2015–2016 COMMuNITy GRANTS PROGRAM
Each year, Council calls for submissions for its annual grants program. Applicants must be not-for-profit organisations with projects that require seed-funding for a successful outcome and community benefits.
The annual grants program closed for judging at the end of March and as such the criteria from each submission has been matched with Council’s priorities and evaluated accordingly. Submissions are also marked against the specific criteria for the program.
Recommended projects that are to receive their requested funding from Council’s grants program can be viewed on Council’s website www.thehills.nsw.gov.au and public submissions to the Program close on 29 May 2015.

HAVE yOuR SAy – 2015–2016 DRAFT HILLS SHIRE PLAN
The Hills Shire Council is calling for the community to view and comment on the draft 2015–2016 Hills Shire Plan – a five-part document that provides the framework by which the organisation plans to operate during the next financial year.
The Executive Summary document provides a snapshot of the five documents which make up The Hills Shire Plan.
The Hills Shire Plan consists of the following five documents:
• Hills Future Community Strategic Plan;
• 2013–2017 Delivery Program;
• 2015–2016 Operational Plan;
• 2015–2016 Resourcing Strategy;
• 2015–2016 Fees and Charges.
The Community Strategic Plan ‘Hills Future’ sets the long term strategic direction for the Hills Shire and was prepared after extensive community consultation.
This document is structured around five themes. These themes reflect the highest priority issues raised by the community. Under each theme there are various outcomes. These reflect what the community wanted. What Council will do to deliver the outcomes is reflected under the strategies. Effectiveness of these will be measured by the quality of life measures identified.
The delivery program responds to the Hills Future Strategic Direction and its main purpose is to communicate what Council will deliver to the community over its four-year term and it is updated each year with any new actions that are required.
The operational plan sets out in detail the activities Council proposes to carry out in the next financial year and will be contributing to achieving the Council outcomes under each theme.
Resourcing Strategy consists of the Long Term Financial Plan (LTFP), Asset Management Strategy and the Workforce Strategy. Long Term Financial Plan details all the financial policies upon which the LTFP has been prepared and it contains the operating statement, balance sheet, cash flow statements for the next 10 years.
It also shows how the budget result reconciles to the operating surplus. The Asset Management Strategy under the draft Resourcing Strategy outlines all capital improvements Council plans to carry out in 2015/2016 and an indication of what is planned for the next three years. Also included is a schedule of draft Fees and Charges proposed for the next financial year.

The 2015–2016 Hills Shire Plan will be on public exhibition from Thursday, 30 April 2015–Friday, 29 May 2015.

DRAFT VOLuNTARy PLANNING AGREEMENT TO SuPPORT AN ADOPTED PLANNING PROPOSAL, 11–13 SOLENT CIRCuIT, BAuLkHAM HILLS A draft Voluntary Planning Agreement (VPA) has been prepared for monetary contributions to active open space land acquisition and embellishment, community facilities land acquisition and embellishment and traffic signals (intersection of Solent Circuit and Norwest Boulevarde) in association with a Planning Proposal for 11–13 Solent Circuit, Baulkham Hills (17/2013/PLP) which was adopted by Council on 9 December 2014.
The planning proposal facilitates the redevelopment of the land for a mixed-use development of up to 20 storeys comprising commercial floor space and approximately 240 residential units. The planning proposal will be finalised following the exhibition and adoption of a VPA for the land.
As the land is not subject to a Contributions Plan, the VPA will ensure that a reasonable contribution towards local infrastructure is made based on the estimated population of a future development.
