Data Analysis Technique using the Minister of State for Administrative Reform KEP/KEP/25/M.PAN/2/2004 number of Public Satisfaction index ( PSI ) with reference to the fourteen indicators of tools to measure community satisfaction index. This research is quantitative research with a descriptive approach. Where the research in the Unified Licencing Service Agencies, Department of Revenue Area and Department of Civil Registration Medan City. Data collection techniques used were Questionnaires, Documentation and literature as well as interviews. The Subject of This research is the public using the service of 450 respondent.sample technique used is incidental sample. Results of this study showed that in terms of the dimensions of Satisfaction Public Index (SPI) the service provided is considered to be good. the index of public satisfaction with public service in the Unified Licencing Service Agencies Medan City is 73,9588 so the quality of service is “ B ” , the index of public satisfaction with public service in the Department of Revenue Area Medan City is 75,4845 so the quality of service is “ B ” , the index of public satisfaction with public service in the Department or Civil Registration Medan City is 2,6596 so the quality of service is “ B ” . Globalization & New Public Services

Education is considered as a significant key, a fundamental factor required by all countries for their national agenda toward its nation-based development, plays a major role on an improvement of human resource in each country. Thailand remains experiencing a large number of impractical management of education over the past years despite of great effort on its modernization. This has obviously been the result from The National Education Act 1999, a so called “the initiated system of the Education Reform of the whole national education in the first time” aiming to improve and qualify learners as a whole since 1999 - 2008. Consequently, the reform does not achieve for the requirement on improving qualified learners when problems are also found in qualitative numbers of individual learners, teachers and even Education personnel including the lack of decentralization of Education management in terms of local management of Education offices, schools and local Administrative Organization in its region as planned and without cooperation added by the integration of their Education offices for proper management and administration (The Secretariat, 2009 - B.E. 2552).The reform has entered to second decade starting from 2009 - 2018, whereas such problems have remained and Thailand’s Education Quality have declined significantly. The Survey conducted by Organization for Economic CO-Operation and Development: OECD; known as PISA, (Programme for International Students Assessment) associated with the domestic organization for Education evaluation resulted the findings of the poor Education standard of an under rate in most Thai learners. Generally, the Thai learners achieve the knowledge of science in a percentage of only 1 when 74 percent of them areillegible of Thai words. (Office of the Education Council, 2013) and even reduce the qualitative numbers of Thai population who require ability of achieving globally economic competition. It is compulsory for the Thai government to resume seriously the Education reform for the certain level of success at least 6 - 10 years ahead. Unfortunately, there are no such fore mentioned, but not limited to completely decentralization of the service offices where the reengineering which is simply claimed as the Education Reform has been observed in a form of the improper management of the Education offices without the improvement formed in an individual learner. The Mulyojati Public Health Center (Puskesmas Mulyojati) Metro City has given the good quality in public health services to the customers, at least in 5 aspecs i.e: tangibility, competence, politeness, communication and service’s procedures. But, there are some things that should be improved by official i.e: the facilities, servant attitude both medic and paramedic and personal quantity. Generally, public health service at Mulyojati Health Center has fulfilled the minimum requirement of quality public service.

Corrupt behavior among government officials may lead to high transaction cost for the business organization. Avoidance of the potential foreign investor and withdrawal existing investors are possibilities of the impact of corrupt government institutions. Regulatory quality provides a positive expectation for a business organization with regulations that encourage business growth through streamline bureaucracy, complicate procedures. Rule of law gives business organization confidence related legal certainty and law enforcement. Domestic political stability facilitates business organization confidence that the sustainability of business activities will not hamper by domestic political chaos. The government may be more focus on administering business organization in stable political condition. The effective government gives benefits for business organization in terms of quality of services and quickness. Lastly, public accountability gives a lesson to a business organization that they have a responsibility to stakeholders.

Besides that, taxation policy is not broad enough in the process of data collection taxpayers, such as reform of tax administration which is defined as the requirement for tax legislation that can reach all people with progressive tax rates. However, there is no attempt to change the assurance benefits to taxpayers from paying the tax. Less assurance affected the lack of awareness of the community in paying taxes and increased the negative perspective of the public about tax, because taxpayers are worry about taxes that paid will be use as a means of payment of Indonesia's foreign debt. It is affecting the provision of public facilities such as health facilities, educational facilities, and transportation facilities. In addition, there are negative views in society about corruption in the tax agency. All factors above affect people's compliance in paying taxes.

In a sensor network- ing system, the device gathers the patients and environmental limitations and transfer the data to a healthcare facility for instance clinics, hospitals, general practitioners etc. Distant communication between medical personnel and patients are permitted by the system. The data collected is saved in a specific databank constructed upon the area of ontology. This method criticizes sophisticated dealings amongst variant meanings in the area of health- care undertaking (episode). The ontology-based resolution guarantees interoperability and a clear sharing of information concerning dissimilar healthcare applications. There are dozens of parents from outside the region who protest against the implementation of Information System Application of Education-Acceptance of New Learners Online (SIAP-PPDB Online) Yogyakarta. This protest concerns the selection requirements to be met by the regions, as well as the smoothness of service connectivity. So, it is necessary to do research on the evaluation of the application of SIAP-PPDB online in improving the quality of service in the Education Department of Yogyakarta City in 2013-2015. This study aims to find out the evaluation of SIAP-PPDB online application program in improving the quality of Education service in Yogyakarta Education Office. The research method is qualitative description, by observation, interview, and documentation. Research respondents are the online PPDB providers at the same time in charge of online PPDB activities, online PPDB committees, online PPDB users. The result of the research shows that the evaluation result related to the unpublished original SKHUN protest has been completed with the stipulation through the decision letter of the coordination meeting of the District Education Office / City of Yogyakarta Special Region in DIY Dikpora Department.

A Review on Framework and Quality of Service Based Web Services Discovery.

According by P. Bonderud et al (2012) this research mainly aims at offering a mechanism that allows trustworthy relationships among service producers and consumers. Generally, the issue of trust is derived from the common practices in which service producers advertise their services through the UDDI. For trusting the reliability of information contained within the UDDI, it is important to validate the authenticity of claims made by both sides, service consumers and producers. From the QoS perspective, it is necessary for the consumer of a given service to have knowledge regarding if this particular service will satisfy his or her requirements and for which various WSs they are contracted. However, from the perspective of security, it is important for the service consumer who obtains services for which they are unable to pay makes a security concern for service producers. Therefore, achieving this requirement of the secure Quality of Services for Web Services (S-QoS4WS) requires a mechanism through which both service consumers and service producers are enabled to establish trust in their prospective partners before involving themselves in any service in which they are required to pay for the QoS. Thus, in attempting to solve this particular challenging issue, this study provides a mechanism that utilizes ‘Publisher Assertion’ tags within the UDDI to satisfy Security and QoS issues, which are considered out-of-scope for the latest version 3 UDDI release. Using the available architecture for version 3 of the UDDI provides both service consumers and producers with the possibility of establishing a trustworthy relationship in terms of their own interests before engaging in making service transactions. This approach has several benefits including re-using the available UDDI mechanism, establishing trust, and a solution for non-repudiation.
