Principles for Local Government

The object of the principles for Tweed Shire Council, as set out in Section 8 of the Local Government Amendment (Governance and Planning) Bill 2016, is to provide guidance to enable council to carry out its functions in a way that facilitates a local community that is strong, healthy and prosperous.

Guiding Principles for Tweed Shire Council (1) Exercise of functions generally

The following general principles apply to the exercise of functions by Tweed Shire Council:

(a) Provide strong and effective representation, leadership, planning and decision- making.

(b) Carry out functions in a way that provides the best possible value for residents and ratepayers.

(c) Plan strategically, using the integrated planning and reporting framework, for the provision of effective and efficient services and regulation to meet the diverse needs of the local community.

(d) Apply the integrated planning and reporting framework in carrying out their functions so as to achieve desired outcomes and continuous improvements.

(e) Work co-operatively with other councils and the State government to achieve desired outcomes for the local community.

(f) Manage lands and other assets so that current and future local community needs can be met in an affordable way.

(g) Work with others to secure appropriate services for local community needs.

(h) Act fairly, ethically and without bias in the interests of the local community.

(i) Be responsible employers and provide a consultative and supportive working environment for staff.

(2) Decision-making

The following principles apply to decision-making by Tweed Shire Council (subject to any other applicable law):

(a) Recognise diverse local community needs and interests.

(b) Consider social justice principles.

SUMMARY OF REPORT:

This report seeks Council approval of receipt of grant funds through the 2018 Gordon Darling Travel Grant Global, for the Curator Margaret Olley Art Centre and Collections Manager, to the value of $11,676 (inclusive GST). The grant funds cover the costs associated with international travel to France and accommodation in France to conduct research during July and early August 2018 for an exhibition project at the Tweed Regional Gallery and Margaret Olley Art Centre regarding expatriate Australian artist Fred Jessup (1920 – 2007) and Margaret Olley (1923 – 2011).

Approval is also sought from Council for Curator Margaret Olley Art Centre and Collections international travel to France in July and early August 2018.

RECOMMENDATION:

That Council:

1. Accepts a 2018 Gordon Darling Travel Grant Global, to the value of $11,676 People, places and moving around

Centre and Collections to travel to/from France in July and early August 2018 to conduct research for an exhibition project at the Tweed Regional Gallery &

Margaret Olley Art Centre regarding expatriate Australian artist Fred Jessup (1920 – 2007) and Margaret Olley (1923 – 2011).

REPORT:

The Curator Margaret Olley Art Centre and Collections Manager is currently researching expatriate Australian artist Fred Jessup (1920 – 2007) to curate an exhibition, for the Margaret Olley Art Centre regarding the art, life and friendship of Margaret Olley and Fred Jessup.

Meeting in Sydney in the mid-1940s Olley and Jessup became life-long friends. Jessup lived and worked in Europe from the late 1940s until his death in 2007. Despite the geographical distance between them, they remained close – Olley visited Jessup numerous times in Espondeilhan and Jessup visited Olley in Sydney and Brisbane. On one such occasion Olley and Jessup travelled along the Tweed River together. As they travelled they worked on ink and watercolour sketches of the Tweed River – such sketches will be included in the resulting exhibition.

To date the Curator’s research has included liaison with members of the Jessup family as well as friends and associates of Jessup. The Curator secured the 2017 Alan Sisley Memorial Fellowship which enabled her to travel to Sydney for one week to conduct research in the Art Gallery of New South Wales Archives, to research family collections of albums and artwork, as well as to view artworks by Jessup held by Artarmon Galleries, Sydney.

To further this research during July and early August 2018, the Curate has been successful in securing a 2018 Gordon Darling Travel Grant Global (to the value of $11,676 inclusive GST) to cover the costs associated with international travel and accommodation. The research will occur in Paris and Espondeilhan in the South of France. In Paris the Curate will meet with Arnaud de Saussine (brother of the heir of Jessup’s Estate); visit locations in Paris that Olley painted and lived in; and visit numerous artist studio museums. In Epsondeilhan, the Curator will document and research Fred Jessup’s home studio, which remains unaltered since his death in 2007. The Curator will also take the opportunity to visit the Cezanne Studio Museum in Aix-en-Provence, the Matisse Museum in Nice and the Morandi Museum in Bologna, Italy. Cezanne, Matisse and Morandi were influential to Olley’s practice and the industry practices of these museums present an outstanding professional development opportunity the role of Curator of the Margaret Olley Art Centre.

Upon the presentation of a detailed proposal, the Tweed Regional Gallery Foundation Ltd has generously agreed to fund the photographic documentation aspect of this project, to the value of $7,000. Renowned Australian artist and photographer Greg Weight will travel to Espondeilhan to photograph the home studio of Fred Jessup, echoing the suite of photographic works held in the Tweed Regional Gallery collection by Weight of Olley’s home studio in Sydney. The photographic series will also provide a vital reference to any future re-creation of Fred Jessup’s studio to be used in exhibition highlighting the friendship and similarities in practice of the two artists.

The Foundation’s financial support of this project highlights their ongoing support of the professional presentation, scholarly and artistic pursuits of the Gallery’s program, also promoting the work of the Gallery staff and Australian artists.

$11,676 (inclusive GST), from the Gordon Darling Foundation for Curator Margaret Olley Art Centre & Collections Manager to conduct international research for a major Gallery exhibition project and approves the international travel component for Council staff member to travel to/from France in July and early August 2018.

2. That Council does not accept a 2018 Gordon Darling Travel Grant Global, to the value of $11,676 (inclusive GST), from the Gordon Darling Foundation for Curator Margaret Olley Art Centre & Collections Manager to conduct international research for a major Gallery exhibition project and does not approve the international travel component for Council staff member to travel to/from France in July and early August 2018.

CONCLUSION:

Council’s approval and receipt of funds from the Gordon Darling Foundation for this travel grant will allow Curator Margaret Olley Art Centre and Collections to undertake crucial research, in situ, on an innovative and scholarly project that will promote the work of Australian artists and enhance the Gallery’s professional reputation, and by association, the leadership of Tweed Shire Council. This project will also provide an extraordinary professional development opportunity for a member of Council’s staff.

COUNCIL IMPLICATIONS:

a. Policy:

Corporate Policy Not Applicable.

Noting in the 2018/2019 Annual Report will be required as international travel by a staff member is a reportable item.

b. Budget/Long Term Financial Plan:

1. Grant funding of $11,676 inclusive GST from the Gordon Darling Travel Grant Global will cover the travel and accommodation costs.

2. Regular salary costs from the Gallery’s recurrent budget.

c. Legal:
