As mentioned above, Málaga businesses employ approximately 15,419 workers, and of these staff are residents of the City of Swan. A total of 85% of Malaga's workforce is supplied by the City of Swan or its surrounding local government areas. An assessment of the retail needs of the City of Swan (Essential Economics, 2011) identified that almost 20% of retail expenditure within the city can be attributed to this emerging sector within Malaga.
A Retail Needs Assessment for the City of Swan, carried out by Essential Economics in 2011, identified that the "captured expenditure" on retail in the City of Swan by out-of-town residents was approximately $470 million. This large spend on "home maker" retail has been in line with the recent housing boom seen throughout Perth, and confirms the importance of this new sector of Malaga's economy to the wider economy of the City of Swan. The City of Swan and Malaga and the Districts Business Association are actively involved in promoting Malaga as a place to do business.
It seems most occupiers are finding ways around the lack of high speed broadband, however the issue of security still remains despite the creation of the Malaga Crime Management Forum. The Malaga Crime Management Forum was established in 2005, led by the Malaga and Districts Business Association, with crime intelligence and assistance from Kiara Police, and financial and administrative assistance from the City of Swan. The forum has received funding from federal sources and initiatives led by the City of Swan to provide support to the business district to reduce crime, resulting in a safer and more secure community.

Engage and educate residents and the business community about waste reduction and recycling and why it is necessary and beneficial to the community. These can not only be unpleasant to the smell and appearance of the area, but can be potentially harmful to health in contact with the skin, eyes and lungs. The City of Swan Biodiversity Strategy 2005 defines the task of conserving local biodiversity and aims to achieve this by setting targets for the conservation of the natural environment through local planning policies.
The commercial nature of the small makes the issue of waste interesting to address. Noise from certain industries, as defined in the Environmental Protection Act 1986, is dealt with by DEr officers, while others are dealt with directly by the City of Swan. The City of Swan also has standard conditions associated with development assessment approvals that require noise from activities to be kept to a reasonable level.
The City of Swan's Sustainable Environment Strategy (2012) states that the City will work internally and with partners to monitor and improve the efficiency of the use of natural resources such as groundwater and drinking water and non-renewable energy sources, and to also support and implement development of sustainable alternatives. By working with local businesses to carry out energy and water efficiency audits, the City of Swan aims to educate the business community on where changes can be made to improve their own efficiency, and therefore the overall health and sustainability of the natural environment that supports Malaga. In addition, the council seeks to engage with local businesses and public transport providers to improve the availability of alternative modes of transport and provide safer cycling and walking routes that get people out of their cars and onto bikes and on foot.

Develop and agreement (and communication channel) with the Swan River Trust and Department of Water to develop management plans for rivers, tributaries and communities to tackle water quality issues. While this discussion paper is being consulted, a review of the Malaga parking implementation strategy is being carried out in parallel. The next version of Malaga's parking strategy will cover the period 2015 to 2019 and a further evaluation will take place in 2018. Although these suburbs are connected by public transport, 85% of Malaga's working population live in the town of Swan and neighboring towns to Malaga (Census data 2011), more than 95% of employees drove to Malaga (Edith Cowan University Malaga Business review 2008), indicating relatively low use of public transport.
As public transport is available for use, behavior needs to be influenced to achieve the desired public transport adoption, and this can be achieved through education, incentives for employers or the aforementioned establishment of a public transport hub in Malaga. If this project were to come to a successful conclusion, there could be opportunities for further public transport connections from this new interchange. Success of change in street parking habits in line with the Malaga Parking Implementation Strategy 2011.
The State Government's public transport plan Public Transport for Perth 2031 is mainly focused on the central core of the Perth Metropolitan Region, neglecting to focus on other employment areas in the city (such as Hazelmere and Malaga). Without prioritizing transport from outlying residential areas such as Ellenbrook to the key (Midland Strategic Metropolitan Centre) and industrial centers there is a reduced capacity for self-sustaining employment in Swan City. Subject to the initiation of the Malaga Parking Strategy, Swan City will develop a landscape management plan for the Malaga area.

Attendees and respondents showed support for the city's Malaga Parking Enforcement Study and for greater enforcement of parking compliance. The implementation of the Malaga Parking Strategy, including improved signage and marking will allow for greater enforcement by the City's Parking team and the Compliance section. The city has a strong relationship with the MDBA, and this will continue in the future.
The City of Swan has undertaken an ongoing program of water testing in stormwater catchments throughout the area. The City's Compliance (Operations) team is currently working to clean up inappropriate signs in the Malaga local area. The city works with the police and the MDBA through the Malaga Anti-Crime Forum to reduce crime.
Businesses with excess waste have been known to dump the waste directly off their property and assume that someone (ie the City) will pick it up and dispose of it. The implementation of the Málaga Parking Strategy, including improved signage and marking will allow greater enforcement by the City's Parking team. MCMF is looking to upgrade its CCTV network and the City will continue to support this.
