LOTTO (ON LINE) RULES RULE 1

PRELIMINARY

1.1 These rules may be cited as the Lotto (On-line) Rules.

1.2 These rules shall apply to and in relation to games of lotto where entry thereto is by means of a validation machine.

1.3 These rules shall commence on 24th April, 1989.

RULE 2 DEFINITIONS

2.1 In these rules, unless the contrary intention appears-

"the Act" means the Lotto Act 1981-1984;

"authorised agent" means a person appointed by the Office to process on~line games; ·

"Bloc partners" means the parties from time to time to the Australian Lotto Bloc Agreement referred to in Section 10 of the Act;

"claim period" in respect of any drawing of any game of lotto means the period commencing at midnight on the da); of the drawing and ending at the close of business on the thirteenth day after such day of drawing: provided that if such thirteenth day is a Saturday or Sunday, or public holiday. in Brisbane, then the claim period shall end at the close of business of the Oi'lce on the immediately preceding working day;

"computer system" means the central computer operated by the Office together with all hardware, software, communications equipment and programs associated therewith and includes validation machines at selling points;

"coupon" means an entry form in any game of lotto;

"drawl.ng equipment" means the electrically operated machl.nes designed to select at random and one at a time the winning numbers necessary to establish the result of each game of lotto conducted by the Bloc partners;

"on-line status" means, with reference to a validation machine, the ability to communicate with the central computer and vice versa;

"player registration application" means the form provided by the Office for the purpose of becoming a registered subscriber;

"player register" means a register containing names and addresses obtained from player registration applications and may include numbers that are intended for use by registered subscribers on a regular basis;

"player registration card" means an identification card issued to a person who has submitted a player registration application;

"registered subscriber" means a person whose name appears in the player register;

"subscriber" means, with respect to a game of lotto entered pursuant to these rules, a person who receives a subscription receipt;

"subscriber's agent" means a person appointed by the Office who on behalf of an intending subscriber accepts coupons to be processed by an authorised agent or to be forwarded by post or delivered to the Office for processing by the Office;

"subscription receipt" means the coupon on which is imprinted the validation information in accordance with rule 6, or a supplementary receipt (if provided);

"supplementary receipt" means a ticket that is separate and distinct from the coupon to which it relates and on which is imprinted the validation information in accordance with rule 6;

"validation machine" means a machine or electronic device having "on-line status" used to process coupons presented by intending subscribers for entry into games of lotto, and generally to carry out such other functions as the Office may from time to time require.

RULE3

OBJECTIVES AND PARTICIPATION

3.1 These rules shall apply to the conduct of lotto and shall be binding on all subscribers. By submitting a coupon, the subscriber agrees to be bound by these rules and the relevant conditions.

3.2 Each draw of any game of lotto shall be identified by a number.

3.3 The objective of a subscriber in any game of lotto other than the game known as Super 66 is to correctly forecast or select a series of numbers from a range of numbers and identically match them to those numbers drawn by the drawing equipment. The forecast objective and forecast range are specified for each game of lotto in Schedule 1, #9 and #10 respectively.

3.4 A subscriber may enter into a game of lotto known as Super 66 only as a supplement to a game of another form of lotto on the same coupon. Coupons with entries for the game of Super 66 only shall not be accepted.

3.5 The objective of a subscriber in a game of lotto known as Super 66, is to match identically, and in the same sequence, a series of individual single digit numbers, in accordance with Schedule 1, C #9 which are randomly generated by the computer system and printed on a subscription receipt, with a series of individual single digit numbers in accordance with Schedule 1, C #16, drawn by the drawing equipment and which series of numbers shall comprise the winning number in a particular game of Super 66.

3.6 Every subscriber entering any game of lotto shall submit only the coupon provided for that purpose from time to time by the Office and the Office or authorised agent may reject an entry made on any other form of coupon.

3.7 These rules shall be displayed at all selling points and may be made public by any other means as directed by the Office.

3.8 All decisions made by the Office concerning any game of lotto including the eligibility of entries, the determination of prizewinning entries and the amount and distribution of prize money and the meaning and effect of these rules, shall be final and binding on all subscribers and on every person making a claim in respect thereto.

3.9 Notwithstanding anything in these rules or any rule of law to the contrary, the Office shall not be responsible to any subscriber for any neglect, omission, delay or failure on the part of an authorised agent or subscriber's agent, to process a coupon in accordance with these rules and the agent or his servants shall not be responsible for any loss or damage or expense which may be sustained by the subscriber by reason of any neglect, omission, delay or failure on the part of the authorised agent or subscriber's agent or his servant, to process a coupon or to forward relevant data to the Office.

3.10 The Office shall not be bound by any rule or agreement made between any syndicate or group entrants.

RULE4

PLAYER REGISTRATION

4.1 To become a registered subscriber, a person shall complete and lodge at any selling point a player registration application with a player registration fee determined by the Office but not exceeding the amount specified in Schedule 4. Upon acceptance thereof by the Office or authorised agent, a player registration card will be issued which, subject to the conditions printed thereon, shall be evidence of registration. The · Office or the authorised agent shall cause the validation machine to imprint the player registration card number on the player registration application and shall include a date and time stamp. The application shall then be forwarded to the Office electronically or by other means for inClusion in the player register. The player register shall have provision for the holding and maintaining of a list of numbers that are regularly used by the registered subscriber. Such numbers may be changed at the discretion of the registered subscriber.

4.2 It shall be the registered subscriber's responsibility to ensure that any changes to information held in the player register are advised to the Office by the further lodgment of a player registration application through any selling point, but neither the Office nor any servant or agent of the Office nor any authorised agent shall be liable to make good any loss incurred in respect of any prize disbursement forwarded to an address shown in the player register at the time of expiration of any prize claim referred to in rule 15.

RULE 5

FORECAST INSTRUCTIONS 5.1 General Compliance.-

(a) A coupon shall consist of one part and shall be retained by the subscriber and shall become a subscription receipt after it has been duly validated as evidencing an entry. The coupon validation may take the form of an endorsement on the back of the coupon or on a supplementary receipt. In either case the endorsement shall be in accordance with rule 6.

(b) A coupon shall provide for a series of numbered panels each consisting of a series of numbered squares in accordance with Schedule 1, # 15 for each game of lotto in which the subscriber is required to mark forecasts in accordance with these rules.

(c) Every subscriber shall complete a coupon in accordance with these rules. A subscriber shall mark all selected squares legibly and clearly with a cross (x) within the boundaries of each square so that the validation machine can accurately evaluate the coupon.

(d) All marks made on a coupon by a subscriber shall be in dark blue or black non-erasable ink.

(e) It shall be the responsibility of the subscriber to ensure that every coupon submitted has been completed in accordance with these rules and the Office or any servant or agent of the Office or authorised agent shall not be bound to. verify that any coupon has been duly completed.

(f) The Office or authorised agent may refuse to accept any coupon which has not been duly completed in accordance with these rules.

5.2 Draw Selection.-

Under the heading "Draw" on the coupon, a subscriber shall mark the intended draw or draws of participation.

5.3 Ordinary Entries.-

To create an ordinary entry in a game of Gold Lotto, a subscriber shall forecast or select a series of numbers from a range of numbers in accordance with Schedule 1, #9 and #10 respectively by marking the required minimum number of panels in accordance with Schedule 1,

# 14. The system box must be left blank.

If a subscriber shall mark for an ordinary entry more than the specified number of squares in any panel, either the Office or the authorised agent may, upon acknowledgement by the computer system, request the subscriber to nominate the particular number or numbers to be removed from the subscriber's selection. Alternatively, the subscriber may be requested to complete another coupon. If the computer system fails to acknowledge that more than the specified number of squares in

any panel have been marked, then those marked squares, up to the specified number thereof, numbered with the lowest numerical values, shall be taken to constitute the entry submitted by the subscriber.

5.4 System Entries.-

To create a system entry, a subscriber shall forecast or select a quantity of numbers from a range of numbers in accordance with Schedule 1, #10, but the series of numbers so selected shall be in accordance with Schedule 1, #11. To identify such quantity ofnumbers, the subscriber shall also mark the system square.

The quantity of numbers selected for a system entry is accepted on the basis of all possible combinations of the forecast objectives. Each combination represents an entry in a game, capable of winning a prize in accordance with Schedule 5. The equivalent number of entries for

each system type is identified in Schedule 4.

5.5 With the Field.-

"With the Field" denotes a particular type of system entry whereby the quantity of numbers selected is less than the forecast objective. To create an entry of this type of system, a subscriber shall forecast or select a quantity of numbers from those options defined in Schedule 1,

#18. To identify such chosen option, the subscriber shall also mark the corresponding "With the Field" square.

The equivalent entries as identified in Schedule 4 are calculated by combining the chosen option with each of the other numbers in the forecast or selection range. A subscriber may choose to mark more than one panel in either or both "With the Field" options and those panels marked with a quantity of numbers corresponding to either or both

"With the Field" options shall be validated for this type of entry and the subscriber shall be deemed to have entered into this type of system upon the issue of a subscription receipt by the Office or the authorised agent.

5.6 Super 66.-

To create an entry for a game known as Super 66, a subscriber shall mark the square on the coupon for either a single entry or a multiple entry. The marking of the single entry square shall cause the validation machine to generate a series of individual single digit numbers in accordance with Schedule 1, C#9 which shall be duly imprinted on the subscription receipt. The marking of the multiple square shall cause the validation machine to request the Office or the authorised agent to ask the subscriber to nominate the number of entries required, which number shall not exceed the number specified in Schedule 1, C#15. The number nominated by the subscriber shall be entered into the validation machine by the Office or the authorised agent who shall in turn cause the validation machine to generate a series of random numbers and duly imprint them on the subscription receipt.

5.7 Multiweek.-

A subscriber may choose to enter the number and draw selections on a coupon for a series of consecutive weeks in accordance with Schedule 1, #12 by marking the appropriate square.

5.8 Registered Games.-

A registered subscriber may choose to have a series of numbers registered centrally on the computer system upon a verbal request at the selling point. These numbers will then be automatically applied if so desired when the registered subscriber's player registration card is used. These numbers may be changed at the registered subscriber's discretion, by the making of a verbal request at the selling point when submitting a new coupon which is duly marked with the registered subscriber's new selection of numbers. Any entry in any game of lotto by a registered subscriber who allows those numbers that are registered on the central computer system to be the participating entry, shall be known as "Registered Games" and such words shall be imprinted on the subscription receipt in accordance with rule 6.

5.9 Advance Sales.-

Subject to the limitation in Schedule 1,#13 a subscriber may nominate a future draw number ahead of the current draw for any type of forecast embraced by these rules. Verbal nomination at the selling point shall be made upon lodgment of a coupon.

The provisions of these rules shall apply to an advance sale entry as to each and every forecast thereby entered and the rules in force at the commencement of the week for which the advance sale of whatever character is an entry, shall bind the subscriber to such entry or entries.

5.10 Quickpick.-

A subscriber may choose to enter into a game of lotto by means of a nomination at the selling point. Such entries shall be limited to those entry types specified in Schedule 4 as being available in respect of"Quickpick". The Office or authorised agent shall enter the nominated information from the subscriber into the validation machine and cause it to generate a random forecast of the type nominated by the subscriber.

This forecast shall be duly imprinted on a blank coupon inserted into the validation machine by the Office or authorised agent, and such selections imprinted shall be deemed to be those selections nominated to the Office or authorised agent as if they were marked on a coupon by the hand of a subscriber in accordance with rule 5.1.

RULE6

COUPON VALIDATION

6.1 Each coupon submitted by a subscriber at any selling point shall be processed by means of a validation machine which for that purpose shall imprint on the reverse of the coupon or on a supplementary receipt the following where applicable:

1. Participating draw number (or range of draw numbers).

2. Draw selection.

3. Multiweek option.

4. Super 66 number (s).

5. Forecast or number selection.

6. Agent location number.

7. Coupon number.

8. Entry amount ($ and c).

9. Date purchased.

10. Player registration number.

11. Prize validation barcode.

12. Information messages:

(a) Please check your receipt;

(b) Quickpick;

(c) No Super 66;

(d) Registered Games.

(NB.Other messages may be included at the discretion of the Office).

6.2 No alteration shall be made to any subscription receipt, but if made, shall not have any validity for any purpose whatsoever.

6.3 Where a validation machine reads a coupon and operator intervention is required to correctly process the coupon and the operator incorrectly keys into the validation machine a number or numbers not selected by the subscriber, then neither the Office or the authorised agent shall be responsible.

6.4 It shall be the responsibility of the subscriber to forthwith check the subscription receipt to ensure that the information printed thereon by the validation machine corresponds with the forecasts or selections made by the subscriber. If the subscriber wishes to change the forecasts on a subscription receipt, then a subscription receipt may be cancelled by the same validation machine, within a specified time limit as directed by the administrative instructions issued by the Office, which may vary from time to time.

6.5 Where a subscription receipt upon issue is, in the opinion of the subscriber, illegible or defective in any manner, the entry to which the issued subscription receipt relates may, subject to rule 6.4, be cancelled, but no duplicate receipt shall be provided by the validation machine or by any other means whatsoever.

6.6 No cash refunds shall be made in respect of any cancellation effected for the purpose of rule 6.4 or 6.5. Any money paid shall be applied to another entry.

RULE7 COUPON DELIVERY

7.1 The subscriber shall accept all risks, losses, delays, errors or omissions which may occur in the ordinary course of the postal system or any other form of delivery or transmission of coupon data, remittances or documents to and from the Office and no obligation shall exist to use registered post whether such delivery is made through an authorised agent or a subscriber's agent or the Office.

7.2 Coupons shall be accepted through the mail only if completed in accordance with these rules.

RULE 8

CENTRAL COMPUTER RECORD

8.1 Notwithstanding the provisions of any other rule, in the event that particulars on a subscription receipt evidencing entry to a game of lotto differ from the central computer record of that entry then the central computer record of the entry shall be the sole determinant in identifying what prize, if any is payable in respect of that entry.

RULE9 ENTRY FEES

9.1 A subscription receipt shall be returned to the subscriber upon payment of the fees as referred to herein.

9.2 The entry fees payable for participation in any game of lotto shall be in accordance with Schedule 2.

9.3 In addition to the entry fees referred to in rule 9.2, there shall be payable in respect of each coupon lodged with the Office or an authorised agent or a subscriber's agent, an agency fee in accordance with Schedule 3.

9.4 A person making an entry into a game of lotto shall pay to the Office or authorised agent as the case may be, fees in accordance with Schedules 2 and 3 as combined in Schedule 4.

9.5 An entry in any game of lotto accompanied by a cheque will be accepted solely at the discretion of the Office, and if accepted, the entry will not be processed until the bankers of the Office receive the proceeds of such cheque. The entry will then be processed for the next available drawing for the type of entry originally intended.

RULE 10

GOLD LOTTO AND SUPER 66 DRAWINGS

10.1 Subject to Section 12 of the Lotto Act 1981-1984 and the Australian Lotto Bloc Agreement, each drawing shall be conducted and supervised in such a manner, time and place as is agreed to by the Bloc partners and as frequently as the Bloc partners shall determine from time to time and shall be final and conclusive for the purposes of determining prizewinners for the particular game.

10.2 Gold Lotto.-

In respect of the drawing of any game of Gold Lotto, the Bloc partners shall cause a series of numbered balls, consisting of winning numbers and supplementary numbers in accordance with Schedule 1,

#16, #17 respectively, to be drawn from the lotto drawing equipment containing the forecast range of numbered balls for the particular game in accordance with Schedule 1, #10. The balls drawn first in accordance with Schedule 1, #16 shall be the winning numbers for the particular game and the additional balls drawn in accordance with Schedule 1,

# 17 shall be the supplementary numbers. The supplementary numbers shall be used only for the purpose of the determination of the winners of Divisions 2 and 5 in accordance with Schedule 1, A #27, #30 and B #27, #30.

10.3 Super 66.-

In respect ofthe drawing of any game of Super 66, the Bloc partners shall cause a series of numbered balls, consisting of individual single digit numbers in accordance with Schedule 1, C #9 to be drawn from the drawing equipment, which shall comprise the winning number for a particular Super 66 game. The winning number when determined shall be in the range in accordance with Schedule 1, C # 10 and shall be used for the determination of prizewinning entries in a particular Super 66 game with the sequence required for each particular prize division being in accordance with Schedule 1, D #26 to D #30 inclusive.

RULE 11

PRIZE DIVISIONS AND WINNING FORECASTS

11.1 The prize divisions and winning forecasts shall be in in accordance with Schedule 1, #3 to #8 inclusive, and #26 to #30 inclusive, respectively.

RULE 12

PUBLICATION OF RESULTS AND PRIZEWINNERS 12.1 The Office and authorised agents shall advise subscribers of the results of each Gold Lotto and Super 66 draw as soon as is practicable after such drawing has taken place, by displaying. at the Office and at all authorised agents' premises, an official Result List.

This publication shall consist of:

(a) The numbers drawn;

(b) The amount of the prize pool allocated to each division;

(c) The number of prizewinners in each division;

(d) The particulars authorised for publication for each prizewinner in Division 1;

(e) The provisional value of each prize in Divisions 1 and 2 and the value of each prize in Divisions 3, 4 and 5;

(f) Dates and times for prize claims;

(g) The expiry of the claim period.

12.2 The Office may release names and addresses of registered subscriber prizewinners unless the registered subscriber has otherwise instructed by placing a cross (X) in the NFP (not for publication) square provided on the player registration application. However, the Office may publish the name of the suburb or town contained in the player register in respect of the registered subscriber prizewinner.

RULE 13

PRIZE POOL ALLOCATION

13.1 A percentage, as specified in Schedule 1, #1; of the total subscriptions received for each game of lotto shall be allocated and paid by the Office into a total prize pool to which the Bloc partners shall contribute the same percentage of the total amount of their subscriptions and the total prize pool shall, subject to rule 13.4, be distributed in accordance with Schedule 1, A, B and C, #4 to #8 inclusive.

13.2 Gold Lotto.-

(a) The prize money allocated to each division of a game of Gold Lotto shall be apportioned in equal shares between the winners in that division.

(b) If there is no winner in any of Divisions 2, 3 or 4 in a game of Gold Lotto, the prize money allocated to that division shall be added to the prize money allocated to the next lower division in which there is a winner.

13.3 Super 66.-

(a) The prizemoney allocated to each division of a game of Super 66 shall be apportioned by the fixed amounts as specified in Schedules 1, C #5-#8 inclusive for Divisions 2 to 5, but Division 1 shall be apportioned amongst each winner equally from the remaining portion of the total prize pool following the apportionment of Divisions 2 to 5.

(b) If in a game of Super 66, the balance of the prize pool available is not sufficient to pay each winner of Division 1 a dividend of at least

$16,666.00, then the prize pool available after payment of Divisions 4 and 5 shall be distributed to winners of Divisions 1, 2 and 3 so that the dividends payable to each prizewinner in Divisions 1, 2 and 3 shall be in the ratio of 16,666 (Division 1 dividend): 6,666 (Division 2 . dividend): 666 (Division 3 dividend).

13.4 Bonus Prize Reserve.-

The Office may, from time to time, as agreed upon with the Bloc partners, set aside an amount not exceeding the amount specified in Schedule 1, #2 ofthe total amount received from subscriptions of games of lotto, and in respect of such games, the distribution of prize money shall be reduced in the case of games of Gold Lotto pro rata in all prize winning divisions and in the case of games ofSuper 66, in Division 1. These amounts set aside shall be accumulated by the Office to constitute a separate prize pool, which shall be distributed from time to time as additional prize money in respect of such games and in such amounts as are agreed upon by the Office with the Bloc partners.

RULE 14 JACKPOTS

14.1 Subject to the provisions of rule 15.1, if in any drawing there is no Division 1 prizewinner in any game of lotto, then that portion of the prize pool that would have been payable to a Division 1 winner or winners in that particular game of lotto, shall be added to or jackpotted with the Division 1 prizemoney in the next succeeding game of lotto of the same type: provided that no such additional jackpotting shall be effected for more than four consecutive games of the same type, so that if there is no Division 1 prizewinner in four consecutive games of that type and there is no such prizewinner in the next (or 5th) consecutive game of that type, then the total prizemoney of such additions or jackpot, when added to the Division 1 prize payable in respect of such 5th game, shall be added to the prizemoney allocated to the next lower division in which there is a winner.

14.2 Only one prize shall be won by any one entry in a game of lotto.

RULE 15 PRIZE CLAIMS

15.1 Prize money distributed to Division 1 and 2 winners of a Gold Lotto game and Division 1 winners of a Super 66 game, shall be distributed after the claim period has elapsed. Persons making claims within the claim period and whose claims are allowed in respect of entries which have been determined to be prize winning entries shall share in the prize pool available to winners in their respective divisions.

The prizemoney available for distribution in each division shall be divided between entries orginally identified by the central computer as prizewinning entries in that division and those entries which have subsequently, but within the claim period, also been identified as prizewinning entries.

15.2 Each person who claims to be entitled to a Gold Lotto Division 1 or 2 prize or a Super 66 Division 1 prize shall lodge a claim at the Office, either personally or by mail, so as in either case to reach the Office within the claim period. The claim shall be accompanied by the subscription receipt pertaining to the entry in respect of which the claim is made, clearly endorsed on the face thereof with the full name of the claimant. The Office is not obliged to recognise any claim for a Gold Lotto Division 1 or 2 prize or a Super 66 Division 1 prize unless the entry in respect of which the claim is made has within the claim period been identified by the central computer as a prizewinning entry and the claim is received by the Office within the claim period. The Office will not accept or recognise any reason for late lodgment with, or receipt by, the Office of any such claim.

15.3 Each person who is entitled to a Gold Lotto Division 3, 4 or 5 prize or a Super 66 Division 2, 3, 4 or 5 prize, but whose entry has not been identified by the central computer system as a prize winning entry in the relevant Division, shall lodge a claim at the Office, either personally or by mail, so as in either case to reach the Office within the claim period. The claim shall be accompanied by the subscription receipt pertaining to the entry in respect of which the claim is made, clearly endorsed on the face thereof with the full name of the claimant.

The Office is not obliged to recognise any claim for a Gold Lotto Division 3, 4 or 5 prize or a Super 66 Division 2, 3, 4 or 5 prize unless the entry in respect of which the claim is made has within the claim period been identified by the central computer as a prize winning entry.

15.4 Prizes in Divisions other than Gold Lotto Divisions 1 and 2 and Super 66 Division 1 shall be paid as soon as is practicable after a game's drawing date at the Office or at any selling point upon presentation and evaluation by a validation machine of the subscription receipt, until the expiration of the agency prize payment period referred to in Schedule 1, #19, after which time all prizes shall become payable only by the Office, which the exception of a Super 66 Division 2 prize which shall at all times be payable only by the Office.

15.5 A registered subscriber who at the expiration of the agency prize payment period has not claimed a prize in accordance with rule 15.2 shall be advised by the posting of a notice, to the name and address held in the player register, that an entry identified as a prizewinning entry was lodged in the name of the subscriber.

15.6 A subscription receipt issued in respect of an entry which has been identified by the central computer as a prizewinning entry shall, when evaluated by a validation machine and prize payment is made in respect thereof, be imprinted with the date of payment, the draw in which the prize was won and the amount paid to the subscriber.

15.7 Registered subscribers who have not claimed their prizes, other than in Divisions 1 and 2 in Gold Lotto and Division 1 in Super 66 within the agency prize payment period following the date of drawing, will be issued with a cheque for the prize by post from the Office in

favour of the name and address which exists on the player register at the time of issue; provided that, in the opinion of the Office, such name and address is adequate to ensure safe delivery. With respect to the payment of prizes in all divisions in Gold Lotto and Super 66, but subject always to the operation of rule 15.8, notwithstanding that the name of a syndicate is specified as part of the name and address in the player register, the Office will only recognise the person or persons whose name or names are in such register as the absolute owner or owners (and where more than one as the owners in equal shares) and except as ordered by a court of competent jurisdiction, the Office shall not be bound to take notice, or to see to the execution, of any trust, whether express, implied or constructive to which any entry may be subject. The surrender of a subscription receipt to the Office and the receipt by the person or persons surrendering such receipt for any prize money payable in respect of any prizewinning entry shall be a good discharge to the Office, notwithstanding any notice the Office may have of the right, title, interest or claim of any other person or persons to such prize money.

15.8 Except with respect to the payment of prizes in Divisions 1 and 2 of Gold Lotto and Division 1 of Super 66 to registered subscribers, the bearer of a subscription receipt shall be regarded as the owner thereof notwithstanding any name and address contained in the player register, and the payment of any prize to the bearer of a subscription receipt issued in respect of an entry which is a prizewinning entry shall be a full discharge by the Office of its obligations to pay a prize or prizes in respect of such entry.

15.9 Where a subscription is processed in accordance with these rules and is acknowledged by the central computer to contain subscriptions in any game of lotto which has not yet been drawn, the operator at the selling point shall evidence the prize validation in accordance with rule 15.6 and shall return the subscription receipt to the bearer thereof.

15.10 A subscription receipt issued in respect of an entry to a game of lotto which has been recorded in the central computer as having been cancelled shall be void and of no effect for the purposes of claiming a prize and the subscriber shall have no claim against the Office in respect thereto, whether the cancellation is at the request of the subscriber or is caused by a malfunction of the computer system, operator error or by any other means.

15.11 Where a subscriber presents a subscription receipt at a selling point and a validation machine fails to read it, then the Office or the authorised agent shall enter the coupon number on the keyboard attached to the validation machine. Where the coupon number to be entered is not decipherable, any further claim shall be made only upon the Office and the decision made by the Office upon evaluation of the prize claim shall, subject in the case of a registered subscriber to the operation of rule 15.7, be final and without further appeal.

RULE 16

GENERAL PROVISIONS

16.1 The Office shall determine the day and time that each game of lotto will close at an authorised agent's place of business. This information shall be prominently displayed at that place of business.

16.2 In the event of any of the terms and conditions of these rules being or becoming void or voidable by reason of any statute or Rule of Law, any such term or condition shall be of no force or effect whatsoever and shall be severed from these rules without affecting the validity and enforceability of the remaining terms and conditions thereo£

16.3 The amount of the prize pool will be announced at the drawing of each Gold Lotto and Super 66 game.

16.4 Subscribers' Agents.-Subscriber's agents are persons appointed by the Office who are authorised to forward to the Office or an authorised agent, coupons and player registration applications on behalf of subscribers and collect from subscribers, agency fees in accord- ance with Schedule 3. The Office may also act as a subscriber's agent.

16.5 A coupon delivered or forwarded to the Office by a subscri- ber's agent shall not be accepted for the then current game of Gold Lotto or Super 66, but shall be placed in a particular game or games scheduled to be drawn not earlier than 5 working days after the date of the despatch by the Office of the subscription receipt to the subscriber.

16.6 Where a person makes a written application to the Office without enclosing a coupon to enter a game of lotto, a coupon may be completed by an employee of the Office but the Office or any employee shall not be liable to the subscriber for any error or omission in relation to such coupon: provided that, if a coupon is proved to have been erroneously completed by the employee, the entry fee paid in respect of such coupon shall be refunded to the subscriber by way of full and final settlement.

16.7 A coupon may be delivered or forwarded to the Office by a subscriber's agent or by a subscriber, but shall not be accepted unless the coupon is completed in accordance with these rules and accompanied by the entry and agency fees applicable. Acceptance of cheques shall be in accordance with rule 9.4.
