The Employment Lands Direction will provide an overall strategic context for the planning and management of employment lands in the Shire and their development and growth to 2031. The guidance sets out six key directions to give Council and stakeholders a clear strategy to protect and manage the employment of Shire lands and meet the needs of the community. The provision of suitable land for employment is necessary to balance the Shire's urban growth and to facilitate economic development.

The Employment Lands Direction provides Council, the community and developers with a clear strategy for the future planning and management of employment lands and development and growth to 2031. The unique character, history, location and size of the Hills Shire, together with ever-changing economic conditions present many challenges to the planning and management of working grounds. This is consistent with the decentralization of employment across the city and demonstrates the increasing importance of centers and employment opportunities outside the Sydney CBD.

Context

It forms the NSW Government's response to the findings of the Employment Lands Task Force which met throughout 2006. The Council's role in addressing the North West Sub-Regional Strategy actions in relation to employment countries includes:-. The Employment Lands Direction will support, but not replicate, the strategies and actions contained in the other guidelines.

The Baulkham Hills Development Control Plan (BHDCP) currently provides detailed controls to guide the development of employment land within the Shire. The Employment Lands Directorate will replace the 1998 Employment Lands Survey and form the new strategic direction for employment land planning and development in the Shire. The Employment Lands Directorate complements and supports the Economic Development Framework and takes into account the land use and employment needs of the Shire.

The Employment Lands Direction has been prepared based on a review of state government policies, including the Metropolitan Strategy and Draft North West Sub-Regional Strategy. An Employment Lands Demand analysis was finalized by consultants Hill PDA in November 2008 to inform the development of the Employment Lands Direction.

Structure Plan

Findings

The spatial distribution of key employment activities is shown in the Urban Plan. The widely recognized success of the business park concept in Norwest provides a springboard to attract and retain businesses in the Shire. Although the said land competes with employment land in the hills, there are some industrial areas that work in harmony with the industrial areas on the Shire border.

Key direction RL4 in the Local Strategy seeks to investigate opportunities to encourage the development of agritourism and promote the Shire as a place for rural-based tourism. Achieving the continued growth and diversity of local businesses is critical to the future development of the Shire's economy. Over 60,000 people within the Shire's workforce currently travel outside the Shire for work.

Between 2006 and 2031, retail trade, services, construction, accommodation and wholesale will account for four of the five largest industries for employment growth in the Shire. However, these industries are unlikely to match the prevailing skill sets and demographics of the Shire's resident workforce. The extent of activities, especially in residential areas, such as the area of ​​the area used;.

Land and uses within the 'B5 Business Development' zone must be characterized by the characteristics as set out in the 'Hills Shire Centers Typology and Hierarchy' in the Centers Direction. Therefore, the urban plan emphasizes the need for strategic planning in the vicinity of Hills Center station. Some of the building stock is generally aging, making it feasible to renovate the area in the future.

The Integrated Transport Direction will further explore opportunities to improve access to and use of the North West Transitway. This survey is not yet available to provide input into planning for this part of the Shire. The proximity to Rouse Hill's main center would complement the function of the Box Hill Industrial Precinct.

The extension of the North West Transitway along Windsor Road beyond the Rouse Hill Major Center would ease accessibility to the Box Hill Industrial Precinct. In the running of a company, there are many opportunities to integrate sustainability into the daily activities and the overall culture of the workplace.

Key Directions

There are many benefits associated with concentrating as much as possible the development of working land in defined areas. Clear definition and protection of working land through LEP and land use decision-making is the most important. These competitive advantages offer significant opportunities to increase the Shire's attractiveness as a place to do business.

The prestige of the Shire is one of the main advantages of the area. High-quality design of buildings and public domain contribute to the creation and maintenance of the prestigious image of the Shire. Ensuring that the Shire's employment grounds are attractive and competitive requires investment in infrastructure, especially transportation and telecommunications.

The Employment Lands Direction supports the Council's commitments in the Hills 2026 Community Strategic Direction, promoting the Shire as a destination for new businesses and visitors. Revitalizing employment grounds has a number of benefits, such as improving opportunities to align employment grounds with industry needs, making better use of existing services and infrastructure, and ensuring that the building stock meets the technological needs of modern companies. In the longer term, the usage intensity along this route should be taken into account to maximize the use of this public transport infrastructure.

The Box Hill Industrial Estate offers an opportunity to design new jobs in the Shire. Further work by the State Government on employment land in growth centers includes an employment and retail strategy, which is not yet available to provide detailed input and display of district planning documents for the Riverstone West district. We will monitor the outcome of the "Sustainable World in the Hills" project in order to assess future funding opportunities.

The timely delivery of public transport is important to support the development and continued economic viability of the Shire's employment base. Strategies to achieve this include working with local bus companies to secure bus routes to connect workplaces and residential areas and lobbying for investment in public infrastructure. This will include the delivery of strategic bus corridors and expansion of the North West Corridor.

Where employment land is located close to residential development, there is a need to ensure that amenity issues such as noise and access are carefully managed. Early incorporation of heritage items into employment land planning will help maintain cultural links with the Shire's past.

Rural District Strategy Prepared as part of the Rural District Survey and adopted by the Council in August 2003. Structure plan The structure plan provides a graphic representation of the written text of the local strategy and illustrates where growth and change will occur in the Shire.
