The transition from childhood to adulthood is a crucial stage in a young person's development, as they begin to create their own lives, goals and identities. The strategy is based on the principles of the City's Community Strategic Plan (SCP) and Site Management planning. The strategy will be supported by an Internal Resource Forecasting Document to be prepared by the Municipality that will inform day-to-day business planning.
Responsibilities for all relevant units will be monitored and reviewed as part of the City's corporate business planning process. The strategy establishes a clear vision and commitment to young people in MOL for the positive promotion of young people and their role in the community. Labadje mesto (city) defines young people as those between the ages of 12 and 25.
In response, the City has developed a Youth Strategy to guide future planning for the delivery of basic services and infrastructure that promote positive youth development through to 2036. The strategy will be periodically reviewed to ensure it is relevant and remains up to date. -date. The city is a 'young' local government area, with young people representing approximately 19% of the city's population (ABS Census, 2016).
Significant growth in this cohort is expected, particularly in the Urban Growth Corridor, Ellenbrook, Bullsbrook and Gidgegannup. Capturing young people's perceptions of youth development in the community was key in developing the strategy; the culmination of significant existing and new consultation and collaboration. It recognizes and responds to the needs of young people and establishes the role of the city in planning, developing, enabling and providing services for young people.

The outcomes of extensive consultation and engagement with young people and youth service providers undertaken previously and as part of the preparation of this Strategy by the City are provided below. This feedback was critical in identifying the key issues and values of young people and is the basis for the development of strategies and actions in the Youth Strategy. The City has a strategic role in identifying gaps in youth service delivery and implementing necessary services and infrastructure.
The SCP states that the city currently facilitates and supports youth development in various ways within the organization, as described below.

The City recognizes its responsibility to adapt it to suit the needs of the community and improve the social health and well-being of young people. The City recognizes that young people are exposed to situations within this stage of human development that pose risks to all facets of life. Young people are often faced with overcrowding and a lack of diverse housing opportunities such as intergenerational homes.

The city recognizes the importance of equipping young people with education and training skills to shape their future. There are opportunities for young people to access employment and education in emerging IT/knowledge economies.
Art development can have a positive impact on the cognitive, behavioral and social development of young people. The success of the city's arts and culture programs (such as the Hyper and GrafFix programs) reinforces the importance young people attach to creative activities. The city will continue to embrace the culturally diverse community in the city by continuing these types of youth arts programs and youth events and activities.
