3. LOCAL EMERGENCY MANAGEMENT COMMITTEE MEMBERSHIP LIST

The list of the Committee’s current Members and Observers was circulated at the meeting for updating.

4. ADOPTION OF MINUTES OF LOCAL EMERGENCY MANAGEMENT COMMITTEE MEETING HELD ON MONDAY 26th FEBRUARY 2019

A copy of the minutes is attached.

Recommendation: The Committee adopt the Minutes of the LEMC Meeting of 26th February 2019.

5. OUTSTANDING MATTERS FROM PREVIOUS MEETING Nil actions

6. REGIONAL EMERGENCY MANAGEMENT COMMITTEE MEETING

Since the last LEMC meeting there has been one REMC meeting at Blacktown International Sports Park on Friday 14th June 2019. The LEMO was unable to attend as he was on leave.

The REMO provided a verbal report on the main issues discussed which included a presentation by Blacktown City Council and Infrastructure NSW on the Hawkesbury Nepean Flood Strategy. Mention was also made of Exercise Deerubbin which involved a major flood event on the Hawkesbury Nepean.

Recommendation: The verbal report from the REMO be received.

7. SYDNEY METRO NORTHWEST

As the Committee would be aware, the Sydney Metro Northwest officially commenced operation on Sunday 26th May 2019. Despite some reported minor issues, the Metro is proving to be a great success with about 70,000 customer journeys each weekday.

David Screen from Metro Trains Sydney (MTS) provided a further update on the project.

To date more than 2 million passenger journeys taken averaging at about 70,000 per day.

Despite some sensational media coverage, operations have been relatively incident free.

There have been no significant security issues although there was one after-hours incursion into the stabling years and one into the tunnels at Epping. That incursion was assumed to be an ‘urban exploring group’ who made their way on foot along the tunnel to Cherrybrook in the early hours of the morning where they left. Trains were not running at the time.

Recommendation: The report on the Sydney Metro Northwest project be received.

8. EMPLAN

As indicated at the previous meeting, amendments to the EMPLAN were made to include two new primary schools and two new aged care facilities that have opened within The Hills Shire.

Further amendments will now be required to include the six new railway stations on the Sydney Metro Northwest as well as specific Consequence Management Guides (CMGs) to cover rail emergencies.

Assistance has been sought through the REMO for copies of similar CMGs that would have been prepared by other LEMCs that have underground or above ground rail systems within their areas.

Once that information has been received, a further update of the EMPLAN will be undertaken.

For some time now there have been discussions taking place with the AASFAC regarding the need for a Consequence Management Guide for truck rollovers that may occur within the Shire regarding animals. A risk assessment has been undertaken by the LEMO in accordance with the Risk Analysis and Evaluation Methodology in the Committee’s Emergency Risk Management Study. The assessment has indicated that the risk of such an incident within The Hills Shire is Low (Likelihood – Unlikely and Consequence - Minor). Therefore based on advice from the AASFAC, a CMG is not required.

Michael Lathlean advised the committee that he had requested copies of a railway incident CMG from other LEMCs so that one can be included in the next review of the EMPLAN.

9. TRAINING

As Members and Observers are reminded at all LEMC meetings, details on all emergency management training courses can be found on the Office of Emergency Management website at the following link:

Nominations for attendance at any of the courses can also be made through the website.

Recommendation: The information on training be received.

12. DATE OF NEXT MEETING
