CBD & CBD Periphery Footpath Treatments

ISSUED 29/08/2016

This notice is to advise all consultants, of changes to the requirements for footpath treatments within the Central Business District (CBD), and other commercial areas within the Mackay Region.

This notice is to be read in conjunction with the following Mackay Regional Council (MRC) Standard Drawings:

 A3-00989 “Footpath Treatment to CBD, Mackay Central Business District”

 A3-00848 “Footpath Treatment, to CBD Periphery Zones”;

 A3-08230 “Footpath Trading & Structure, Policy Guideline”;

 A2-00500 “Concrete Footpath”;

and the MRC Footpath Trading and Structures Policy Guideline. The latest revision of these drawings and documents are available from the MRC website.

MRC has adopted a Footpath Trading and Structures Policy Guideline, with the intent to provide certainty, clear expectation, consistency and a ‘one stop shop’ for traders and landowners on the requirements of establishing footpath trading and structures, including closer alignment to disability standards, across the Mackay Region. In conjunction with the guideline, a review of the treatment to CBD footpaths has been undertaken, to address feedback and ongoing maintenance concerns, and to establish ‘place making’ for those commercial areas outside of the Mackay CBD.

In summary, the CBD treatment has been revised to specify a 300mm square masonry paver, in lieu of the previous tiled treatment. For details of the specified paver, refer A3-00989. When using MRC’s estimating system for this item, please continue to use the combination of the following items:

 6874 “Hand placed concrete paving, CBD-style footpath”; and

 8206 ”Supply/Install pavers to CBD-style footpath”, ensuring the description is correctly filled out to match the standard drawing.

The designer is to review the MRC Supplementary Specification 8206 to ensure that the works are quantified in accordance with the specification.

For commercial areas located outside of the CBD area (as nominated on A3-000989), and zoned

‘Principal Centre’, ‘Major Centre’, ‘District Centre’, or ‘Local Centre’, a new treatment has been developed, similar in nature to the CBD treatment, but specifying a stencilled tile spray on treatment, in lieu of pavers. For details of this treatment, refer A3-00848. Application of this treatment to ‘mixed use’ zone frontages is to be referred to the Manager of Technical Services.

When using MRC’s estimating system for this style of footpath, please use the combination of the following items:

 6874 “Hand placed concrete paving, footpaths and bikeways”; and

 8205 “Stencilling to island/media/raised platform/concrete surfaces”, ensuring the stencilling details are correctly filled out to match the standard drawing.

Standard drawing A3-08230 has also been developed to provide guidance on the installation of tactile ground surface indicators (TGSI) within the CBD and CBD Periphery zones, and is to be read in conjunction with the Footpath Trading and Structures Policy Guideline.
