Peran ASEAN Regional Forum ARF dalam Men

Salah satu strategi balancing yang digunakan ASEAN yakni cooperative security yang melibatkan aksi diplomasi melalui dialog dan forum regional misalnya ASEAN Regional Forum, yang di dalamnya membahas berbagai permasalahan sosial dan ekonomi utamanya. Sayangnya strategi cooperative security yang demikian memiliki kelemahan. Sebagaimana yang diungkapkan terdahulu oleh Morgenthau dimana strategi balance of power menawarkan solusi parsial semata dan mengandung ketidakpastian dan kurang efektif sebagaimana dikutip: “Morgenthau refers to its main weaknesses as being ‘its uncertain y, its unreality, and its inadequacy” (Emmers, 2003, p. 61). Emmers mengutarakan cooperative security tidak memberikan aksi secara langsung dan tepat sasaran, disebabkan pertemuan dan diskusi melalui forum yang terjadi hanya angin semata dan tidak lebih dari ucapan bibir dari diplomasi politik guna merenggangkan tensi dan ketegangan akibat konflik regional karena salah paham maupun saling curiga. “…cooperative security, unlike collective security, lacks of the vehicle of economic or military sanctions…cooperative security focuses on confidence building and a reventive dimension, albeit not through problem solving” (Emmers, 2003, p. 62).

As strategic partners, we reaffirmed our commitment to further deepen cooperation in all areas identified under the Plan of Action to Implement the ASEAN-U.S. Strategic Partnership (2016-2020) and through the various ASEAN-led mechanisms such as the East Asia Summit (EAS), the Post Ministerial Conference (PMC), ASEAN Regional Forum (ARF) and ASEAN Defence Ministers’ Meeting (ADMM) Plus and Expanded ASEAN Maritime Forum (EAMF) as well as the ASEAN Senior Officials’ Meeting on Transnational Crime (SOMTC) Plus U.S. Consultations, and on the basis of strong friendship and mutual respect. We noted with satisfaction the progress made under the Plan of Action, particularly within the five priority areas of economic integration, maritime cooperation, transnational challenges, emerging leaders, and women ’s opportunities. We looked forward to robust ASEAN-U.S. cooperation to broaden political, economic, and socio-cultural engagement in the years to come.

Maritime terrorism has become a new threat to maritime security in ASEAN. The SUA Convention as an international regulatory body governing maritime terrorism plays a major role in tackling this, in ASEAN. However, the implementation of this SUA convention does not work optimally in the Southeast Asian region, due to obstacles that arise there, so that regional mechanisms are needed to overcome this. ASEAN as one of the international organizations that ASEAN member countries has a mechanism of cooperation among members that can be used as an alternative form of countermeasures against terrorism in the oceans in ASEAN, namely, the ASEAN Counter-terrorism and ASEAN Regional Forum.

IFRC ARF DiREx 2015 Programme

Inaugurated in 2009, the ASEAN Regional Forum Disaster Relief Exercise (ARF DiREx) is by far the most inclusive simulation exercise in the Asia Pacific region, involving civilian and military agencies from the 27 ARF participating countries and international humanitarian players. These elements come together to test and practice procedures, strengthen coordination, and build inter-operability skills and capabilities as well as harnessing the experience and lesson learnt in preparation for disaster. Coordination issues and the complexity of international humanitarian architecture as exercised in ARF DiREx represent the actual situation when a disaster occurs in the region.

From AFTA Towards AEC and Beyond

This paper gives an overview of recent developments in the process of Asian economic integration. A large part will focus on the integration initiatives undertaken within the framework of the Association of Southeast Asian Nations (ASEAN). ASEAN was not only the first regional integration arrangement in Asia, it also remains the centre for current and future economic integration initiatives in the wider East Asian region. The progress that has been made by ASEAN’s member countries in establishing an ASEAN Free Trade Area (AFTA) will be analysed. Given the important and reasonably successful integration initiatives in other parts of the world, such as the EU and NAFTA, academics and politi- cians have devoted much attention to the possibilities of both deepening and widening economic col- laboration in the (East) Asian region. Ten ASEAN countries already decided to establish an ASEAN Economic Community by the year 2020 and some other countries seem eager to join. We will have a closer look at the recent initiatives taken in this direction. We also devote attention to the role ASEAN plays in the regional monetary integration and co-operation schemes adopted in the region. Empirical tests, using the optimum currency area (OCA) theory, will be reviewed to determine whether a com- mon currency would be beneficial for certain groups or sub-groups of Asian countries. The paper con- cludes with the authors’ thoughts on the viability of a wider East Asian Free Trade Area and East Asian monetary union in the long term and on the role ASEAN would have to play in its establishment.

2. Coordination with ASEAN Secretariats: The IFRC and its member National Societies in the region of Southeast Asia have been actively engaging with various ASEAN partners over the past several years. Areas of collaboration include disaster management, international disaster response law, and health in emergencies, specifically through events such as ASEAN’s disaster emergency response simulation exercise (DIREx), and engagement with the ASEAN Centre for Humanitarian Assistance (AHA). The Red Cross Red Crescent closely involved in the DIREX exercise in Viet Nam and Thailand in 2013; Indonesia 2014, as well as Myanmar in 2014 taking a strong role to promote disaster response law and disaster preparedness. The similar exercise is going to happen in Malaysia in 2015 where IFRC together with Malaysian Red Crescent are preparing It has been observed that this kind of exercise profiles the NSs with authority and other stakeholders as well as refreshes the skills and knowledge of NSs volunteers and staffs in disaster response. The IFRC and National Societies are also participating in meetings held by the ASEAN Committee of Disaster Management (ACDM), and the ASEAN partnership group (APG) sessions, both of which take place on an annual basis. Representative of NSs met Executive Director of AHA Centre and discussed the areas of cooperation in October, 2014 and developed JOINT Plan of Action. Similarly Representative of Regional Community Safety and Resilience Forum (RCSRF) attended the 25th ASEAN Committee on Disaster Management (ACDM) Meeting in Brunei Darussalam. This opportunity was maximized to share the Joint plan of action- which was developed jointly with AHA Centre in previous week in Jakarta- with ACDM members to strengthen working collaboration between National Disaster management Agency and National Societies further in country level. Similarly representatives of Health and Communicable Diseases Division (HCDD) ‎ of ASEAN secretariat attended regional Pandemic and Public Health in Emergencies Preparedness workshop in Singapore and they have outlined the areas of expected cooperation for Pandemic and Public Health in emergencies along with government representatives. 2015 year is critical year for ASEAN since member states are discussing new health strategy beyond 2015. Disaster-prone developing countries, in particular the least developed countries, small island developing States, landlocked developing countries and African countries, as well as middle-income countries facing specific challenges, warrant particular attention in view of their higher vulnerability and risk levels, which often greatly exceed their capacity to respond to and recover from disasters. Such vulnerability requires the urgent strengthening of international cooperation and ensuring genuine and durable partnerships at the regional and international levels in order to support developing countries to implement the present Framework, in accordance with their national priorities and needs. Similar attention and appropriate assistance should also be extended to other disaster-prone countries with specific characteristics, such as archipelagic countries, as well as countries with extensive coastlines.

ASEAN Charter atau Piagam ASEAN yang diratifikasi oleh 10 negara yakniBrunei Darussalam, Cambodia, Indonesia, Laos (Lao PDR), Malaysia, Myanmar , Filipina, Singapore, Thailand and Viet Nam pada 15 Desember 2008 menjadi landasan konstitusional dari terbentuknya Komisi HAM Antar- Pemerintah ASEAN (AICHR). Piagam tersebut, pasal 14 memerintahkan kepada ASEAN, dalam hal ini Menteri Luar Negeri ASEAN, untuk membentuk sebuah badan HAM ASEAN tersebut. Sebelum diresmikan, Kerangka Acuan (Terms of Reference/TOR) AICHR diadopsi di KTT ASEAN ke-14 di Phuket , Thailand pada tanggal 20 Juli 2009. Akhirnya, bulan oktober, AICHR diresmikan pada saat KTT ASEAN ke 15 tanggal 23 Oktober 2009 di Hua Hin, Thailand. 42

Integrasi Perdagangan Dan Sinkronisasi Siklus Bisnis Antara Indonesia Dan Asean+6

As the degree of regional trade integration in ASEAN+6 can strengthen or weaken over time, the challenge is how to encourage trade integration effectively among the members to bring about positive effects on business cycle coherence. By regressing panel data models, and using annual trade volume data, intra- industry trade by SITC 2 digit, H–P filter, real GDP, money supply, budget deficit and growth, and demand spill over from 12 ASEAN+6 economies, five main ASEAN countries and six added members over two decades, from 1990 to 2013, Indonesian trade with other ASEAN+6 countries was found to be less integrated, resulting in negative impact on business cycle coherence, following Krugman’s view (1991). This investigation was confirmed by the panel regression model. Instead of using instrument variables, this model was also constructed with an extended time dummy to fix up shock from one variable in one time period.
