This thesis argues that the dominant discourse in the public debate about the role of the South African press is the libertarian press model as it has emerged in modern Western societies. This study began as an exploration of the public debate in the South African media.

Confining the study

Limitations of the treatise

However, I am assuming here that the most important debates about the press took place in the English-language press. This demonstrates that the libertarian, or 'watchdog', discourse is a major driving force in the South African media debate.

1.4, How the treatise is structured

The analysis of the articles also contains findings and comments that are necessary to understand the overall conclusions. In accordance with the ideals of the normative press, the analysis of the articles will be grouped into three main discourses: the 'watchdog discourse', the 'state formation discourse' and the 'alternative discourse' (communitarian perspective).

It is therefore not a threat to the integrity of the research to use known categories. The assumption is that the views expressed on behalf of the newspaper industry and government continue unless there is reason to believe otherwise.

These topics or statements are common and need no assertion in the discourse in which they circulate and are connected. They can all be observed in the discussion surrounding the role of the media in post-apartheid South Africa.

An analysis of an article

The following notes serve as an example of how each article was analyzed using a premise analysis before being compiled into general observations in Chapter 4. This column, "Another Voice," by Stephen Mulholland appears every Sunday in the business section of Sunday Times.

The title of the column indicates that the author is not afraid to speak out against mainstream opinion. The press criticizes all government initiatives that may infringe on press freedom (Observation #20).

Siebert (1963), writing in the American tradition, credits the US Commission on Freedom of the Press (also known as the Hutchins Commission (1947)) with the emergence of the social responsibility model. Liberal principles (the view that the media should have the opportunity to freely express their ideas without government intervention) are defended both in the libertarian model and in the model of social responsibility of the media.

Furthermore, Naidoo confirmed that the watchdog metaphor is relevant when describing the normative role of the press. It is therefore questionable to accept an unqualified connection between press freedom and democracy.

The communitarian model

Lansink reports that the liberal model of democracy, which South Africa imitates, aims to limit the state and dichotomize the roles of government and the commercial sector, such as the media. The role of the watchdog in particular is not abandoned, but it is only one of a wider range of responsibilities of the media.

The purpose of the press is to serve the nation, not just society as such. The purpose of the press is again to take part in the nation-building process.

This thesis is mainly a descriptive study, and it lacks a more detailed theoretical analysis of the identified press models. Because this analysis is based on the subjective identification of the connection between words and discourses, it is easy to confuse the confirmation of one's own views with actual analysis.
