The Capacity Development Results Framework

Each year, aid donors spend more than $20 billion on products and activities designed to enhance the capacity of developing countries to make and carry out development plans. That level of commitment reflects donors’ belief that their aid mission will not succeed unless recipients improve their ability to use the assistance that donors provide, as well as the other resources at their disposal. Limited capacity to set development goals, to prioritize among them, and to revise plans and programs in response to results achieved is a major constraint on the development process in many countries. The Paris Declaration on Aid Effectiveness, signed by more than 100 multilateral and bilateral donors and developing countries, states that the ―capacity to plan, manage, implement, and account for results ... is critical for achieving development objectives.‖ The declaration urges developing countries to make capacity development a key goal of their national development strategies. Donors understand that capacity cannot be imported as a turnkey operation. Instead, it must be developed from within, with donors and their experts acting as catalysts, facilitators, and brokers of knowledge and technique.

Communication pattern on vegetable farmers’ entrepreneurship capacity development

The objectives of this research were: (1) to analyze effect of characteristic factors such as social dynamic, physical environment, farmers’ characteristics and socio-economic environment of entrepreneurship communication patterns; (2) to ensure important factors that will strongly influence the increasing of entrepreneurship capacity; (3) to formulate effective communication pattern for entrepreneurship capacity development efforts of vegetable farmer in the Taiwan’s technical mission in two districts in Indonesia. This research resulted several outputs, namely: (1) communication pattern of farmers’ entrepreneurship in Taiwan’s technical mission was categorized good enough and significantly influenced by group dimensions i.e membership and group climate on social dynamics; (2) the development of farmers’ entrepreneurship capacity in Taiwan’s technical mission was categorized good and it was directly influenced by education level characteristics and farmers’ business experiences, it was also influenced by physical environment on dimensions of communication infrastructure and technology characteristics, it was significantly influenced by socio-economic environment on dimension of support social system and mass media information, and also significantly affected by family support dimension, institutional support and local knowledge functioning of socio-economic environment and significantly influenced by dialogic dimension on farmers’ communication entrepreneurship pattern; (3) effective communication patterns regarding development of entrepreneurship capacity of farmers was dialogic communication patterns, and communication pattern itself were strengthened by these factors: social dynamic on group climate and group dimension of membership dimensions. (4) some of the forms of technical skill, social skill, and managerial skill that potentially can improve and compete towards farmers were entrepreneur technical skill, social skill, and managerial skill. By improving their technical skill, social skill, and managerial skill, it was expected farmers were able to improve their productivity, income, autonomy which at the end can develop farmers’ welfare in Indonesia.

INDONESIA Education Sector Analytical And Capacity Development Partnership

ACDP is a facility to promote policy dialogue and facilitate institutional and organizational reform to underpin policy implementation and to help reduce disparities in education performance. The facility is an integral part of the Education Sector Support Program (ESSP). EU’s support to the ESSP also includes a sector budget support along with a Basic Education Minimum Service Standards capacity deve- lop- ment program. Australia’s support is through Australia’s Edu- cation Partnership with Indonesia. This Policy Brief has been prepared with grant support provided by AusAid and the EU, through ACDP.

Education Sector Analytical and Capacity Development Partnership (ACDP)

The relationship between ‘institutions’ and ‘individuals’ within universities in Indonesia are still not what they should be. Individual academics often have much more freedom in what they do than their peers in more developed systems of higher education. They are free to undertake outside project activities like consulting and teaching in private universities with almost no time limit or restrictions on the content of activities. Although it has been much improved in recent years, staff absenteeism is still a problem and has been tolerated too often because of low staff salaries, particularly in relatively lucrative fields, e.g. accountancy, management. Such a situation is not unusual in developing countries where universities do not have the organizational capacity to ‘manage’ the conditions around staff work –not only because of their lack of administrative and managerial autonomy, but also partly because of the lack of institutional capacity to develop and enforce organizational norms and rules. The situation has been improving in many universities, but the problem can still be found in the majority of universities. As the Indonesian economy matures, however, inadequacies in human resource management in universities are increasingly problematic, particularly if academics are to play roles that are so critical to the acceleration of economic development. The recent emphasis on university autonomy, along with the significant increase of staff salaries, have created a new institutional environment in which universities as organizations are expected to be much clearer about what responsibilities individual members of staff should take on and to ensure that staff are accountable for performing these tasks – more specifically, by clarifying how much, and what kind of work they expect from their staff.

Development of regional institutional capacity in realizing tourism development based on local potential in Ciamis District from the analysis of researchers based on the results of observations and interviews found that the level of the system concerning regulations or policies that support the development of local potential-based tourism is very clearly planned, but at the individual level and Organizational level can be said to be not optimal, it still needs more concrete efforts related to the availability of human resources and limited budget resources as well as realizing partnerships with tourism stakeholders. Then the ineffectiveness of regional institutional capacity development is caused by factors: a). The availability of resources, both human resources and budget resources in supporting the implementation of local potential-based tourism development is very limited. b). Coordination across the service sector and cross- tourism stakeholders carried out by the Tourism Office has not been carried out effectively. c). Communication between organizations, SOP (Standard Operating Procedures), and work structure has not been implemented effectively. d) Disposition or attitude of the implementers related to understanding, capability, commitment and quality of leadership in the implementation of development based on local potential is not optimal. e). The carrying capacity of the social, economic and political environment through the DPRD and other SKPD support is not yet optimal.

The study of Capacity development of Pelalawan District DPRD Members aimed to find out what factors need to be developed and anticipated for the need of human resource development and the capacity develpment model of DPRD members and to find the model of policies and programs to improve the human resources and DPRD Institution in accordance with the demand and development of the community in Pelalawan Regency . The result of the study on Capacity development of Pelalawan District DPRD members is generally good enough, but there are still some obstacles both internally and externally analyzed by using SWOT analysis. To minimize such obstacles, some action plans were required to be carried out, such as added Administrative pesonil in accordance with the needs of the Ministry, Education and Training in accordance with the needs of members of the Board to perform 3 functions of the Board. Expert Staff and technical team were capable of supporting the duties of Device according to their fields and expertise and work visit and comparative study which is more meaningful, transparent and accountable.

With regards to the community forest management process, they may have limited experience in systematic monitoring of forest resources, and impact assessment in all aspects (ecology, social, economic, culture). development, and at the same time, each potentiality has a counter argument of risk that may hamper the development programs. Conceptually, this study argues that only if local budget is spent to address the needs of rural people, social capital is strong, the rural poor actively participate and local institutions have enough capacity, then decentralization will result in successful rural development. Otherwise, if local budgeting just becomes a formality, social capital does not exist, the rural poor cannot participate and local institutions have not enough capacity, then decentralization will be failed. It is recommended that the application of decentralized system should be followed by political commitment of local authorities to seek and prioritize community voices, institutional arrangement that promotes people participation, procedures guaranteeing the rights of marginal groups in local political process, empowerment of rural people and capacity development for local institutions.

Experience and systematic studies have identifi ed a wide range of constraints to successful capacity development in educational planning and management, which differs signifi cantly between and within countries. These constraints may relate to a lack of qualifi ed personnel; ineffective CD deployment and monitoring; the weakness of communication, coordination and staff support within the ministry; demotivating personnel management practices; the perverse effects of the present incentive systems; disinterested leadership; the loss of faith in the ability of ministries to work towards positive change; or various additional factors. The purpose of the discussion on this vast theme was not to cover all these elements in detail, but to explore how far participants agreed with these ideas and hopefully to discover some systematic elements that may guide the development of the strategy paper in this domain.

Effective Governance and Coordination is crucial between various skill providers to ensure their provision of a wide range of skills, between government, industry and academia, between ministries and between the central, provincial and district governments. The following actions are recommended to reach this aim: 5.2.1: Supporting the development of a broad framework for a National Program for Skills Development (NPSD) ensuring that in addition to specific prioritized sectors in each economic corridor, a range of skills are developed through a strong cumulative education provided by a variety of complementary skill acquisition partners including informal education programs, on-the-job training and work experience. Promoting the acquisition of a range of skills will help ensure social inclusion and mobility of the labour force within country, ASEAN and the global marketplace. Ensuring a wide range of skills includes building upon PUSPIPTEK’s aim to lead in high-tech research, establish a Public Service Board (BLU) with the participation of the business and research sectors (see the point on Sector Skills Cluster Councils).
