Council received Gateway Determination on 16 February 2017 to proceed with a planning proposal to prohibit animal boarding or training establishments from the RU6 Transition zone. This is in response to a number of complaints regarding amenity impacts associated with animal boarding or training establishments over a sustained period of time in the RU6 Transition zone. This land use is now considered to be beyond the effective management of development controls within the context of the RU6 Transition zone. Accordingly, it is considered that animal boarding or training establishments can no longer operate in a manner consistent with the objectives of the RU6 Transition land use zone and should therefore be prohibited.
It should be advised that any existing or approved animal boarding or training establishments located within the RU6 Transition zone will not be affected by this planning proposal. It simply ensures any future animal boarding or training establishments can now only be permitted with consent in the RU1 Primary Production or RU2 Rural Landscape zone.
Delegation for making of the LEP has been issued to Council under the Gateway Determination.

generAl ApprovAl – pile BUrning For BUsHFire FUel mAnAgement Council resolved at the meeting of 14 February 2017 to grant approval under clause 13(2)(a) of the Protection of the Environment (Clean Air) Regulation 2010 for the burning of dead and dry vegetation on the premises on which the vegetation grew.
The approval applies only to:
• Land zoned Rural RU1, RU2, RU3 and RU6, under The Hills Local Environmental Plan 2012;
• On allotments greater than 4,000sqm in area;
• On an allotment that contains an approved dwelling; and
• Land located outside the Sydney Fire District (Fire & Rescue NSW Area).

proposeD temporAry roAD closUre – terry roAD, Box Hill In accordance with Section 115 of the Roads Act 1993, it is intended to temporarily close Terry Road, Box Hill between Old Pitt Town Road and George Street to vehicle traffic for approximately six weeks commencing 6 March 2017. Through traffic will be detoured onto Mason Road.
The purpose of the road closure is to assist the road works associated with a subdivision in Terry Road.

sUBUrB cHAnges on exHiBition – proposeD reAlignment AnD nAme cHAnges For pArts oF Kellyville, BellA vistA AnD BAUlKHAm Hills Council is currently exhibiting proposed suburb boundary realignments and naming of two new suburbs in the Kellyville, Bella Vista and Baulkham Hills localities.
The proposal as recommended would create a new ‘North Kellyville’ suburb, a new
‘Norwest’ suburb, extend the Bella Vista suburb to the north and make corresponding changes to the boundaries of Kellyville and Baulkham Hills suburbs.
The proposal is reflective of the growth and development occurring within the Kellyville/Rouse Hill, Balmoral Road and North Kellyville release areas. The changes recognise the development of North Kellyville as a locality distinct from Kellyville and the anticipated growth of new communities within proximity of the stations of the Sydney Metro Northwest. The proposed changes take into consideration guidance, criteria and principles provided by the Geographical Names Board of NSW.
