The Council shall have power to issue, amend and revoke Standing Orders for the regulation of its proceedings.

There will be other professors and lecturers whom the Council will appoint from time to time. Each professor and lecturer will take office under the conditions that have been or may be determined by the Council at the time of appointment. The Prolessors and Teachers shall sit in such university examinations as the Council may determine, but no Professor or Teacher shall be required to take any examination in any subject which it is not his duty to teach.
There shall be a Registrar of the University, who shall perform such duties as the Council may from time to time appoint. The Council may at any time appoint an alternate to act in the place of the Registrar for such period as they deem necessary and allocate.
Chapter VIII.-Of Terms
For certificates of degrees and diplomas, the Seal may be affixed in the presence, and the affixing may only be confirmed by the Chancellor or the Vice-Chancellor. Faculty members hold office until the end of the calendar year for which they are appointed, but will be eligible for reappointment upon recommendation by the Faculty. Each faculty will advise the Council on all matters related to studies, lectures and examinations during the course of the Faculty. There will be a scholarship to be called the Jam-es Barrans Scholarship, which will be offered for competition every year. The scholarship will be awarded by the Council on the recommendation of the Faculties of Science and Engineering.

The prize will be worth ß50 and will be available for award annually. Provided that in the opinion of the examiners the candidate has been awarded a candidate of sufficient. A scholar will participate in such Conservatory concerts, classes and other activities as the Director of the Conservatory may require.
The scholarship is awarded at the end of the year in which the mandate lasted. The TLre Franz and Catherine Anders Scholarship will be awarded to a double bassist, and the Gustav Reimers Scholarship will be awarded to a cellist.

If, in the opinion of the examiners, no candidate shows sufficient merit in any examination, the scholarship shall lapse for one year, after which it shall be re-awarded. Each scholarship recipient can attend the three-year course prescribed to obtain the Music Associate degree. If in any examination he shall not give sufficient evidence of the rest of the hall otherwise in opinion 9.
The scholarship will be offered for competition at the end of the year in which its term expires, either by lapse of time, resignation or forfeiture, or at the beginning of the following year. These Statutes may be amended from time to time, but the title and general purpose of the scholarship shall not be altered.
