupakan tahap dimulainya industrialisasi dimana IRT hidup berdampingan dengan usaha besar yang terbatas jumlahnya. Fase kedua, yaitu tahap pembangunan dimana pendapatan perkapita masyarakat lebih besar dari pada pada fase pertama. Pada fase ini usaha kecil dan usaha menengah (small and medium scale) banyak bermunculan dan berkembang cepat dan akhirnya menggeser posisi IRT. Pergeseran ini dimungkinkan, seperti dikatakan Steel (1979) karena meluasnya pasar, meningkatnya jumlah penduduk, dan proses urbanisasi. Oleh karena itu UMKM mulai menyewa (meng-hire) tenaga kerja dalam proses produksi. Fase ketiga, yaitu tahap pembangunan tingkat lanjut (“later” development) dimana perekonomian sudah sangat maju. Pada tahap ini perekonomian didominasi oleh usaha besar (large scale) dan menggeser peran IRT dan UMKM. Fase ini bisa merupakan bagian dari fase kedua, karena industri besar yang ada pada fase ini merupakan industri kecil yang berkembang menjadi besar atau mungkin juga benar-benar pelaku usaha besar baru (new entry).

Simplifying the complex reality, the cultural category is not able to direct us to gain the provocateur –a term accords to an individual or a group that creates the riots. Cultural category which is constructed in a simplest way is not able to be a thinking frame to direct us to find the deepest cause(s) of riots series. The provocateur nominators were found among young drunker. They have been watched tighter. Another provocateur nominators were a religious leader who usually announce badness of other religions and other believers. This religious leaders, however, have move out of the villages when the riot was broke in Palu last year. Aware on difficulties on finding the truth provocateur(s), the people develops a common and abstract enemy. For instance they mention a bad guy, communist people, many ex PRRI/Permesta and DI/TII rebellion guards. By using politics of meaning, we see that the people need a new enemies to be attacked. Eventhough they believe that the riots are not emerged naturally, but caused by certain groups, they have not been finding the truth provocateur. Paradoxically, although villagers really knew that the generalization and simplification views blurred the real cause and process of riots, they did not able to leave it back.

Pengembangan sektor ekonomi disuatu wilayah tertentu akan lebih efektif dan efisien jika didasari dengan pertimbangan keterkaitan seluruh sektor ekonomi dalam menggerakkan perekonomian secara menyeluruh, baik di kabupaten perbatasan maupun kabupaten sekitarnya.

Patut disayangkan bahwa pembacaan yang berbias modernisasi di atas justru muncul ketika sebagian asumsi-asumsi teori agropolitan mulai terwujud. Asumsi proses desentralisasi telah terpenuhi sejak tahun 2001, kini melalui pelaksanaan UU 32/2004 dan UU 33/2004 tentang otonomi kabupaten dan otonomi desa, serta pembagian keuangan pusat dan daerah. Kedua UU ini dijadikan landasan perundang- undangan yang mendasari pelaksanaan program agropolitan. Tentu saja masih terdapat kekurangan dalam pelaksanaan UU-UU tersebut, baik mencakup sebagian aspek keuangan yang masih dikuasai pusat, maupun kekuasaan politik lokal yang berlebihan di daerah. Namun secara keseluruhan terdapat perubahan yang signifikan dalam pelaksanaan kebijakan publik sejak menguatnya otonomi daerah ini.
