Any person who violates this provision of the City of Swan Meeting Procedures Local Law 2019 will be required to leave the building immediately. Cr Catalano declared to have an impartial interest in Item 3.3 - Proposed Subdivision - Land North East of Cranwood Crescent, Viveash (SB001-20) as it is a member of the Blackadder Catchment Group which has submitted a submission.

Cr Parry declared an impartiality interest in clause 4.3 - Revocation of management orders and relinquishment of freehold land - Town of Bayswater as his grandmother lives next to one of the parks.

Q2 Did the city ever see the constitution or rules of the ECC before deciding to contribute funds. A2 Applicants are not required to provide a copy of their constitution/governing rules when applying for funding through the Swan Community Funding Scheme. However, a copy of their Certificate of Incorporation (approved by the Department of Mines, Industry Regulation and Safety) as well as a copy of their Currency Certificates is requested.

In this regard, the city does not need to go into detail about each association's rules, as they are reviewed and approved by Consumer Protection.

When any group applies for funding through the Ellenbrook Community Facility Reserve and Aveley Community Reserve, a Certificate of Incorporation is also required. COMMUNITY PLANNING AND DEVELOPMENT 1 PETITION- SENIORS MEMBERSHIP DISCOUNT

Cr Kiely requested that the proposal be amended to also apply a discount for disabled residents and ratepayers. Cr Kiely withdrew the amendment on advice that applying an additional rebate should be considered as a separate matter as it would require additional information. In the event the motion was defeated, Cr Scanlan predicted she would move to extend the current senior discount to neighboring residents and ratepayers.

Cr Richardson called for the proposal to be amended to also apply the volunteer discount. Cr Richardson withdrew the amendment due to advice that the application of the additional discount should be considered as a separate matter as it would require further information, assessment and consideration. For example, the previous chairman of Ballajura Seniors was not actually a resident of the town and gave up his and his wife's time to run and strengthen the club.

A notice, in accordance with section 165 of the Planning and Development Act 2005, must be placed on the certificate(s) of title of the proposed lot(s) advising of the existence of a hazard or other factor. Engineering drawings and specifications must comply with an approved Urban Water Management Plan (UWMP) for the site, or where no UWMP exists, to the satisfaction of the Western Australian Planning Commission. Engineering drawings and specifications shall be submitted, approved and subdivision works undertaken in accordance with the approved subdivision plan, engineering drawings and specifications, for the provision of common paths through and connecting to the application area, to the satisfaction of the local authority.

The portion of York Street widened in accordance with this approval must be constructed and drained at the full cost of the landowner/applicant. The covenant is to prevent access, for the benefit of the local government, in accordance with the approved subdivision plan and the covenant must specify:. Suitable arrangements are made for the connection of the land to the comprehensive district drainage system at the landowner/developer's expense.

Any additional development that is inconsistent with the application (subject to this approval) or any conditions of approval shall require further approval by the City. The City notes that the Joint Standing Committee on Delegated Legislation (responsible for reviewing local laws) has previously (in 2012) required the City to remove "statements of due consideration" and such a change to meeting procedures is unlikely will allow. Local Law. The city is currently experiencing an increasing number of people experiencing homelessness in the Swan. In May 2019, Swan City teamed up with Indigo Junction and RUAH for Connections Week to investigate people experiencing homelessness in the Midland.

The City works with a range of service providers operating within the City of Swan through the Midland Alliance to end homelessness. Once the state government releases appropriate funding, the city will look to partner with a local agency to provide these services in the future. The City initially received advice from the Department of Communities that the new tender round for the 'at risk' youth services would be released in December 2019, with new tenders to be awarded for commencement in the 2020/21 financial year.

In addition, the City has an approach to working with local service providers to deliver youth services and programs. The City provides these youth services with ongoing financial support (up to $44,000 per year) aligned to service level agreements and use of City facilities. Delete "Declare a homelessness crisis in the City of Swan, based on the findings of the Midland Connections Week 2019 Evaluation Report and for".

Delete “Declare a homelessness crisis in the town of Swan, based on the results of the Midland Connections Week 2019 assessment report” and add in “Acknowledge homelessness and youth problems are on the rise in the town of Swan and need to be addressed as a matter of urgency”. The City is represented on the Road Safety Board by WALGA and the City's position is currently being provided through this mechanism.

The reason for this proposal is that the Board should be aware of this information before approving the CEO Performance Review Committee's recommendation regarding the annual performance review of the CEO. Pursuant to the terms of reference for the CEO Performance Review Committee, the Board authorizes the Committee to be responsible for conducting a formal CEO performance review process against agreed key performance indicators and making recommendations to the Board relevant to the CEO's employment and performance. Nothing prevents the Council from directing that a full copy of the consultant's report be submitted to the full Council together with the recommendations of the Executive Director's Performance Review Committee.
