M E D I C I N E Dean: Professor Sir Lance Townsend The high level of competition for places in the first year of the course continued. Again a number of Conservatoire students entered these competitions and won in the V i c t o r i a n preliminary competition of the A. Much attention was given to the future of Music in the University and this brought the Faculty into close collaboration with the Victorian College of the A rt s.

THE LIBRARY

I am grateful to Professor Blood for assuming the responsibilities of the Dean's Office during my absence on furlough, and Mr. J. Arundel for assuming the responsibilities of Acting Professor and Chair of the Department of Veterinary Paraclinical Sciences. Funds were approved by the Australian Universities Commission for the appointment of a systems librarian with the necessary support staff to work in the library as a systems planning group.

His contribution to the development of library services within the University, particularly to the planning of the Baillieu Library, was the subject of a minute of appreciation by the Library Committee.

RESEARCH

At a time of rapid technological development and increasing pressures for new services, it is clear that the current manual systems used in the library, which have evolved over a long period of time, could benefit from a detailed assessment by someone experienced in library systems and design and familiar with automation of library systems. Although it was not possible to recruit this specialist staff by the end of the year, the project will be under heavy pressure and should represent a significant development in the library over the coming years. was provided by the Australian Universities Commission in the form of specific research grants and equipment grants.

BUILDINGS

At this stage of the third year, progress on the construction program is satisfactory and it is expected that the problems of the four final projects will be resolved in 19 7 4. FINANCE

Research project into the applicability of mathematics for diagnosing, analyzing and solving problems in economic, industrial and social organisations. From the end of the Second World War, the Australian Government increasingly entered the field of university funding, both in the provision of direct scholarships to the university and in meeting the fees of Commonwealth Scholars. However, the state government has continued to provide a very significant portion of the university's total recurring revenue. With the consent of the state governments, the Australian government decided to assume full financial responsibility for the funding of state universities in early 1974.

Previous annual reports have referred to the problems with increases in pay scales and prices exceeding the estimates built into the university's original state grants to accommodate such increases. The Australian Government has decided that, before the beginning of 1 9 7 4 , supplementary Government grants will be made towards the cost of increases in pay scales for general staff and non-wage posts which were not envisaged when the original appropriations for the t r i e n n i u m were approved. Budget planning in the latter part of 1973 was aimed at assessing the effect this decision would have on the university's finances for the balance of the t r i e n n i u m .

It contains government grants, student fees and other income available to meet the general teaching and operating expenses of the University, as well as expenditure and appropriations for this income. STUDENT AFFAIRS

The Kaleidoscope tour has now been recognized as a large and integral part of the university's activities and is proving to be a very welcome addition to the life of the theatre. Peter M c M u l l i n was elected Chairman of the Union's Board of Directors and Mr. Zev Eizik was elected Chairman of the Union's Council.

In the second half of 1973, negotiations continued for the purchase of a large warehouse next to Graduate House and the division of the university's property. Despite the severe financial tightness for the Graduate Council, this consolidation of its properties opens the prospect of a much broader collegiate role, the implications of which are already drawing the attention of the Council. A common approach by Kathleen Lumley College, a postgraduate residential college of the University of Adela i d e, failed to convince college commissioners in Canberra that the unrealistically high demand (90 per cent) of residents to actually pursue postgraduate studies , had to relax. as a condition for future capital support.

The University gains great benefit by providing comfortable accommodation for senior postgraduate staff and distinguished academic visitors in many fields of learning and research.

Craven, Mathematics, spent most of his study leave lecturing and researching at the University of Sheffield. Academy, studied methods for research into aerodynamics and hydrodynamics at low speeds at the University of Southampton. Day, Physiology, was involved in research programs at the University of Heidelberg, West Germany, and M c M a s t e r University.

Professor Alastair H e r o n, Psychology, was visiting professor in the Department of Psychology at the University of Strathclyde, Glasgow, for three months. Orams, Dental M e d i c i n e and Surgery, taught and researched at the Dental School of the University of Southern California, and visited other dental schools and research institutes in the US, England and Europe. Perkins, Economics, presented a paper on the current economic situation in Australia and the recent change of government at the University of London.

Robson, inorganic chemistry, participated in research projects at the Agricultural Research Council's Unit of Nitrogen Fixation, University of Sussex. Stanley, Psychology, was a visiting fellow at the Center for Human Information Processing and a Visiting Professor in the Department of Psychology at the University of California, San Diego. Stevens, Civil Engineering, visited engineering institutions in Asia, Europe and North America and conducted research on braced plate structures at the University of Manchester.

Strauss, Industrial Science, attended a conference on air pollution in the Southern Hemisphere held in Pretoria at the University of South Africa. T o l k m i t t , Psychology, v i s i t e d Psychology departments in America and West Germany and taught at the University of Kassel.
