Summary
The paper analyzes factor impacting work motivation of cadres and civil servants al People's Committee of Dislrict 3, Ho Chi Minh City. The results show that Public value preference creates the strongest Impact. At the same time, the components of Public value preference have an infiuence on public service motivation of civil servants, in decreasing order of impact, which are Tyranny and transformation; Civilian; and Ethics.
