Tyres

The facility received and kept on site more than the 2,500 tyres as stated in the licence condition, however the City has been working with the Department of Water and Environment Regulation (DWER) and other stakeholders to resolve the issue quickly. New tyre monocell under construction and cartinQ of the tyres has already commenced.

What was the actual (or suspected) environmental impact of the non-compliance?

NOTE - please attach maps or diagrams to provide insight into the precise location of where the non- compliance took place.

Medium environmental impact if left on piles for long, however all the used tyres onsite have been separated into 500 unit lots with at least 6 metres fire separation between piles. All these tyres will be buried in the new tyre monocell by early May 2019.

Cause (or suspected cause) of non-compliance:

We suspect that the City's landfill received more than its usual amounts of waste tyres during the last two years due to the increase in pricing for tyre disposal at other facilities including some facilities ceasing acceptance of commercial tyres statewide. The waste tyres received were also shredded or cut in mixed different sizes that did not comply with the required 1,000cm2 as per previous licence condition, now amended.

Action taken to mitigate any adverse effects of non-compliance and prevent recurrence of the non-compliance:

The City has been working with DWER and other stakeholders to resolve the issue. Below are some of the measures taken by the City:

a) temporary suspension of commercial used tyre acceptance at the facility from 12 December 2018 and expect to resume acceptance once compliance is achieved in May 2019;

b} landfill licence recently amended to bury tyres in monocells. Cell construction and carting of the tyres is underway, and the City is expecting to be compliant by early May 2019;

c) new procedures have been put in place and a review of fees is underway to act as a control for future receipts of used tyres;

d) the City has amended its budget and contracted the processing of the current stock pile of used tvres at the facility to expedite compliance.

Contaminated Soil

A customer disposed contaminated soil that was high in hydrocarbons between 7 June 2018 and 21 June 2018.

What was the actual (or suspected) environmental impact of the non-compliance?

NOTE - please attach maps or diagrams to provide insight into the precise location of where the non-compliance took place.

Little to no environmental impact as the contaminated soil was removed from site.

Cause (or suspected cause) of non-compliance:

Customer not fully declaring the correct test results of the contaminated soil to council.

Action taken to mitigate any adverse effects of non-compliance and prevent recurrence of the non-com liance:

DWER was notified and the contaminated soil was removed from site by the customer. The City is now advising customers during application that if any confirmatory tests do not comply with the submitted results, the customer will be held liable including possible ban from use of the site. We have not had any other issues since that incident.

Details of non-compliance:

Windblown Waste

Records showed that the City's contractors, Grosvenor Lodge failed to record windblown waste between November 2018 and March 2019.

What was the actual (or suspected) environmental impact of the non-compliance?

NOTE - please attach maps or diagrams to provide insight into the precise location of where the non-compliance took place.

No environmental impact identified or suspected from the non-compliance as the waste was picked up even though records were not updated.

Cause (or suspected cause) of non-compliance:

Failure by the City's contractor, Grosvenor Lodge to record the windblown waste collected was due to inadequate handover amongst staff.

Action taken to mitigate any adverse effects of non-compliance and prevent recurrence of the non-com liance:

The contractor is now required to submit a copy of the windblown waste register on a monthly basis and City officers will be carrying out spot audits of all documentation onsite.

Condition no: 3.2.1 Details of non-compliance:

Small Fire at the Tipping Face

Smoke and small fire was spotted by operators at the landfill on 4 January, 28 January and 12 February 2019. On all three occasions, fires were put out within 45 minutes and DWER was notified. Customers suspected to have been bringing the combustible materials were contacted by City officers on 18 February 2019 and there hasn't been any incidents after that. DWER were satisfied by the City's actions and advised that the incident report was closed off on 25 February 2019.

Little to no environmental impact.

Cause (or suspected cause) of non-compliance:

Failure by customers to declare combustible waste at the weighbridge. Suspected lime bags disposal by commercial customers.

Action taken to mitigate any adverse effects of non-compliance and prevent recurrence of the non-com liance:

On 18 February 2019, an email was sent out to commercial customers using the site advising them of the incidents and the impacts of false declaration of waste at the landfill which may include denied access to the facility. There hasn't been any incidents after that.
