It was the beginning of one of the most interesting chapters of my entire professional career. Directly I will tell you something about the problems that it was necessary to face as an architect. There are many different cabin arrangements on the Orcades to suit individuals and families. INDUSTRY CO\GRESS

The industry as a whole is totally opposed to government interference in private industry as a general principle and particularly in relation to the construction industry and is of the opinion that the undertaking by the government of a housing scheme, without full provision being made for the employment of enterprise private, would constitute direct interference with private industry and would be contrary to the best interests of the community.". The application of these powers would cover approximately 70% of the population of the State of Victoria as applied to persons earning up to £260 per annum. It explains the Victorian Construction Industry Congress legislation which creates certain obligations which include the principle of a representative Sectional Association and a proper credit procedure.

This legislation has been unanimously approved by the entire Construction Industry, but many parts of the Construction Industry have failed to implement it and as a result the Council is precluded from even considering Registration in all cases. The report of the Credit Bureau was considered to be of such importance that the Council made it available to all associations and drew their attention to the requirements contained therein, namely: —. a) That candidates are selected with reservations if they meet the conditions of sale within three months. The Board of Governors takes this opportunity to express its great pleasure at the successful work of the Bureau of Credit of Congress, the operation of which has reached a high level of efficiency, as evidenced by its skilful contribution to the work of the Registration Commission.

The reception which has been given to the matter of the First Records by the Building Industry and the press, especially in other States of the Commonwealth, is a source of encouragement and confirms the action of Congress in this forward step toward the stated objects of the Building. Industry. The Concrete Association of Victoria applied for and was accepted for membership of the Bureau during the year, and the Secretary of that Association (Mr. G. O'Malley) has been appointed its representative on the Credit Bureau Committee. The information available to the Credit Bureau shows that the Construction Industry as a whole has, at the present time, assumed a maximum credit risk which has never been recorded before.

Building Regulations Committee.—The terms of reference governing the appointment of the Building Regulations Committee are as follows:—. a) To draw up a standard building by-law suitable for adoption by cities, towns, districts and districts in the State of Victoria. To take any action deemed necessary to promote the wider use of the Standard Arrangement for Building Regulations. The Standards Committee of Congress, working in close collaboration with the Standards Association of Australia, has decided to undertake a survey of existing standard specifications applicable to the construction industry, with a view to encouraging their wider use.

Testing and research facilities. — In response to requests made to Congress on behalf of the Secondary Industries' Testing and Research Committee, appointed by the Federal Government, the Congressional Council considered the matter. , and as a result it is strongly of the opinion that a very. The Council examines the comparative costs of building materials over a number of years and information on these will be published from time to time for the information of the industry.

BOARD OF ARCHITECTURAL EDUCATION

Creating a sense of confidence and security in the public mind in its dealings with the Construction Industry is of vital importance, both to the industry as a whole and to its individual members. Special attention is drawn to the fact that during the years 1936-37 the amount was spent on housing construction. It is of importance and value to note that, contrary to general belief, the prevailing average prices at the present time are considerably lower than normal.

Statements recently made in the press and elsewhere that the prevailing cost of building materials and wages are abnormal are diametrically opposed to the actual situation.

Thomas Chippendale, the great 18th century furniture designer and maker, was caught up in this phase. His was obviously suitable mahogany furniture, but he lived to see the beginning of the satinwood era introduced by the Adam brothers. It was from his book, The Cabinet Maker's and Upholsterer's Guide that most of the furniture attributed to his name was copied.

The backs of these chairs were often decorated with garlands of wheat ears or with a decorative use of feathers by the Prince of Wales. Thomas Sheraton's designs also followed those of the Adam brothers with an inclination towards the French styles. His later work was in the style of the French Empire and he is known for his combination and inventive pieces, which fit into the small apartments of the London merchants.

From the Sheraton to the decadent machinery of the 19th century is a gap bridged by the style we know as "Regency", where the French Empire styles were absorbed by today's English. A group of Sheraton and Regency period mahogany and rosewood furniture set in a reconstructed room taken from a residence built in Richmond, N.S.W., in 1810. THE USES OF ANTIQUES IN AUSTRALIA It was pure coincidence that any 18th-century antique came to this country.

Antique furniture of any period sought primarily by the collector must be in good original condition, with intact patina and must be representative of the best work of its era. The outdoor life here is not conducive to an intense study of the interior beauty of the house, and this prob-. In Australia there is no such thing as an antique dealer profession, as in other parts of the world.

The later discovery of frequent frauds, whether deliberate or due to ignorance, did not help to establish a market for the sale of genuine antiques of the period. In Australia we have nothing but copies of what has been achieved in France, England, Germany and America. Modern design is still passing through the experimental phase, but the best of it will survive to express the spirit of our age. If we fall short of a traditional approach to interior architecture, I am sure that modern designs, judiciously chosen, are infinitely preferable to the monstrous ugliness of cheap period furniture.
