LOCAL GOVERNMENT BUREAUCRACY AND IMPLEMENTATION OF TOTAL QUALITY MANAGEMENT IN FREE EDUCATION SERVICES IN SOUTH SULAWESI PROVINCE.

The main objective of this article is to discuss local government bureaucracy and the implementation of Total Quality Management in the service of free education as one of the public service in the province of South Sulawesi. This is in view of the central position of public bureaucracy in good governance. The election of governor by the people to bring significant changes in the public service. The provincial government bureaucracy in Indonesia went to be the best service to the community. One of that is a free educational services to improve the quality of human resources, so they get a positive image to reelected. Therefore, the purpose of this study is to describe the application of total quality management in the service of free education in the province of South Sulawesi. The results showed that the application of total quality management improvement dimensional continuous process has been implemented in an optimal consensus effort marked the provider and the customer, the dimensions of the importance of cooperation between all the components of the provincial administration organization characterized and cooperation with the government regency, dimensional clarity of purpose characterized equalization learning opportunities for all children of school age but not yet optimal clarity in the implementation of quality goals and quality of graduates clarity as well as improving the relevance of competency-based education to keep pace with global developments, and improve the efficiency and effectiveness of the implementation of free education to meet the quality and productivity of superior human resources. As for the aspect of participation in improving the quality of the bureaucracy tends to be determined by the government regency. These factors are influenced by the behavior of teachers and principals who become agents of government bureaucracy.

Based on the survey results revealed the implementation of QMS ISO 9001: 2008, which is supported by a full commitment to leadership and employees, will be able to change the culture of organizations and individuals to work with better and more professional.

Furthermore, some now view students as those ‘empowered’ to embody the role of ‘consumer’ with the HEFCE taking on a new role as ‘consumer champion’. Indeed, over the past decade, we have seen an increase in the view of students as ‘consumers’ of education (Modell, 2005; Popli, 2005), and academic institutions have been encouraged to consider all facets of their ‘service’ in terms of quality and delivery. We might speculate then, that in light of the recent policy changes, the cuts and the domino effect to increased fees (Coughlan, 2011; Littlemore, 2011), we will arguably see an augmentation in student expectations. Whether students are considered consumers or not, with sizeable yearly fees, they (and fee-paying parents) will undoubtedly be questioning what they receive in return and be carefully evaluating the teaching and learning experience (Higher Education Policy Institute, 2011). In fact, new government changes in England are focused on making more evaluative data available to the public in easily accessible and understandable forms in a bid to ‘help students choose the best course for them and drive an improvement in the quality of teaching’ (Department for Business Innovation and Skills, 2011: 34). The discourse of ‘Quality Assurance’ (Quality Assurance Agency [QAA], 2010; Welsh and Dey, 2002) underpinning management education institutions, and HE more broadly, is arguably driving teaching professionals and management to gather a wealth of student feed- back on our teaching, our courses and our institutions as a whole. From September 2012, a standardised presentation of these data will be compulsory on all English HE institution web- sites in the form of Key Information Sets (KIS). In an associated response to the White Paper’s (Department for Business Innovation and Skills, 2011) call to ‘present information more imagi- natively’ (p. 30), we also argue that it should be gathered more imaginatively as we, along with Sitzmann et al. (2010), contend the ‘usefulness’ of current evaluation methods and the data they produce, since much appears to focus solely on cognitive learning.

Abstract The Bachelor Education In-service Teachers Program (BEITP) the conduct of the lecture through Open/Distance Learning (ODL) is deemed feasible to produce an undergraduate education equivalent to regular on-campus graduate program. Since 2009 Primary Teacher Educational Program Satya Wacana Christian University has embarked on organizing BEITP. The program uses distance education system, known as ICT-based BEITP. Even if the monitoring and evaluation been done, there are still certain parties who doubted this program; so far have not done studies that specifically explore the various factors associated with the success of the program that can only be achieved through quality of teaching and learning. The problem in this research is: What is the quality of teaching and learning ICT-based BEITP and any comorbid factors that will determine the quality of the Teaching and Learning. Comorbid factors is restricted: 1) curriculum, 2) teaching material, 3) assessment system, 4) the qualifications of lecturers, 5) device lecture 6), the independence of the fund, and 7) the recruitment of students. This study was conducted based on the assessment of alumni who had attended BEITP. The data source is 32 graduate alumni of BEITP SWCU graduated. Data were collected through a self-rating scale consisting of 32 items that have been proven valid and reliable; Data analysis used descriptive analysis and stepwise multiple regression models with SPSS for windows version 20.Based on descriptive analysis of the results, Quality of Teaching and Learning are at the level of very high (8.40%), high (46.80%), and moderate (43.80). There are three models of the determinants of the quality of teaching and learning: 1) student admission (influential by 47.50%), 2) student admission and budgeting (influential by 69.30%), and 3) student admission, budgeting and lecturer of qualifications (influential by 79.30%). The findings of the three variables determinant Quality of Teaching and Learning in the Bachelor of Education In- Service Teachers ICT-based program is very important for the management and supervision of distance education in order to improve the quality of Teaching and Learning (the lectures); a) the first priority should be improvements on the system by tightening admissions selection, only qualified students that should be accepted, b) increase of the amount of financial aid in order to support education, and c) increase the lecturer s’ professionalism.

Achievement and quality of service improve and influence the image and performance of university. The similarity with this research is that it also evaluates the arrangement of ISO 9001:2008 standard quality management system implementation in an educational organization using CIPP evaluation model. Another similarity is that some aspects in the context evaluation, input, process, and output are referred to quality policy from educational organization. The difference is the indicators of evaluation because in this research, it refers to school program which is DSE. Moreover another difference is the approach of research which uses quantitative descriptive with assessing questionnaire research instrument, interview guideline, and documentation. The other difference is the research setting, and research sample because in this research, it focuses on students of SMK Negeri 1 Bawang with accounting program proficiency toward the implementation of dual system education program.

Supra (2016) conducted a study on SKPD Musi Banyusin with a sample of 123 respondents explaining that the level of education, training and quality of information have a positive influence on the application of accrual-based SAP. Lelono (2014) explained that the official environment of Salatiga City government by drawing a sample of 42 respondents indicated that the different comprehension of the accrual-based financial statements preparation has different levels in views of education, training followed and work experience. Different research results obtained from Rizkianci's (2016) study provided results that training, human resources and organizational commitment had no effect in the readiness of SAP accrual-based implementation in Riau Isle province, but information technology had a strong influence on the accrual-based SAP implementation.
