The practice of bureaucratic pathology is complex, it has relevance with various organizational aspects, both in terms of structure and culture. Pathological forms and their causes can be fundamentally identifiable, but therapy or solutions to overcome them is not an easy task. This is similar to that experienced in Indonesia, where bureaucracy reform has long been done by the government, but until now the bureaucratic system has not been able to overcome various problems encountered. So the greatest challenge facing the bureaucracy is how they are able to carry out the activities efficiently and effectively, because so far the bureaucracy has been identified with the convoluted performance, the overly large structure, full of collusion, corruption and nepotism, and no definite standards. A number of bureaucratic pathologies become a significant obstacle in the realization of services that satisfies the community. It is on this basis that the Indonesian bureaucracy is very far from what is called good governance.

THE CONNECTEDNESS TO THE SUPREME-BEING AS A NEW CONCEPT IN SPIRITUALITY AND RELIGION IN THE WORKPLACE - Politeknik Negeri Padang

Studying leadership especially in Muslim culture is considered as important research urgency among organizational behavior scholars. Certain leadership theory is tried to apply from Islamic point of view. One of contemporary theory that attract scholar to apply is spiritual leadership. Spiritual leadership is defined as comprising the values, attitudes, and behaviors necessary to intrinsically motivate self and others so they can have a sense of spiritual survival through calling and membership (Fry, 2003). We propose a new concept to spiritual leadership theory from an Islamic perspective that is Connectedness to the Supreme-Being. The Connectedness to the Supreme-Being is trans-personal connectedness to God or the higher power as an essential part of workplace spirituality in Islamic society. As a new concept, we need to develop its theoretical background and measurement. This paper reveals the theoretical and the measurement development of that new concept. We recruit 100 samples to pretest our proposed questionnaire. Opportunities to future research and contribution to literature on spirituality in relating to religion in the workplace are discussed.

Prior studies discussed and tested the indirect relationship between the performance and profit allocation. In other words, researchers argued that corporate governance mechanisms affect the performance of a firm, which in turn has an effect on the profit distribution mainly in form of dividends. Myers and Majluf (1999) argue that in presence of asymmetric information, firms tend to overlook good investments due to lack of capital reserve, leading to minimizing the transaction costs or the cost of issuing new stock to raise capital in the market, restricting paying dividends to those resources that will not be used for investment. While part of the literature highlights information asymmetry impact on dividends policy, another part cites agency conflict as a factor influencing dividends payout. Agency theory deals with conflicts of interest between corporate insiders, such as managers and controlling shareholders, on one hand, and outside investors, such as minority shareholders, on the other hand. One of the principal remedies to the agency problems is the alignment of interests of both parties (principle and agent), which can be done in the form of dividends payment. Jensen and Meckling (1976) as well as Fama and French (2001) stated that shareholders are interested in reducing the discretionary funds for a better alignment between the interests of managers and those of the shareholders, to minimize the agency cost. Core et al. (1999) demonstrated that low agency problem can improve the firm value and performance. In that way, good corporate governance mechanisms will lead to better performance.

The motivation for the new businesses was primarily that they allowed individual depart- ments within the state administration simulta- neously to earn new income and comply with the sta€ reduction policy without making their personnel redundant. These activities were, however, neither ocially permitted nor encouraged and indeed, they are at odds with other policies aimed at reducing state involve- ment in micro-economic activity. Perhaps for these reasons, central government directives and statements on the new state business activities have at times been contradictory, re¯ecting either disagreement or indecision over them at the highest levels. In May 1992, for example, a Communist Party document is reported to have permitted such businesses, but was rapidly followed by a central Party and government circular in July stipulating that all state businesses must sever links with their parent departments (South China Morning Post, 16 July 1992). In September, another central government statement calling for an end to the businesses allowed a ``transitional period'' of up to three years before departments and businesses must fully separate (Summary of World Broadcasts, Far East, 15 October 1993). While some central leaders seem to have been concerned that a close relationship between state departments and their businesses may provide opportunities for corruption, they have been irresolute in dealing with them, apparently because they enable cuts in the state bureaucracy and relieve some of the pressure to increase budgetary spending. Attempts to control the business activities have, however, become more concerted since 1996 as control has been tightened on state ®nances generally and extrabudgetary funds in particular (cf. State Assets Management Bureau, 1996; Wang, 1997). In Tianjin since then, some businesses have been made to pay pro®ts to their depart- ments via the local government ®nance bureau. Nevertheless, many businesses retain informal (including direct ®nancial) links with their departments. 31

The higher result of Thailand in implementing UC can be understood that Thailand has been implemented UC for 13 years and has more health care units and sufficient of health resources such as doctors, nurses, medicine, and administration staff to organize UC. It can be traced from the numbers of Primary Care Units (PCU) in Thailand, the services have been divided into 13 regional offices and one special group disperses to different parts of the country. There are about 1,167 main service units in total, mostly in Bangkok, Chiangmai, and Saraburi provinces, respectively. Within each area, there are a total number of 11,342PCU, mostly located in Chiangmai (1,264 units), Nakhornratchasima (1,064 units), and Ratchaburi (1,006 units), and etc. It is a tradition, norms, or belief that most Thai people would go straight to the General Hospital for minor sickness instead of going to visit ―family doctors‖ in the PCU in their close vicinity or communities. This behavior has caused difficulties in capitation coverage financial management. Large facilities will not be able to handle overcrowded patients coming more than they received funding from the government based on the number of registered populations in the area; while small units will not have many registered patients.

In general, however, according to Bird and Gendron (2005) in the context of developing and transitional countries a centralised VAT with some of the revenues shared with regional governments on a formula basis is the best approach to finance regional governments. Following the assignment of VAT revenue, the question would be who should administer VAT? On this issue there are different possibilities, the extreme ones being central government only (centralised) or regional governments only (fully decentralised). Between these two extremes there may be different arrangements. There are arguments, at least conceptually, on the advantages and disadvantages of centralised and decentralised tax administration in terms of economies of scale and cost efficiency.Mikesell (2007) noted that innovation of new approaches and techniques are cited as advantages of decentralised administration while economies of scale and expertise are for a centralised administration. Martinez-Vazquez and Timofeev (2005) also indicated that the final decision may depend on how the objectives of the tax administration and the constraints involved are weighted and also on the nature of the trade-off among them.
