Judul kertas karya ini adalah “STRATEGYTODEVELOPSIBIRU-BIRUTOBEABESTOBJECTFORTOURISM”. Sibiru-biru memiliki potensi pada sektor pariwisata, dengan sungai Sibiru-biru sebagai obyek utamanya. Permasalahan dalam penelitian ini adalah menemukan strategi untuk membuat Sibiru-biru menjadi terkenal dan menjadi tempat wisata yang menarik, dan Strategi yang dapat diambil untuk mengembangkan obyek wisata Sibiru-biru yaitu sungai Sibiru-biru sebagai obyek utamanya. Tujuan penelitian ini adalah menemukan strategi agar Sibiru-biru terkenal dan mengembangkannya agar menjadi salah satu obyek wisata yang menarik bagi para wisatawan, sehingga mampu menarik para wisatawan baik asing maupun local untuk datang ke daerah Sibiru-biru. Penelitian ini bersifat deskriptif kualitatif, yaitu dengan menguraikan dan menjelaskan hasil- hasil penelitian dalam bentuk kata-kata lisan maupun tertulis . Penelitian ini akan menggambarkan tentang keadaan di lapangan dan mengajukan sebuah strategi pengembangan sebagai bahan rekomendasi bagi Pemerintah Daerah. `Hasil penelitian menunjukkan bahwa pengembangan sector pariwisata daerah sibiru- biru sangatlah lambat karena terdapat kendala seperti sarana dan prasarana yang kurang memadai, promosi yang masih kurang, dan kurangnya sumber daya manusia yang berkualitas dalam bidang kepariwisataan, sehingga dibutuhkan upaya-upaya yang harus dilakukan sebagai strategi mengembangkan daerah sibiru-biru dengan cara seperti memperbaiki sarana dan prasarana, melakukan promosi dan menambah pengetahuan kepariwisataan kepada masyarakat sekitar.
Harssel (1994:124) says,”recent research into travel motivation has concentrated on the concept of “push and pull”. The “push” factors for avocation emanate exclusively from within the traveler.” They are often a reaction to the living or working environment and are related to the social and psychological conditions unique toa particular individual. The vacationer is looking fora chance of pace from his or her everyday work on leisure routines. The “pull” factors fora vocation are aroused by destination itself. Push motives help explain why people develop the desire to go on vocation; pull motives help explain the choice of destination.
Sibiru-biru region is located in the district Birubiru Kab. Deli Serdang province of North Sumatra, in fact the Sibiru-biru’s river is located in the village of Lau Sigembura, but are more familiar with the name Sibiru-biru.If from the center of Medan takes about 2 hours to get to the Sibiru-biru. As one of language skills, reading should also be mastered by the students using some strategies. Therefore, the students must know some strategies in reading such as: using dictionary, increasing vocabulary, finding unfamiliar word, predicting a content of the text, etc. Brown (2000: 113) stated that strategies are specifics methods of approaching a problem or task, modes of operation for achieving a particular end, planned designs for controlling and manipulating certain information. Because of that the students should choose a good strategy.
For many countries, some sources of leakage are unavoidable. Foreign-owned hotels and airlines are necessary for all but the most established of tourism industries. However, encouragement of domestic involvement in a country's tourism industry may reduce leakage in the long run. Currently, the most popular measure is restrictions on spending. Countries may limit the use of foreign currency within their borders, reducing the effect of transfer pricing (see above). Many countries require visitors to have a certain amount of money before entering, as well (Wikipedia, 22 April 2015). Meanwhile According Lorton Consulting (22 April 2015). when the local economic linkages are weak that revenue from tourism receipts in a local economic area leaks out. Engaging with local suppliers, using local capital and resources and developing the skills necessary to deliver consistently at an appropriate quality and at a competitive price can reduce leakage. One of the best ways to enhance economic benefits to the local community and to increase the contribution to poverty reduction is to increase the extent of linkages between the formal tourism sector (hotels, lodges, restaurants, tour operators and transport providers) and the local economy. Increased integration can develop strong linkages between tourism and other economic sectors including agriculture, fisheries, manufacturing, construction and crafts production
Nowadays the ecosystem of Sibiru-biru river area was decreased, was shown from decreasing fish found in that area. A study of fish diversity of Sibiru-biru river has been done through sampling. Sampling design was based on Purpossive Random Sampling, with four disticnt stations in terms of community activities and coastal areas. Sampling was done in thirty repetitions for each stations. The results showed that there were two orders of fish, four families, six genera and seven species. The highest density of fish was from station 4 with density of 0.072 ind/m 2 while being the lowest from station 1 with density of 0.048 ind/m 2 . The highest diversity index was from station 4 with value of 1.36 while being the lowest from station 3 with value of 1.04. Species found in this research were Oreochromis niloticus , Hampala macrolepidota , Mystacoleucus marginatus , Tor soro , Tor tambroides , Channa striata, and Oxyeleotris marmorata . Velocity, light penetration and light intensity was strongly correlated with the diversity of fishes.

A magazine is known as one of the media to deliver marketing messages which can reach the national market at a relatively low cost fora relatively long time. It can often be read in various places and times as well as also contain display ads (Martiman 2014). A magazine is a print media that provides infor- mation to the society. These days, there are so many types of magazines read by the community, ranging from magazines on information technology, life- style, economy, social politics, and so forth. It is very popular because people realize the benefits of reading magazine. Information is part of the com- munication that is needed by all age group of society (Yudarnadi & Santoso 2015). Besides providing in- formation about fashion, culture, or tourism, a mag- azine can bea media promotion.
The Old City has been stated as one of the heritage areas in the Semarang city. Because of the possessed potential which is historical, architectural and cultural values the government has intended todevelop the area regulated by the local regulation no: 8/ 2003. It regulates conservation and development programs of the Old Cityscape, however its stipulations for the programs are difficult for the application, since they are too general statement; therefore it needs further explanation. For instance to conserve physical condition of the buildings, this rule mentions some conditions such as preserving original designs of those buildings. The rule includes requirements such as the sanctions towards each infraction, private participation in the facility maintenance, restriction for heavy vehicle passing the Old Cityscape.

Furthermore, research in the palm oil industry has moved from the first generation of innovation, technology push, into the third generation of innovation, the coupling model. Based on Rothwell (2003), the coupling model is a combination of technological capabilities and market needs. It can be showed from their strategy that divides the period of research based on urgent and less urgent. Urgent research is usually based on the problem in the market both internal and external, while less urgent research is a combination both the market problems and providing new technologies. Furthermore, the coupling model has a gate in every stage of activities. It is used to determine the output already meets the requirements or not. If the result is already satisfactory, it will be brought to the next stage. If the result does not pass the requirements, the stage must be repeated. The strategy helps the company to minimize big failure in the last stage because a failure in the beginning stage is better rather than in the last stage.
