I have the honour to present to you the report of the Gardens Point Study by the Joint Queensland Institute of Technology (QIT)/Brisbane City Council (BCC) Working Party.

Gardens Point is an area of historical and contemporary importance to the city of Brisbane and the state of Queensland. It contains Parliament House, Old Government House, QIT, Queensland Conservatorium of Music, the Morgue and the City Botanic Gardens which are a major outdoor park/recreational area.

This study examines in detail a wealth of site and attitude information bearing upon the interrelationships between component parts of the Point. It recommends strategies and designs that treat the area as a totality.

Volume 1 of the report sets forth an analysis of the peninsula with recommendations on opportunities for use, rehabilitation and development. Volumes 2 and 3 contain User Studies conducted for the study, and geological, horticultural, and other reports and references.

The recommendations are included in section 5, and if implemented, would make the Point area a focus of recreational and tourist activity.

1 . I N T R O D U CT I O N

Ga rdens Poi n t , w h i ch i n cludes Pa r l iament H ou se , O l d Govern ment House , ed uca tional esta b l ishments and the C i ty Botan i c Ga rden s , is at the hea r t of the C i ty of B ri s bane adjacent to the centra l bus iness d i strict. It i s a n a rea of g r eat h i sto r i ca l and horti cultu ral s i g n i fi cance and conta i n s feat u res that relate d i rect ly to the foundat i o n of the city; fo r exam p l e the city Botan ic Ga rdens was establ ished in 1 82 8.

T he g a r dens conta i n a w i de variety of plants , i nclud i ng a rare col lecti on of pa l m s and fi g s , many of h i sto rical i nte rest.

S i nce the a rea conta i n s Pa r l iament House , the Ga rdens a re w idely recog n i sed a s the setting fo r the Queen s l a n d seat of gove rnment and have an i mporta nt s i g n i ficance on a State w i de bas i s. S i m i la rly Old Government House , t h e head q ua rte rs o f t h e Queen sland National T ru st , i s a state-w i d e focus fo r the p rese rvation of h i sto r i ca l bu i l d i ng s. For many yea rs the a rea has a l so contai ned educational esta b l i shments. T he p resent esta b l i shments are a sma l l specia l i sed Conservato r ium of Music ( Q C M ) and a major I n st i tute of Technology ( Q I T ) .

Over the l a st few yea rs sig n i fica n t cha nges have occu r red i n the natu r e and extent of u se of the area . The Ga rdens have experienced g reat changes i n the i r use as the major outdoo r pa r k / rec reat ion a rea in the central city. On the one hand the much la rge r B r i sbane commu n i ty cont i n ues to look u po n the Ga rdens as a haven of peace and t ranqu ility. On the other hand , major concerts and othe r entertai nments have changed the pattern of u se.

Q I T is now a very la rge commu n i ty of 1 0 ,000 stud ents and staff conta i n i ng one of the la rgest state i nvestments i n tech nology and t ra i n i ng. T h i s has associ ated prob lems of accommodation , t raffic , pa r k i ng and the movement of peo p l e as well as the outdoo r rec reat ional need s of a la rge body of you n g Queenslande rs.

Loo k i ng to the futu re , p rob lems of traffic and pa r k i ng w i l l be accentuated by the g row i ng popu lation of the c i ty and of the Q I T.

I n recog n i t i on of these p roblems , B ri sbane C i ty Counc i l ( B C C ) requested Q I T to car ry out a deta i led study of the a rea. T h i s repo rt is a d i rect res u l t of that request.

The Ga rdens Point Study was ca r r ied out in the period Janua ry to Decembe r 1 9 8 4. T he need to esta b l i sh an accu rate data base both of g eolog i ca l , ho rt i cu ltu ral , topog raph ica I and t raffic flow i n fo rmat i on , and of commun ity pe rce ptions and att i tudes to the Ga rdens defi ned the prel i m i n a ry stage of the study. T h i s pre l i m i nary stage requi red i n put from a l a rge n u m ber of Q I T academ i c de pa rtments. I t was fol lowed by a p l a n n i n g and design stage w h i ch was ca r r i ed out by the QIT Depa rtment of Plann i ng and Lan d scape A rch i tectu re and res ul ted i n an overa l l development st rategy.

This development st rateg y resu l ted from an ana lysis of the various prel i m i n a ry stud ies and a physical an alysis of the site.

A com p rehensive p l a n n i n g and d e s i g n b rief to g u ide decision m a k i ng by a l l l a n d ho l de r s and authorities contrail i ng deve lo pment w i t h i n and adjoi n i ng the study area ( State Wo rks , Mai n Roads , Port Autho rity , B C C , QIT , etc ) ; Phys i ca l a n a l ytical studies identi fy i ng problems a n d potenti a l s w i th i n and a round the s i te based on cu r rent p l an n i ng ;

O n e or more ove ra l l plan n i ng / d e s i g n strateg i es;

An exhi b i t w ith w h i ch to obta i n government and pub l i c respo n se w h i c h w i l l enable identi fi cation o f a n act ion plan fo r d e s i g n and i mplementation.

In o rder to rea l i se the fu l l potential of Ga rdens Poi n t , further stu d i es w i l l be req ui red.

T he wo rk conta i ned i n the report and attachments has been p repared by academic staff and postg rad uate stu d ents of QIT. Mu ch of the wo rk resu l ted from student p rojects which fo rmed rea l -world exe rci ses iden tified by the study. T h i s is an essen tial com ponent of the p rofessional t ra i n i ng offe red by QIT. Howeve r , these students p rojects a r e closely supervi sed by p rofession a l ly qual i fied membe rs of staff. I n particu la r , student w o r k i nc l uded in thi s report has been p rofessiona l ly authenticated by academic membe rs of staff.

The study has comb i ned work from many d i sc i pl ines w i th i n QIT and the B C C. These d i sc i p l ines have wo rked u nde r the d i rect ion o f the P roject Team and repo rted to the W o r k i ng Party w h i ch i s comp r i sed of representa t i ves of the B C C and QIT. The area cons ide red was the enti rety of Ga rdens Point , south of Al ice Street , i nclud i n g Q I T , Q CM , the C i ty Ga rd ens ( O l d Botan ic Ga rdens ) , the B C C n u rse ry and othe r lands under the control of va r ious State authori ties such as the Morg u e and the M a i n Roads area to i ts i mmed i ate no rth and south. The Pa r l iament House p recinct was con sidered for i ts existing cha racte r and the use i t gene rates but no proposa l s were made for wo rks w i th i n i ts bou n d a r i es. Where areas o r re latio n sh i ps beyond the i mmedi ate study area were shown t o have a major i nfl uence on the successfu l develo pment and use of the Poi n t , p roposa l s were extended to i nc l ude them. These a reas i nc l ude i n pa rticu l a r , A l bert Street , A l i ce Street and the r i ve r.

Approach

T here are no v i s i to r g u i d e s i g n s a t criti ca l i n tersections or add ress poi n ts on s i te app roaches.

Th ere are no s i m p l y i d entifiable and acces s i b l e entrances to each of the th ree majo r a reas i. e. the Ga rden s , Q I T, Pa rl iament House.

T he area i s not se rved by spec i fi c bus o r fe r ry prov1s1o n s w h i c h l i nk i t to the maj or bus networks and nea rby rive r­

s i d e deve lopments.

Internal Connections

The lack of speci fic entra n ce courts and the evident access restr ictions to Q IT cau ses bott le-necks and frust ration to v i si to rs.

The r idge on w hi ch QIT i s bui lt creates a physica l ba r rie r fo r access between the ea st and west of the pen i n s u l a.

The BCC nu rse ry , the Mo rgue and the QIT ma intena nce wo rkshop create phys ica l ba r riers between the con t i nuous areas of low-l y i n g land w h ich ring the ridge and con seq uently rest rict com p rehen s i ve p l a n n i ng.

Noise

The fences and cars w h i ch r i n g Q I T and d i vide Pari iamen t Ho use from the Ga rdens rei nforce t h e sepa rat i on o f the major areas of the pen i nsula.

The South East Freeway gene rates t raffi c noise w h i ch affects the enti re western fri nge of Q I T and the low-ly i ng a reas between.

A l i ce Street t raffic noise a l ready affects the Ga rdens a reas i mmed i ate to it. Th i s i n fluence w i l l be i nc reased w i th i nc reased use of A l i ce Street and by any el evat i on of it.

The music of the FREEPS conce rts dom i nates the enti re Ga rd ens area w hen they are bei ng held , red u c i n g the u se of the Ga rde n s for pa ssi ve rec reation.

I t is l ocated as d escribed ( En t rance Sequence ) w i th i n the Ga rdens Core and is a focus fo r fa ci l i ties for that part of the site i. e. kiosk , exh i bition sto re , g a rden store , i n formation and toi lets. I t i s the s i ng le majo r reference point and as such pe rforms a symbo l ic as well as practical fun ction. The Lake

The La ke i s proposed speci fi ca l ly to prov i de a focus and theme to the Gardens. The natu ral d epression i n the Centra l a rea accommodated a l ake u n t i l 1 937 a n d it i s proposed that it be re-esta b l i shed here i n an extended form , w i th i ts sou rce i n the ra i nforest and a series of d i fferent l a ke a reas extend i ng as a l i n k i ng element through to the

Fo rmal Ga rdens.

T h e Avenue formation has deterio rated over time w i th the death of some trees. The proposed B u nya P romenade i s a fo rma l wa l k oriented a rou n d the pi nes w hich wou ld be i n co rporated a s a land scape element in the H e r i tage T ra i I.

The Riverside Walk

The riverside i s p roposed as a focus of pedestrian activity w i th a variety of t reatments and foci strung a l ong i ts l ength so that i t ach ieves the status o f a maj or p romenade w i th i n the city. The w a l k commen ces a t t h e Yacht Faci l ities B u i l d i n g w he re there wou l d be the fer ry , refreshments , v i ewpoi nts , boating act i v i ty and toil ets. I t proceeds a l ong a formal promenade exten d i ng the forma l g ardens to the wate r and fro n t i ng the yacht moo r i n g s a rea. Towards the Gardens La n d i n g the wa l k becomes l ess forma l i sed w i th g rassy emban kments exte n d i n g the Ga rdens cha racter. It then proceed s to the i nterp retive zon e w here there a re boa rdwa l k offshoots throug h the mangroves and the ra i n fo rest. These wou l d be a n notated w ith exp la natory boards about the i r natu ra l h i story. The w a l k moves throug h the c l osed 'forest' of mang roves and vegetation a rou n d the Poi n t w he re it open s to the view s of the c l i ffs and b ri d ge. It then proceeds to the Common and barbecue a reas associated with the existing fig avenue and Q I T land i ng w here it faces the South B a n k.

The Interpretative Zone

The Gardens a rea changes cha racter i n i ts sout hern section w he re i t i n corporates the l ess cu lt ivated vegetation of the mang roves and the p a l m g rove ( "ra i n forest") . B oth of these elements prov i d e the opportu n i ty fo r a s i g n i fi ca n t t ra n s i t ion zone between the Garden Core a n d the more act i ve u se a rea s of the Poi n t. I t i s proposed that the ra i n forest is extended over the sl opes , becom i n g the sou rce of the l ake and i n co rporat i n g an e l evated wa l k w h i ch wou l d connect the riverside promenade w ith the ridg e. The mang roves add to the

"natu ra l " orientatio n of t h i s a rea. The i n terp retati ve fu nction wou ld be a i med not on ly at the gene ra l pub l ic but a l so at schoo ls w he re the natu ra l a rea wou l d prov i d e a contrasti ng focu s with the heritage a reas of the Garden s , Pa rl i ament House and O l d Government House.

The Hill

The t:�rea of the existi ng Cu rators Cottage provides one of the most d ramatic out looks ove r the Ga rden s , river and city. I t i s a l so a confi ned space w hich must pos i tively l i n k the Ga rdens and the Poi nt if the two a reas a re to be pe rce ived as parts of a n overa l l rec reation

With i n the G a rdens it is proposed that a l l paths be con structed t o accommodate serv i ce and secu rity veh i c l es on a rest ricted access ba s i s w i th entrances from Al i ce St reet and Doma i n Place to the cen tral and lowe r g ardens levels.

There is no vehicu l a r access to the G a rden s from the rid ge.

The Amphit heatre and Common a re serv i ced by the resu r faced restri cted access road beyond Doma i n P l ace.

Pedestrian Access

The pedest r i a n network i s esta blished as a com b in at ion of d i rect , leve l l i n ks across the major ba rriers of the ridge and A l ice St reet and less d i rect 'expe rientia l' c i rcuits and promenades. The com bination of easy access i nto the pen i ns u l a a n d sit i n g of a variety of pedest rian ( Bu nya wa l k, Ra i n forest , Amph i theatre etc ) experiences a s foc i a long the i nterna l network i s seen as a v i ta l con tribution to recreationa l u se. These a re the resta u ra n t and compou nded rec reation faci l ities ( ten n i s, sw i m m i n g poo ls etc ) . Strong resi stance to the concept of i solating parts of the pub l ic domai n for restr icted use was i nstrumental i n the deve l opment of the concept of rest ricting active u se a reas to the Southern G a rdens. The p reference fo r i n forma l u ses , a g a rden cha racte r and a g a rden w h i ch provi d ed for the population a t l a rg e rather t h a n exc l u s i ve u se g rou ps was strong l y exp ressed.

Resta u ra nts were perceived as exc l u s i ve add i t ions to the G a rdens a n d t h i s com bi ned w i th t h e physica l d i fficu lties o f prov i d i n g d ro p-off vehicle access to the most suitab le resta u rant sites led to the i r exc l u sion from the strateg y.

S w i m m i n g poo ls and cou rts were exc luded on the ba s i s that they wou l d i n t rod uce fences , bui lt structu res and pavements i n to an a rea perceived p r i ma ri ly as a ga rden. Shou ld they be prov ided i t i s proposed they a re i n corpo rated w i t h i n the new bui l d i ng areas.
