ABSTRACT
Rice production in Indonesia increased rapidly during the last
two
decades- This increase has exerted downward pressure on the price level.The
governmentof
Indonesia operates a price stabilisation programin
orderto
reduce uncertaintywith
regardto the price for
paddy andmilled rice. This program
involves the implementationof floor
pricefor
paddy andceiling price for milled rice,
and is associatedwith
the maintenanceof
buffer stocks through controlled purchases and releases of rice from stock over time.In
relationto
the maintenanceof buffer stock, the
government purchasespaddy or milled rice from both private traders and
cooperatives,the
main participantsin
the rice marketing system. The cooperatives functionto
secure the fixedfloor
price deærmined by thegovernment.
The private traders, on the other hand, purchase paddyfrom
farmers at the going market (retail)price. During
the off-season, the pricefor
milled rice at the retail level is usually high. Therefore, the paddy price offered by privaæ traders at the farm levelis
higher thanthat
offered by cooperatives (thefloor
price).This study was prompted by the problem arising during the
abundant seÍrson, namely,the
situation wherethe offer price of
private tradersat the
farm levelis lower
than the price offeredby
thecooperatives. As
a consequence, the farmers selling paddy through private traderswould
be worseoff from not
having accepted thefloor
price offeredby the cooperatives. Broadly, this would
defeat the central objectiveof
the rice procurement programto
support incomes through pricefor
farmers wellbeing. Furthermore,in the
situationthat the offer price of
privaæ tradersis lower
thanthe offer price of
cooperatives, doubts have been publicly expressedthat
the cooperatives arenot
ableto
competewith the
private tradersin
purchasingof paddy from farmers at the farm level. Therefore,
the].
relative prices offered
by
privaæ traders and cooperatives,in
combinationwith
other socioeconomic factors,would
affect the quantityof
paddy soldby
farmersthrough cooperatives.
The
normative conceptof uniform
prices andthe ordinary least
squares(OLS) æchnique for the multiple regression are applied to compare
the performanceof the
alternative buyers(ie. privaæ
tradersand
cooperatives) in relationto
the rice marketingin
theHulu
Sungai TengahDistrict,
andto
examine the factors determining the quantity of paddy sold by farmers.The
resultsshow that the
averageprices for paddy offered by
private traders and cooperatives at the farm level arenot
significantly different (ie. that is,they
are essentiallyuniform). Also, the
cooperatives competeeffectively with
private tradersfor
the farmers' marketed surplusof
paddy. Hence, farmers selling paddy to private traders are not significantly either worseoff or
betteroff
from not having accepted thefloor
price offered by cooperative buyers.Although the
cooperativesare competitive in terms of
purchases andprices,
their
targer farmer suppliers a¡e lesswell
defined comparedto
thoseof
private
traders. Cooperativestend not to target particular supplier groups'
as indicatedby
thewider
variationin their
suppliersin
ærmsof
income, production, distance, household size, age, andeducation. Private
traders,on the other
hand, are evidently selccrive in their choice of farmer suppliers, buytng significantly more from those wholivc
further away from the location of their warehouses, those who are younger farmers, and those who are lesswell
educaæd.Overall, the rice marketing
systemin the district studied
seemsto
bedelivering pricing efficiency. This is
manifesædin the similar degree of
responsiveness
to
retail price signalsby
both typesof buyers. The implication
isthat sales through private traders and cooperatives give farmers a
similarproportion or share of consumer price over time.
