I consider this an unsatisfactory response from city staff, owners in the surrounding area were not contacted or consulted as they were witnesses who had to endure unbearable odors from the former piggery. Why was that not done as part of the due diligence required on such an important comparison with what is to be decided by councillors. This does not break the 2 week spring/summer/autumn breeding cycle of the barn fly when driven off site with the potential to spread larvae and cause problems elsewhere.

There are 120 submissions from outsiders with concerns about animal cruelty, perhaps there is genuine concern due to the Westpork $225,000 fine for animal cruelty at the Westpork Gin Gin facility, the size of the pens inside the barn, the lack of any exercise area/time or management practices to enable pigs to encounter the natural environment at least for some time on a weekly basis. If true, what avenues do taxpayers have to claim compensation for a loss in market value if the council decision to grant approval is in favor of the proposal. More importantly, not the level of scrutiny required for due diligence provided to and by city staff on behalf of the taxpayers of the City of Swan at this location or any location for that matter that could be faced with the possibility that these straw based pig pens would be proposed are within 300m of rural dwellings anywhere in the shire of Swan.

Councilors must empathize in this case with the investment and lifestyle in the nearby residences and responsibly assess the decision they have to make now and the precedent they will set for all residences and rural areas of the Shire. No estimate of the amount of waste produced has been provided by the applicant, however the report from the W.A Department of Agriculture states (4.2 Table 2 !!!! ) as a recommendation that the States Industrial Buffer Policy requirements call for a 1000m buffer when 1000 tonnes of waste per year are produced in the country!. To use only the Western Australian DPIRD report on new and existing pigs and the Australian Pork Limited documents in the way Swan City staff have done is wrong in my opinion. The Western Australian DPIRD has somewhat of a conflict as their role is to promote the Western Australian Pig Industry, in co-existence with environmentally responsible decision-making regarding the siting of these facilities in locations that meet the current guidelines explained in section 4.2 of the DPIRD report.

These estimates are then used by Martti Warpenius to model frequencies and dB levels for nearby residents within 400 meters of the pig. Levels are estimated to be very close to exceeding the guidelines of noise legislation using assumptions provided by Wespork, not any independent assessment based on actual scientifically established facts. Westpork's assumptions about grunting rather than scratching pigs under stress due to elevated pig temperatures on 40C summer days and unfavorable conditions such as 12-18 week hay beds experienced by end-of-cycle pigs cleaning pigs can squeak a lot. more than the valued account of the happy state portrayed by Westpork.

Councilors should be mindful of the effect in the community of allowing this proposal to proceed beyond this point. This decision should not be taken lightly. Taxpayers in the Northern Division of the shire of Swan should have the level of control required by their local representatives elected to carry out their duty. If the convenience of taxpayers is not adversely affected, councilors can rest assured that the proposal can be voted on with greater knowledge of cause and effect in the Gaston Road area.

This will remove uncertainty in the council's decision making and help to find a satisfactory solution to this highly controversial environmental issue which could seriously affect the quality of life for many residents in the Gaston Road area and across the county if sets a precedent. established by this decree which can be adopted by many other rural landowners in the county. The prejudice faced by the approval of this facility restricts me as a landowner from the freedom to develop my property in accordance with the state's planning policies. The introduction of a buffer zone over a distance of 300 m on my adjacent plot 2034 and 1980 is a violation of the rights of a landowner by a proposal from another landowner. The potential development that will be affected by a pig farming buffer zone could include approximately 40,000 square meters of land on Plot 2034 Morley Road, and a further effect on Plot 1663 (now Plot 172) Morley Road if zoned according to zoning recommendations of the adopted master plan.

My name is Lynn Deering I am a resident of Holmesdale Woodbridge and tonight I am speaking on behalf of the Friends of Woodbridge Bushlands (herein referred to as Friends). This land is zoned as "Regional Reserve, Parks and Recreation" and Friends believe the site should remain as part of the protected zone and buffer for the Helena River. Professor Blair's presentation on the Guildford and David Attenborough program Extinction highlights the loss of green canopy as one of the major impacts that climate change is increasing.

We ask that Council reject this proposal on the grounds of adverse impacts on climate change, inappropriate zoning of the site for development and unnecessary reduction of local biodiversity. The cultural obligations of caring for extended family when they have nowhere to live can lead to overcrowding which is a breach of the tenancy agreement. This work has mainly supported people with disabilities, but disability affects all sectors of the community and I believe I have knowledge to support my position and request that the council reject this application.

The day I was made aware of the proposed development, I had just returned from a long day supporting 3 people who were hospitalized for social admissions as they had no suitable accommodation to return to. The strategy is based on best practices and development over many years – this proposal does not meet the strategy's recommendations. My Homes Australia says many of the women who will be targeted by this proposal are escaping domestic violence.

Who will take care of the social problems that will arise as a result of the community life set up over my fence. In addition, as a neighbor at the end of the street, I would like to point out the inadequacy of the existing infrastructure for the existing properties. I support the City of Swan and their desire to help the homeless in the shire.

Regional scheme; THERE IS NO REASON TO CHANGE THE ZONE TO URBAN BECAUSE THE HOUSES ARE TEMPORARY AND THE LAND WILL BE AVAILABLE FOR R&R AFTER THE RENTAL EXPIRES. THE CARBAYS ARE NOT AT THE FRONT OF THE SITE, THEY ARE ON THE EAST BORDER. THE PARKING SPACES CANNOT BE PLACED SOUTH OF THE TERRAIN, BECAUSE THE LAND DROPS STEP TO THE GREEN STRIP.

WE ALSO NOTE THAT NONE OF THE ACTORS, EXCEPT THE CITY OF SWAN, ARE OPPOSED TO THE DEVELOPMENT.

As tenants in common of the adjacent commercial property to the proposed placement of a marine container in the city parking lot as presented, we reiterate our opposition to this proposal.

Having held a position on the Board of Owners in the previous year for the layers of Midland Village adjacent to the parking lot in discussion, I can note that the complex has had an increase in the number of homeless people who have taken up residence in the complex, noticed feces around the complex, abusive behavior towards tenants and business owners, break-ins and trespasses and increased waste to the complex, resulting in cleaning contractors and tenants feeling unsafe over the last 12 months. Alternatively, negotiate use of non-commercial buildings in the area (with existing facilities, toilets and existing large kitchen). Has the applicant thought about cooperation with the existing service to extend the schedule and. We act on behalf of the landowner and refer to the above item being considered by Swan City Council at its meeting on 16th December 2020. During the official evaluation period, we undertook a number of changes to the design submission and prepared various reports from a wide variety of consultants to address any issues raised by city staff, any government department, the Valley Planning Committee Swans and concerns raised. during the public advertising period.

Furthermore, the Swan Valley Planning Committee's support for the proposal is welcomed and greatly appreciated. Given the positive attributes the development offers, we respectfully request that Council decide to approve the application in accordance with the City's recommendation.
