Parts of the site are located within a "bushfire prone area" under the statewide map of Bushfire Prone Areas prepared by the Office of Bushfire Risk Management (OBRM 2019). The identification of a locality within an area declared as prone to forest fire necessitates that a further assessment of. The majority of the site has been converted from standing vegetation to grassland with scattered trees classified as grassland.

Future detailed design at the distribution stage will be required to demonstrate how acceptable solutions to the wildfire protection criteria will be achieved. These road connections will provide exit options to the north, east, south and west of the city.

Statutory policy and framework

Description of the proposed development

The proposed development within the area is consistent with the 'urban' zoning of the site under the Metropolitan Region Scheme (MRS). The area is currently zoned as "special use" under City of Swan Town Planning Scheme (TPS) No.

Description of land characteristics

A reference in accordance with the EPBC Act for the site (and plots to the south) was submitted by the Department of Communities (then Housing Authority) in early 2019 for the proposed residential development of the site. The site also intersects a resource enhancement wetland (REW, UFID 8804) in the northern portion of the site that is classified as a wetland wetland. A referral under the EPBC Act for the site (and parcels to the south) was submitted by the Ministry of. An environmentally sensitive area has been identified to the west of the site which is associated with Bush Forever Site 304.

Native vegetation – modification and clearing

An ESA is also located south of the site associated with Bush Forever site 200, two ESAs north of the site (one associated with BF site 22), and one ESA east of the site associated with BF- location no.

Revegetation and landscape plans

Integration of the rest of the foreshore area into the surrounding POS area, giving residents access to passive and active recreational areas. This area will be designed to achieve low threat in accordance with section 2.2.3.2 of AS 3959 and is intended to minimize an increase in the risk of wildfires. The risk of wildfires for the site has been considered according to the methods described in the guidelines (WAPC and DFES 2017) and in AS 3959.

Annex two of the guidelines describes how to perform a broad level of assessment using the vegetation classifications of AS 3959. The wildfire risk for the site has been duly considered in the specific context of the guidelines and AS 3959.

Bushfire attack level (BAL) assessment

Forest fire danger level (Figure 3): Extreme forest vegetation is found in several areas throughout the area. Forest vegetation within the site will be changed to low hazard standard or removed to allow for future development, resulting in the conversion of currently overgrown areas to low hazard standard or non-vegetated areas consisting of public roads and/or residential lots. Wildfire Danger Level (Figure 3): The extreme vegetation north of the plot 6 site is characterized by native shrubs and scattered young trees.

The grassland vegetation outside the site will not be altered as a result of the LSP. Grassland vegetation within the site will be modified to a low-risk standard or removed to facilitate future development, which will result in the conversion of currently vegetated areas to a low-risk standard or non-vegetated areas consisting of public roads and/or residential areas. Areas without vegetation such as roads, streets, existing residential buildings and areas with mineral soil in and around the site are excluded in accordance with clause 2.2.3.2 (e) of the AS.

Existing maintenance regimes for all existing non-vegetated areas around the site are assumed to continue in the long term based on current land uses and management agreements and/or proposed future land uses. Most of the classified vegetation within the site will be removed or modified to achieve low threat in accordance with section 2.2.3.2 of AS 3959. Areas outside the site within areas of public open space and private lands that have been identified as threatened low will continue to be managed and/or considered to achieve a low threat (in accordance with section 2.2.3.2 of AS 3959) based on existing maintenance regimes and/or under the City of Swan Fire Notice .

All classified vegetation outside the developer's landholding is assumed to remain in its existing condition into the future and will therefore remain a bushfire risk to the site. Land to the south of the site is part of the developer's land holdings and is assumed to be maintained to provide 100m separation from bushfire prone vegetation. A foreshore area has been designated associated with St Leonards Creek, located in the central part of the site.

Assessment outputs

This BMP provides an outline of mitigation strategies that will ensure that an acceptable solution and/or performance-based control system can be adopted during planning and development in the area for each of the wildfire protection criteria detailed in Appendix 4 to guidelines (WAPC and DFES 2017). As part of future development, it is likely that an 'acceptable solution' will be able to address the purpose of all four bushfire protection criteria as part of future development within the area. A1.1 Construction location Based on the results of the Bushfire Hazard Level (BHL) assessment, the development (ie future residential buildings) within the site will be located in an area exposed to a low or moderate bushfire hazard level and will therefore be able to meet the criterion.

The BAL outline plan (see Figure 6) indicates that the majority of the site will be able to achieve a BAL rating of BAL-29 or less. Based on the location of future revegetation associated with the St Leonards Creek foreshore area and the wetland area in the northern part of the site, some areas of the site are subject to a BAL rating exceeding BAL-29. A2.1 Asset Protection Zone The structure plan, through the placement of public roads, public open spaces and/or the depth of urban areas, provides adequate separation to enable a BAL rating of BAL-29 or less to be achieved for future habitable buildings across the majority of the site.

This is especially true for the northeastern part of the site, where BAL-29 is exceeded in areas of future residential development. A3.2 Public Road Existing public roads within the site and surrounding area and proposed new public roads can and will comply with the minimum standards set out in Appendix 4 of the Guidelines (WAPC and DFES 2017) or as agreed with the City of Swan and include a minimum 6m wide carriageway the surface. While cul-de-sacs should be avoided in bushfire-prone areas, a single cul-de-sac is proposed in the northeastern part of the area.

Given the location of the site in an urbanized area and its connection to the wider road network, this cul-de-sac is still considered an acceptable solution. No private driveways longer than 50 m are proposed as part of the structure plan or probably based on the proposed urban development. A3.6 Emergency access road As the proposed structure plan accommodates several access roads, emergency access roads are not required as part of the proposed development of the site.

Where existing parts of the public space are maintained, it is assumed that management continues to a low-threshold standard in accordance with section 2.2.3.2 of AS 3959. The City of Swan publishes a Firebreak Notice annually to provide a framework for bushfire management in the city. The City of Swan may enforce this notice in accordance with section 33 of the Bush Fires Act 1954.

In addition, Section 33 1(b) also provides the City with additional power to order landowners to undertake works to correct conditions conducive to the outbreak or spread of bushfires. All landowners of future plots will be required to comply with the Fire Break Notice as published, which for residential plots is likely to include ensuring that the property is cleared of all flammable material, except for live standing trees, and ensuring that grass height is no longer. than 5 cm. The proposed school is located more than 100 m from bushfire hazards in the post-development scenario (thus subject to BAL-LOW) and does not require specific construction in accordance with SPP 3.7.

Provide a copy of this BMP to the appropriate decision makers in support of approval of the proposed structure plan. Prepare a new/revised BMP in accordance with SPP 3.7, the Guidelines and AS 3959 to support future subdivision applications based on the proposed detailed layout and taking into account existing bushfire hazards or those that will be present after development. Avoid cul-de-sacs and hatchet plots where possible or, where used, ensure compliance with the general requirements outlined in Table 4 and Appendix 4 of the Guidelines or as agreed with the City of Swan.

Separation distances should be in accordance with the minimum distances described in Table 3 of this BMP for the corresponding vegetation plot/classification, or as determined in subsequent BMPs/BAL assessments. Comply with the City of Swan Firebreak Notice until subdivision progresses, including providing firebreaks at least 3m wide and keeping grass fuels short, for residential land larger than 25,000m2. Monitor the fuel load of vegetation on private landholdings against the requirements of the City's Fire Protection Notice (and/or existing maintenance regimes described in this BMP) and liaise with relevant stakeholders to maintain fuel load at minimum/appropriate fuel levels.
