Japan Society of Civil Engineers (JSCE) was established as an incorporated association in 1914 entrusted with the mission to contribute to the advancement of scientific culture by promoting the field of civil engineering and the expansion of civil engineering activities. Committee on Steel Structures of JSCE was reorganized in 1971 aiming to research and investigate steel materials, steel structures and composite structures, and to contribute to the progress of science and technology in a field of civil engineering. Since its establishment, the committee has organized a lot of subcommittees and they have produced a lot of outcomes related to steel materials, steel structures and their technological standards. The internationalization of technological standards and the performance-based design are paid to attention in recent years. In the performance-based design, the improvement of transparency and ac- countability, the reductions of cost and negative environmental impact, and securing the quality and the performance, etc. are basic requirements. The committee resolved to make the ”Standard Specification for Steel and Composite Structures” including hot technologies in 2004 as the JSCE specification does not fall behind the world trends. The specifications consist of 6 volumes. ”General provision”, ”Basic Planning” and ”Design” were published in 2007, ”Seismic design” was issued in 2008, andConstruction” was also come out in 2009 in Japanese. ”Maintenance” will be also appeared soon. These are the first standards by the committee on steel structures made as the performance-based design format and the limit state design method. I think that it is very meaningful to have completed the specifications using the performance-based design format at this time when a technological standard of western countries aims at the world standard.

In recent years the subject of computer programming has been recognized as a discipline whose mastery is fundamental and crucial to the success of many engineering projects and which is amenable to scientific treatement and presentation. It has advanced from a craft to an academic discipline. The initial outstanding contributions toward this development were made by E.W. Dijkstra and C.A.R. Hoare. Dijkstra's Notes on Structured Programming [1] opened a new view of programming as a scientific subject and intellectual challenge, and it coined the title for a "revolution" in programming. Hoare's Axiomatic Basis of Computer Programming [2] showed in a lucid manner that programs are amenable to an exacting analysis based on mathematical reasoning. Both these papers argue convincingly that many programmming errors can be prevented by making programmers aware of the methods and techniques which they hitherto applied intuitively and often unconsciously. These papers focused their attention on the aspects of composition and analysis of programs, or more explicitly, on the structure of algorithms represented by program texts. Yet, it is abundantly clear that a systematic and scientific approach to program construction primarily has a bearing in the case of large, complex programs which involve complicated sets of data. Hence, a methodology of programming is also bound to include all aspects of data structuring. Programs, after all, are concrete formulations of abstract algorithms based on particular representations and structures of data. An outstanding contribution to bring order into the bewildering variety of terminology and concepts on data structures was made by Hoare through his Notes on Data Structuring [3]. It made clear that decisions about structuring data cannot be made without knowledge of the algorithms applied to the data and that, vice versa, the structure and choice of algorithms often depend strongly on the structure of the underlying data. In short, the subjects of program composition and data structures are inseparably interwined.

Effects of Steel and Polypropylene Fiber Addition on Interface Bond Strength between Normal Concrete Substrate and SCC Topping

Abstract: Based on facts that the composite action in semi-precast and strengthened structural system depends on the bond strength of the interface between concrete faces of different ages, this preliminary research is aimed to investigate effects of mixed polypropylene (PPF) and steel fiber (SF) addition on the hardened properties of Self-Compacting Concrete (SCC) and its bond strength when used as topping layer on normal concrete substrate. Effects of hybrid fiber addition on the hardened properties of SCC were investigated based on the compressive, splitting tensile and flexural strength of concrete specimens which is tested in 28 days of age. In the next step, the tensile and shear strength of the interface were evaluated using indirect splitting tensile and bi-surface shear test method. In this research, fiber addition were prepared using 1 kg/m 3 PPF and various SF addition ranging from 15 kg/m 3 , 20 kg/m 3 , 25 kg/m 3 and 30 kg/m 3 . Test results indicate that hybrid fiber addition does not affect the compressive strength significantly but it leads positive improvement to the splitting tensile and flexural strength of hardened SCC and also improve the bond strength between SCC and normal concrete. Hybrid fiber addition of 1 kg/m 3 PPF which is combined with 20 kg/m 3 SF can be suggested as optimum composition for Hybrid Fiber Reinforced Self-Compacting Concrete (HyFRSCC) that will be used as topping or overlay material based on its hardened properties and interface strength.

Impact of construction and rection activities

The pH was alkaline in Thane creek with an average of 7.7 and ranging from 6.86 to 9.20. It showed minor temporal and spatial variations. Salinity in the estuarine system is largely influenced by the influx of freshwater and the intrusion of seawater (Anirudhan and Nambisan, 1990). Hence the estimation of salinity is useful in determining the magnitude of freshwater flow and the quantum of seawater incursion in the estuary (Mitra et. al.,1990). In the present study, salinity varied from 0.16 to 39.86 ppt. (avg. 19.22 ppt.). Low salinity was observed in monsoon months that increased to more than 25 ppt. in post monsoon and had peak values in summer. The salinity showed an increasing trend towards the seaward zone. Average salinity 12.08 ppt. of the riverine zone and overall average of 19.22 ppt. indicate dominance of tidal marine water in the creek (Fig. 2). However it was apparent that the overall average of the present study was significantly lower than the average salinity of 25.13 ppt. recorded in 1984-85 (Athalye, 1988; Annie Mathew, 1989) and 25.35 ppt. of 1992-93 (Quadros, 1995). A Revisiting of Ownership Structures and Capital Structures Relationship: Evidence From East Asian Financial Crisis

The SIZE and MSO variables are also negatively correlated significantly (- 0.158). This statistic confirms the wealth constraint argument, which suggests that the personal wealth constraint of corporate insiders is one important barrier to managerial share ownership. Specifically, as the size of the firm increases, it becomes more costly for managers to purchase a larger percentage of shares. A significant negative correlation between GROWTH and EBO (- 0.161) is also found. This implies that the existence of external block holders reduces the firms‘ opportunity to use profit or earnings as retained earnings or expanding funds. A significantly negative correlation between INDUSTRY and NDTS (-0.141) suggests that certain industries do not use annual depreciation expense as a mode to receive lower tax benefits and it could also explain the fiscal policy in East Asian countries on non-debt tax shield policy. Finally, PROF and NDTS also have a significant positive correlation (0.135) which implies that profitable firms are more likely to allocate its earnings to get free cash flow in form of annual depreciation expense.

Orhan Pamuk, who was awarded the 2006 Nobel Prize for Literature, cannot be considered Turkey‘s spokesperson, and this explains why his opinions should be valued, bearing in mind his critical positions on his country. It is widely known how he has been attacked by some conservative religious and secular sectors of the Turkish society due to the perspective from which he reflects on national identity and on the country‘s present world position. The polemic results, among other aspects, from his insistence on discussing Turkish fractured sense of identity, since he portrays the nation as being divided between the ghostly presence of a lost great empire and the constraints imposed by the construction of a secular nation 1 . This problematic is addressed in detail in Pamuk‘s Istanbul. Memories of a City (2005), a book whose genre remains undefined until its last page. If the volume depicts P amuk‘s memories of Istanbul, city where he was born and where he has been living most of the time so far, the reader has the impression from the first page on that s/he is reading a novel, whose main character is the author himself who projects onto Istanbul ‘s public space eastern and western representations of the Turkish nation throughout time 2 . In this essay my aim is to examine how Pamuk ‘s Istanbul revises Turkish cultural memory at a crucial moment of the country‘s history and how this review addresses and questions the issue of national representation and of a complex and labyrinthine identity 3 .
