INDICATORS FOR VICTO- RIA'S AIR QUALITY - A SEMINAR

As part of the review of the State Environmental Protection Policy (The Air Environment), the Victorian Environmental Protection Authority released its "Draft Recommendations on Class 1 Indicators" (EPA Publication 405). ACM and the Clean Air Association of Australia and New Zealand held a free seminar on the draft recommendations at ACM on Wednesday 20 April 1994.

WHAT IS ENVIRONMENTAL DUE DILIGENCE?

The court found that the third director as the on-site manager, director and vice president of the company,. The Chief Executive Officer (CEO) of Bata Shoe Organization (International) and Chairman of the Board of Directors of Bata Industries Limited was the director with the least personal contact with a particular factory. He visited the site once or twice a year to review the facility's operations and performance goals.

Despite the absence of written records (which, according to the court, made it very difficult for the director to establish due diligence), the court found that the director had established a defense and was not guilty of the alleged crimes. The judge emphasized that the profile is the one that exists at the time of the crime. Directors should be aware of the standards of their industry and of other industries dealing with similar environmental pollutants or risks.

It must be said that there is nothing surprising in this part of the judgment.

Black swans, the rare great grebe and the red-headed spot are just some of the birds seen at the Wellard. The project's success was demonstrated in 1992 when Wellard received the Wildlife Habitat Enhancement Council's "Highest Habitat" certification and an Environmental Excellence Award from the WA Department of Minerals and Energy. Long-range mine plans show that the mine area has been restored to match the existing original landscape, with a lake established near the western edge of the coalfield.

The agricultural lands provide accessible areas to monitor the impact of the refinery on its immediate environment. This method involves reducing the moisture content of the mud to about 50 percent and then pumping it to the disposal area, where it is spread over a large area to promote rapid solar drying. The second potting line installed at Point Henry in 1969 was one of the first in the world to be fitted with this design.

Carbon anodes, which are an integral part of the melting process, shrink to about a quarter of their size during their three-week life in the melting pot and are then recycled in the process of producing new anodes. Currently, there is no commercial technology for recycling spent vessel cathode lining, although the industry is currently investigating a number of options. An indicator of the program's effectiveness can be gauged by the conversion of approximately 66 percent of the designated landfill to Portland wetlands habitat and the abandonment of the facility to build a new general landfill in Portland. Point Henry, which will positively impact the development of wetlands at this location.

The Alcoa Landcare project is not part of the company's commercial operations, but is a community outreach project designed to make the company's resources and operating experience available to local land care initiatives. The five-year, $6.5m Landcare project ($5 million in Western Australia and . $1.5 million in Victoria), aims to raise awareness of the practical measures that can be taken to correct land degradation. Sponsorship of the Woady Yaloak project, which tackles salinity, silt and erosion problems across an entire catchment.

The development of the Altona petrochemical complex, beginning in 1959, saw the growth of an important new market for Mobil - raw materials for the chemical industry. The introduction of the new LO-CAT system will also provide Mobil Altona with the flexibility to refine a variety of low to medium sulfur crude oils, opening up alternatives to Gippsland light crude as the main feedstock for the factory.

PRODUCTION PROCESSES AND PRODUCTS

Mobil's refinery in Altona, Victoria, is about to commission a new sulfur recovery plant that will improve air quality and help meet future Victorian Environment Protection Authority State Environment Protection Policy (SEPP) requirements. The installation of the state-of-the-art LO-CAT (Liquid Phase Oxidation or H2S Catalysed) facility is part of Mobil's ongoing modernization program that expands the refinery's long-term crude oil recovery options and meets the environmental requirements of both local community as well as regulatory authorities. . Mobil is committed to modernizing the Altona refinery, continuing to invest in new technology to serve the growing gasoline and diesel fuel markets and meeting requirements for new products such as unleaded gasoline.

HYDROGEN SULPHIDE PRODUCTION AND DISPOSAL Hydrogen sulphide is a large component of a refinery's 'sour gas streams' - most of it coming from the 'cracker' and catalytic hydrodesulphurisation unit. In addition to the law and by-laws, the refinery has its own licenses for use. LO-CAT will allow the refinery to recover 99% of the H2S that would otherwise be burned in the H2S incinerator.

Upstream improvements to the Amine unit will improve the reliability of the gas supply to the LO-CAT and improve its performance. With LO-CAT in operation, the refinery's total sulfur oxide emissions will be reduced to 20% of the current EPA license limit. Shutdown of the SRU for low-sulphur oil caused the unit's operation to become unreliable, despite several major modifications.

BENEFITS: EFFICIENCY, ENVIRONMENT, COMMUNITY The LO-CAT SRU is a good example of the application of BAT (EA) - best available technology, economically feasible - with widespread benefits. In addition to being a key component of the Refinery's phased modernization program that began 18 months ago, the new LO-CAT Sulfur Recovery Unit is another example in a long tradition of the Mobil Altona Refinery's environmental improvement initiatives. The Community Liaison Committee, made up of representatives from the EPA, the Altona and Wiiliamstown Councils, the community and Mobil, was instrumental in developing and updating the EIP.

The primary role of the Community Liaison Committee is to review the Refinery's progress against the goals and objectives of the EIP program. The centerpiece of the Refinery Modernization Program, the new liquid catalytic cracker, which is scheduled to replace the thermophoretic catalytic cracker in 1997, will also contribute to improved environmental performance by significantly reducing dust emissions.

ENVIRONMENTAL AUDITING IN THE REAL WORLD

Four key indicators were selected by ACAP as being of potential concern in the Altona area (shown in Figure 1). Other anemometers are installed in the area (at DOW and Kemcor Olefins (formerly APC) in the complex and also at the Mobil refinery). However, it is highly unlikely that this increase will result in the detection threshold being exceeded.

Details of the toxicological and epidemiological studies underlying the dose response factors mentioned above can be found in the references cited in the text. The concentrations of benzene, acrylonitrile, 1,3-butadiene and styrene in the ambient air were determined based on the dispersion modeling outlined earlier. Other time may be used elsewhere in the Altona area or outside the Altona area.

The predicted ambient acrylonitrile air concentrations (annual average) in the Altona residential areas range from 0.015 μg/m3 at Altona Meadows to 0.15μg/m3 at the boundary of the Altona North residential area. The preliminary risk estimates for average conditions at each of the three residential areas report values ​​that are in the general order of the nominal acceptable risk thresholds. Non-carcinogenic health impacts may also be associated with relatively low-level exposure to acrylonitrile in the ambient air.

The purpose of this paper is to provide a 1992 snapshot of particulate lead in major population areas in New South Wales to assess the effectiveness of future lead emission controls. There is no seasonal trend in the Oberon data and the small peaks appear to be due to meteors. Lead concentrations are hundreds of times lower in rural areas than in the Sydney metropolitan area.

This surface accounts for 79% of the variance in the data and is statistically significant at the 0.002 level. In summer it can rise to 6, while in winter it is close to the theoretical value (2.1) calculated on the basis of the composition of petrol sold in the Sydney area. Loss of hydrogen bromide can occur as a result of strong acids in the aerosol.

Large variations, both spatially and seasonally, were observed in the concentration of lead in air particles <2.5 μm in diameter. In the food and beverage industry, nanotechnology will have a number of important applications, e.g. the fractionation, separation and purification of food ingredients, and monitoring for food contaminants and toxins. The operation of the wind farm and its turbines is controlled by computer software in the Esperance power station.
