Minutes of the Board meeting held at the Buckingham Bowls Club on Monday 20 July 2015 commencing at 4.28pm Present: Peter Kirby (President), Shirley Hay (Deputy President), Ross Bannister, Ken Coppleman, Tony Fulton,

Matters Arising:
2016 State Championships
The second meeting of the BTS 2016 State Championships Committee was held on 15 July 2015 and notes from that meeting have been circulated to Board members and Clubs. At that meeting, Chris Lee advised that Bowls Tasmania preferred the Championships to be played at clubs with two grass greens, ideally they should be played at a maximum of four clubs and preferably those with the best greens. One Club would be the host club where post-sectional and finals will be played. The BTS Board agreed to use the best greens of Beltana, Buckingham, Claremont, Rosny Park and Sandy Bay for the 2016 Championships with the host club to be decided closer to the Championships.
Issues of difference between BT and Regional Authorities
A special RCC meeting will be held on Monday 28 September 2015 to discuss these issues.
Payment for running BT Training Courses
The BT Board agreed at its meeting on 6 July 2015 to increase training course fees by $20 per person with the additional funds raised to be given to presenters. Ross Bannister advised that since then the presenters had met with Garry Bevan and the BT Executive Officer and it was agreed that the increase should only be $10 per person as it was felt that many people would not undertake courses if the fee was too high.
Appointment of BTS Greens Advisory Committee
Nominations have been received from David McLean (Kingborough), Kim Rainbird (Claremont) and Andy Norris (Sandy Bay) for membership of the BTS Greens Advisory Committee. It was resolved to appoint all three as members of the Committee for 2015-16 with David McLean to be appointed as Chair of the Committee.
Department of Justice Annual Return
The Annual Return of the Association has been completed by the Secretary and Treasurer and has been submitted to the Department of Justice.
BTS Southern Uniforms
It was agreed to purchase an additional 23 jackets, 14 women’s polo tops and 15 men’s polo tops. The Secretary undertook to obtain quotes for the additional uniform requirements, including obtaining a quote from Uniform City. Wrest Point has declined to provide funds for the additional uniforms. It was agreed to purchase the additional uniforms without the Wrest Point logo on them.
Appointment of selectors, coaches and managers for Southern Representative teams
It was agreed to appoint Michael Eiszele as Chairman of Selector’s for the BTS Men’s Senior’s team. It was further agreed to appoint Tony Kerrison as Coach and Verona Kerrison as Manager of the BTS Women’s Senior’s team.

Appointment of BTS Men’s and Women’s Match Committees
It was agreed to appoint Max Banks, Alan Barnes, Craig Triffett and Bill Mottershead to the BTS Men’s Match Committee. No nominations have been received for the BTS Women’s Match Committee.
New Uniform for Tasman
Approval was given for out-of-session confirmation of a re-designed uniform for Tasman -– the colours of their uniform red, black and white remain unchanged but they have a new design with less red in it and no sponsorship on the polo top. Their trousers remain unchanged – white for men and green for women.
BTS Uniform Register
At the last meeting, it was agreed to re-establish a BTS Uniform Register which would include details of the current uniforms including trousers and bowls stickers of all Clubs. This has not yet been done. As a start it was agreed to write to Clubs and request them to send diagrams or phots of their uniforms and a copy of their stickers to BTS.
List of Accredited Markers, Measurers, Umpires and Coaches
At the last meeting, it was agreed to request from BT a list of all accredited Southern Coaches and Umpires names, contact details and when their accreditations runs out to enable BTS to contact coaches and umpires to see if they are going to re-accredit again. The list has been provided by BT.
Results in The Mercury 2015-16
Paul Hoddy has contacted IMG to determine if BTS is able to export the results from the IMG system in a format suitable for use by The Mercury. IMG is only responsive to what Bowls Australia requires and suggested that Paul contact Bowls Australia to request our format. Paul will contact Bowls Australia this week and will advise the Board of the outcome. If we can't get assistance from Bowls Australia, Paul has advised that he will do the results the time consuming way for The Mercury.
Conditions of Play 2015-16
It was resolved to adopt the draft Conditions of Play for 2015-16 subject to minor amendments as discussed at the meeting. It was agreed to also amend clause 2.23 to add two further means to determine who progresses through sectional play, namely the winner of the match between the players and the toss of a coin. Conditions of Play will be finalised and distributed to Clubs after the next Delegates Meeting when several issues need to be determined by Clubs.

Tasman – Approval of new uniform - Approved.
Commonwealth Games Australia – Tasmania Division – Advice of new Executive Members - Noted.
Tasman – Concern at reducing Women’s Thursday Pennant from three to two rinks – No longer an issue as Tasman has agreed to be promoted to Division 4.
Consumer Affairs & Fair Trading – Registration of amendment of Constitution - Noted.

It was resolved to transfer the Term Deposit maturing in August 2015 into the Sandhurst Select Mortgage Fund for three months after which the money will be available at call.

Change of BTS Constitution:
It was agreed to recommend the following changes to the BTS Constitution at a Special General Meeting to be held immediately prior to the next Delegates Meeting:
Amend section 17.2 to remove provision for President to have a second and casting vote; and
Require Clubs to submit Annual Reports and Audited Financial Statements to BTS.
Next Delegates Meeting:
It was agreed that the next Delegates Meeting be held at the Buckingham Bowls Club at 1pm on Monday 21 September 2015.
A number of issues re Pennant for 2015-16 need to be resolved at the meeting including:
Eligibility for B Grade Championships in 2015-16 – Should B Grade be determined to be Division 2 and below – instead of Division 3 and below?
Women’s Thursday Pennant Division 5 – should it remain at 12 players (three rinks of four players) or be changed to nine players (three rinks of three players playing 18 ends).
Men’s Wednesday Midweek Pennant Division 4 – should it remain at 16 players (four rinks of four players) or be changed to 12 players (three rinks of four players).
Men’s Wednesday Midweek Pennant – Current Conditions of Play require that every rink must include a minimum of two players eligible for B Grade events. For Midweek Pennant, B Grade is determined to be Saturday Pennant Division 2 and below. Should this condition be removed in full or perhaps just be removed for Midweek Division 1?
It was agreed that only Clubs affected by these possible changes be allowed to vote on these changes at the Delegates Meeting.
Suspension of Danny Lockley:
At its meeting in April 2015, the BTS Board suspended Danny Lockley from all future BTS Championships until a satisfactory response has been received from him for his non-appearance at the BTS Men’s 2014-15 Singles Championships. This action is contrary to Conditions of Play 2.17 which provide for a fine of $10 and ineligibility to play in the same event next season. It was agreed to waive the fine and suspend Danny from the BTS Men’s 2015-16 Singles Championships unless a satisfactory response is received from him for his non-appearance at the BTS Men’s 2014-15 Singles Championships.
Endorsement of Pennant Changes:
It was resolved to endorse the following changes to Pennant for 2015-16:
Huonville – Move from Saturday Pennant Division 3 to Division 4.
Brighton – Move from Saturday Pennant Division 4 to Division 3.

Sorell – Move from Saturday Pennant Division 5 to Division 4 to remove the bye caused by the withdrawal of Glenorchy RSL last season.
Glenorchy Rodman – Remain in Saturday Pennant Division 5 and not be demoted to Division 6.
Tasman – Move from Women’s Thursday Pennant Division 5 to Division 4 to remove the bye caused by the Withdrawal of Glenorchy RSL this season.
BTS Southern Cap:
It was agreed to get quotes for another 50 Southern caps to be provided only to new Southern players. It was further agreed to remain with the current colours and design for the cap.
Communication Protocols:
The President undertook to draft a communication protocol policy for the BTS Board to consider at its next meeting.
Gambling on Lawn Bowls:
Bowls Australia has been appointed as a regulatory body on gambling on lawn bowls. BTS may need to consider its position at a future Board meeting on gambling on BTS games.
New Affiliation Fee Model:
Discussion took place on the likely adoption of the Bowls Victoria model of a fixed affiliation fee. It is understood that BT is looking at this for 2016-17 and it was agreed to advise Clubs of this at the next Delegates Meeting.
2016 State Disability Championships:
It was agreed to promote the 2016 State Disability Championships to Clubs. More information is needed on eligibility requirements – it is understood that BGT is developing a policy on this.
Bowls Australia Member ID Numbers:
It was agreed to distribute to Clubs a list of their members and ID numbers on the IMG database.
Date of next meeting: The next Board meeting will be held on Monday 21 September 2015 at the Buckingham Bowls Club immediately following the Delegates Meeting.
