WRITTEN QUESTION Mr Higgins to the Chief Minister

Overseas Travel to Japan, Korea and China

In relation to the international trade, engagement and investment mission to Japan, Korea and China in October and November 2016:

a) Please advise the outcomes achieved to date in terms of strengthening the economy and creating jobs that can be attributed to this overseas trip.

The visit to Japan, Korea and China in October 2016 was the first international mission for the Chief Minister and reflected the importance of these countries as key economic partners.

The purpose of the mission was to introduce the new Chief Minister, the Government's vision for engagement in the region, to welcome and promote investment and trade opportunities, and to provide certainty and confidence to existing investors of a smooth transition from the previous to current Government.

In Japan, the Chief Minister met (among others):

MrYosukeTakagi, State Minister, Ministry of Economy, Trade and Industry, and also a major shareholder of the INPEX Corporation (18.94%).

The Chief Minister reinforced his Government's commitment to INPEX and the lchthys LNG Project to ensure its success and also enable it to grow its LNG business in the Northern Territory for our mutual economic benefit.

Mr Toshiaki Kitamura, President and Chief Executive Officer, INPEX Corporation. The Chief Minister reinforced his Government's commitment to INPEX and the lchthys LNG Project to ensure its success and also enable it to grow its LNG business in the Northern Territory for our mutual economic benefit. The Chief Minister also participated in a signing ceremony for the:

o Optional Development Lease: extension of the expiry date by 15 years to June 2036 to provide certainty for the long-term development and expansion of the lchthys LNG Project and provide ongoing investment opportunities for the Northern Territory, and

o Industry Participation Plan: recommitment ensuring ongoing local business and employment opportunities arising from the project during the 40+ years of operation of the lchthys LNG Project.

Mr Masakazu Ikefuchi, Deputy Director General, Ministry of Agriculture,

Forestry and Fisheries (MAFF). The purpose of the meeting was to progress

opportunities for agriculture investment in the Northern Territory, particularly

for food production and development of supply chains to Japan. Specific

opportunities identified included soy beans, asparagus and barramundi.

Hosted a business roundtable luncheon with key senior business leaders from Japan at the Australian Ambassador's residence. The purpose was to understand current and future trade and investment opportunities and what the Government can do to facilitate those opportunities. Companies included:

INPEX, Chiyoda, JGC, Mitsui, Itochu and SMBC Group.

In Korea, the Chief Minister met (among others):

Mr Inho Lee, Deputy Minister for Trade, Ministry of Trade, Industry and Energy. The purpose of this meeting was to directly engage and establish relations with the Korean Government and promote future areas of mutual economic cooperation.

Mr Harry Park, Executive Vice President, SK E&S. The purpose of this meeting was to provide certainty for SK E&S for its continued development of offshore oil and gas tenements (Caldita and Barossa) as a potential backfill supply source for the Darwin LNG project operated by ConocoPhillips.

Visited the Samsung Shipyards in Goeje at the invitation of both Shell and INPEX to visit their offshore platform assets. The site visit enabled a deeper understanding of both projects, their size, complexity and importance to the companies, and to the Northern Territory in growing new business and employment opportunities.

In China, the Chief Minister met (among others):

Mr Tong Daochi, Assistant Minister, Ministry of Commerce. The purpose of this meeting was to directly engage and establish relations with the Chinese Government and promote future areas of mutual economic cooperation.

MrYangQing, Executive Vice President, State Grid Corporation.

The purpose of this meeting was to provide confidence and certainty for State Grid's investment into the Northern Gas Pipeline project and ensure a smooth transition from the previous to current Government.

MrXiaGeng, Vice Governor, Shandong Provincial Government.

This meeting established relations with the provincial Government underpinning the Northern Territory investment relationship with Landbridge that is based in Rizhao City (Shandong Province). It also reinforced the synergies between China's Maritime Silk Road and the Northern Territory's Northern Australia Development Agenda.

Rizhao Economic Forum. The Chief Minister led the Northern Territory's largest ever international trade and investment mission to Rizhao.

The 93 strong delegation comprised government, business, industry and media and successfully profiled the Northern Territory's growing business, trade and investment opportunities. A proposed reciprocal economic forum is being planned in Darwin and Alice Springs for later in 2017 to continue to promote and facilitate increased business, trade and investment outcomes.
