BONUS- RUSTENBURG- President Cyril Ramaphosa has declared a Special Official Funeral Category 2 in honour of Joseph Shabalala, the late founder of choral group Ladysmith Black Mambazo.

Shabalala passed away on 11 February 2020, following an extended illness at the age of 78-years.

The Special Official Funeral Category 2 entails ceremonial elements provided by the South African Police Service (SAPS).

“President Ramaphosa has ordered that the National Flag be flown at half-mast at every flag station in the country until the evening of 22 February. Regulations require that no other flags should be displayed when the National Flag is flown at half-mast,” said the Presidency on Sunday (16 February).

The funeral will take place on Sunday (22 February).

In 2008, this world-renowned and widely awarded choral group received the National Order of Ikhamanga for putting South African Cultural life on the map through contributing to the field of South African indigenous music.

Important meeting on threat of uncontrolled fires

RUSTENBURG HERALD - RUSTENBURG - According to 2019 fire reports, approximately 24000 ha of grazing, orchards, fields, natural bush and trees were damaged by wildfires in the Rustenburg Municipal Area, causing loss of assets to landowners, farmers, home owners and to the environment.

During September of 2019, several home owners experienced the devastating trauma of losing their homes to wildfires. In one such runaway fire, fanned by high winds, nine homes were destroyed in a matter of minutes.

The Greater Rustenburg Fire Protection Association (GRFPA) is a voluntary association that seeks to unite rural landowners for the purpose of preventing wildfires.

The association was registered in 2005 under the Department of Agriculture, Forestry and Fisheries and now falls under the Department of Environmental Affairs.

The GRFPA will be holding its Annual General Meeting on 22 February at 10:00 at

the Brauhaus on the R24. All persons who rent or own a property, small holding or farm within the Rustenburg Local municipality are urged to attend.

Based on years of gathering statistics, the risk of wildfire (unplanned fire in grass, veld and bush) within our municipality has been classified as “Extreme”. The GRFPA provides a platform for concerned people to share ideas on fire prevention, protection and preparedness, and to be informed of the laws with bind all landowners as set out in the National Veld Fire and Forest Act (NVFFA).

BONUS - RUSTENBURG - A clamp down continues on illegal colleges in the city.

During last week the Rustenburg Local Municipality’s Directorate for Public Safety led an operation on bogus colleges around the central business district. This was a follow-up on two operations that had already been conducted last year.

The operation was in conjunction with officials from the Department of Higher Education and Training. The main objective was to shut down colleges which have not been legally registered to operated including institutions which offer courses for which accreditation has not been issued.

A college situated at 15 Oliver Tambo Drive was found to be offering non- accredited courses in Traffic Policing, as well as N1 to N3 courses. Additionally, the building was not equipped with serviced fire fighting equipment.

Following the inspection at the college, a fine of R 5000 was issued for non- compliance with fire safety by-laws and the college was closed and will only re- open when full registration of offered courses has been done with the relevant department.

Another college located at the corner of Pretorius and Boom Streets was found not to be legally permitted in Rustenburg.

The college, however, is registered to operate in Brits, where it has complied with the requirements. Non-accredited Engineering Courses (N1 to N3) and Business Studies(N4 to N6) are being offered at this college. The college was shut down and will only operate after all proper registration with the Department of Higher Education & Training has been completed.

A computer academy, Karabo Computer Academy, which was inspected during last year’s operation in Rustenburg and who was closed down, was found to have, illegally, re-opened again.

The college was found operating without proper campus registration, as well as offering non-accredited courses. Karabo Computer Academy is not registered with the Department of Education. A fine of R 2500.00 was also issued for failing to equip the premises with a fire extinguisher in accordance with municipal fire-safety by-laws.

“The college was closed down again and will be monitored to prevent re-opening until all specified registrations with the relevant department are complete,”

spokesperson for the Rustenburg Local Municipality, David Magae said.

Bogus ‘colleges’ closed

BONUS - RUSTENBURG - Four suspects appeared before the Rustenburg Magistrates Court on Wednesday (12 February) for charges of business robbery, possession of unlicensed firearm and ammunition and possession of suspected stolen property.

Sphesihle Magubheni (21), Siyabulela Lokwe (31), Masivuyile Nkosana (30) and Mkokeleni Nobadla (24) were remanded in custody and are appearing in Court for their second appearance today(17 February).

According to information received from the provincial police spokesperson, Colonel Adéle Myburgh the court appearance emanates after they were arrested on Monday (10 February) at about 03:00 in Extension 13, Boitekong, by members of the National Intervention Unit (NIU), assisted by the Rustenburg Tactical Response Team (TRT).

During the arrest, a 9mm Norinco pistol, of which the serial number was filed off, was

also seized by police. The breakthrough was aided by Shoprite Group’s proactive loss prevention programme and strategic actions of their investigative team.

Months of intense investigations revealed that a group of suspects were robbing various retail shops, throughout the country.

The robbers would focus on robbing cash from tills, as well as liquor, cigarettes, and mobile phones. Furthermore, when retreating from the scene the robbers would allegedly fire gunshots as warning.

BONUS - RUSTENBURG - A man was killed and a woman seriously injured when the motorcycles they were travelling on collided with a car.

The accident happened on the N4 near the Waterfall Mall at approximately 21:00 on Friday evening (14 February).

According to Rustenburg police spokesperson, Sgt Ofentse Mokgadi, the details of the accident are still sketchy and are part of the police ongoing investigation.

Mokgadi said that the man and

woman were each riding a motorbike when they collided with the other vehicle. The man was declared dead on the scene and the woman, as well as the driver of the car was taken to hospital.

A case of culpable homicide has been opened.

Light on the horizon for Sibanye-Stillwater

BONUS - RUSTENBURG - After a difficult first half, the gold and platinum producer has reported a strong turnaround for its second six months.

The gold and platinum producer is also paying down its debt faster, which it says will de-risk its business. In a trading statement ahead of results next week, the group said a recovery in its operating performance and increased

contributions from DRDGOLD and its Marikana operations, combined with higher metals prices, boosted annual revenue by 44% year-on-year to R72.9 billion. Adjusted earnings before interest, tax, depreciation and

amortisation (EBITDA) increased by 79% to R15 billion.

EBITDA is a measure of a company’s overall financial performance and is used as an alternative to net

income. Last year, the group acquired Lonmin, renaming its operations

Marikana. Sibanye’s statement said it benefited from a R1.1 billion gain on the acquisition of Lonmin and a R1.57 deferred tax credit recognised by its US Stillwater operations. That resulted in the bonds trading well above par value. It expects to report a profit of R433 million, up from 2018’s R2.52 billion loss.

In November, Sibanye-Stillwater said it may be in the position to resume dividend payments towards the end of this year as it continued to reduce debt.

Photos of suspects on Whatsapp, Facebook: You can be arrested!

BONUS - RUSTENBURG - You see it everywhere: people on Whatsapp groups sharing a photo of some or other person they think look suspicious. This could land you, as well as the group's administrators, in very hot water.

"You are not allowed to publish a picture identifying an "alleged suspect"

in a crime on social media (WhatsApp, Facebook, Twitter, etc) before this person had appeared before a court of law. The same applies to pictures of anybody who

"might be a witness" in a criminal case. The South African Police Service Act strictly forbids this,"says capt Elsabé Augoustides, Rustenburg Police spokesperson. She adds that members of neighbourhood watches, security companies as well as community policing forums often take pictures of suspects at crime scenes."You can do this, but the moment you send the picture to someone else or post it to a social media platforms, it is considered "published”. A hefty fine, 12 months’ imprisonment or a

massive civil suit could await you, should you post such a picture." She explains that, in addition to the Police Act, section 35 of the Constitution affords every citizen has the right to a fair trial. The publication of a photo identifying the alleged perpetrator could thus render the trial unfair and it might result in the suspect being acquitted. The same applies if the perpetrator is identified in public before an ID parade has taken place. A SAPS identity parade will not be conclusive : It may be argued that the witness or victim saw the suspects face on social media and identified the suspect based on the image portrayed rather than physically having seen the suspect commit the crime. In cases where the person arrested is innocent, but as a result of the published

photo, which depicts him as a criminal, the community takes the law into its own hands, this leads to vigilante action. When publishing such a photo a person could also land him or herself on the receiving end of a defamation lawsuit.

Everyone has the right to a good name and reputation and the person who taints this with defamatory statements, by posting such a photo, can be held liable for damages in civil court.

Lastly the publication of such a photo could result in unlawful arrest and detention of a person.

"If you see a person in your neighbourhood and you have grounds to believe him to be a criminal, don’t just take a photo, naming him a suspect, and post it. Rather state the "facts" around the circumstances and post that," advises capt Augoustides.

opinion that the company is fraudulent and that they are out to con people out of money.All attempts to get comment for the advertiser, a man call Sydney, has failed and he has not responded on any of our phone calls or emails either. If any person has been done in by this company, please visit your nearest police station and open a case.

A restoration project nothing short than a work of art - a static engine paintstakingly resored by Mike Loots of the Rustenburg static engine fraternity displayed at Saturday’s annual show and open day at Paul Kruger Lodge just outside Rustenburg.

This wonderful model is full working condition is a 1933 Petter 5hp engine.

Fun Run at Bergsig

BONUS - RUSTENBURG - Bergsig Academy will be hosting a Fun Run on 3 March 2020 at 18:00. Registration opens at 17:00 and distances are 2km - R30, 4km - R40 and 8km - R50.

The chess learners of Laerskool Rustenburg did very well at Lebone II over the weekend. Richò Prinsloo received Gold for best u/14 boy and Mari J van Vuuren received a bronze for 11th place and Gold for best u/10 girl. Lourein J van Vuuren received a bronze for 11th place. Nathan Fourie received a bronze medal for a ninth place in the u/14 team.

Athletes of Grenville High School participated at the Inter High Athletics meeting held at Royal Bafokeng Sports Stadium on Thursday 13 February 2020 and did very well. Heartbreak in

the last minute...

BONUS - RUSTENBURG HERALD - The past weekend saw Round Three of the 2020 Vodacom Super Rugby tournament.

Last week’s prediction that the Stormers will be a hard nut to crack, even on an away game, proved to be true. The fi rst 40 minutes of the game between the Emirates Lions and DHL Stormers were a rather equal aff air and at the break, the boys from Cape Town had a mere 18- 15 lead. In the second half it was all about the Lions and it looked like they were going to derail the Stormers’ undefeated 2020 record. With less than two minutes remaining, the Lions were leading 30-26 and on the stands the celebrations has already started. But then tragedy - from a Lions’ point of view - struck with Stormers’ center, Ruhan Nel making a wild dash for the score line. When the fi nal hooter went, the Stormers could go to the change rooms with a 33-30 victory in the bag. The Cell C Sharks had their fi rst taste of defeat when the Hurricanes beat them 28-22 in Wellington, NZ and the Jaguares, the South American playing in the South African conference, gave the Reds a 43-27 thumping in Buenos Aires.

The Vodacom Bulls had the weekend off .

Following the weekend’s matches, the Stormers have 13 points, the Jaguares 10, the Sharks have eight and the Lions have fi ve. The Bulls have yet to register their fi rst points.
