The Tasman District has a legacy of small rural areas in the Rural 1 zone that may be limited in meeting the 30 meter internal boundary setback standard for residential buildings due to the shape of the site. In these cases, mitigation of the effects identified in the previous paragraph by a limited reduction of the internal boundary can be achieved through measures such as building location, orientation, design, fencing or scanning, as well as grouping of residential activities.
A distance of 50 meters from the boundaries of residential zones is necessary due to the potentially greater risks in built-up areas with a higher density. The rules governing land use, including those for buildings and location, are intended to manage the negative effects of land fragmentation on the productive values of the land, as well as on its rural character and amenity values. In the context of the zone, the impacts of new quarries and quarry expansion activities should be assessed on a case-by-case basis as a discretionary activity.
Under the principles of the Treaty of Waitangi and Part II of the Act, there is a degree of self-management of Maori land in common ownership. The planned town was established on land characterized by established industries, including some that were formerly part of the Tasman Line Depot network.
