East Ward – Description of Changes
With Council losing the area south of M2 Motorway to City Of Parramatta Council as part of the Stronger Councils/Stronger Communities Program, the following changes are proposed:
1. The northern boundary will commence at the intersection of Windsor Road and a point just west of Washington Place. It will follow the SA1 boundaries adjacent to White Cedar Drive, Facer Court and Ashford Avenue up to its intersection with Carrington Road and then follows Carrington Road until its intersection with Showground Road. The boundary will follow Showground Road until it turns right into Warwick Parade. It will follow Warwick Parade up to its intersection with Cecil Avenue and then follows Cecil Avenue going east towards Old Northern Road.
The boundary then runs south along Old Northern Road where it turns left into Francis Street until its intersection with Orange Grove. It will follow Orange Grove then turns right into Cecil Avenue and follows Cecil Avenue up its intersection of Crane Road. The boundary will follow Crane Road and then follows the SA1 boundary south of Acer Glen and then into Telfer Road/Telfer Way and follows the SA1 boundaries west of Amberwood Way and Glen Road up to its intersection with Castle Hill Road.
2. It is proposed that the southern boundary of East Ward will be at the intersection of M2 Motorway and Pennant Hills Road and then follows the M2 Motorway until its intersection with Windsor Road, Baulkham Hills.
3. The western boundary will commence at the intersection of M2 Motorway and Windsor Road and then follows Windsor Road until a point just west of Washington Place.
4. The eastern boundary will commence at the intersection of Castle Hill Road and Glen Road and then follows Castle Hill Road until its intersection with Pennant Hills Road.
The boundary will continue along Pennant Hills Road and ends at its intersection with the M2 Motorway.
Summary
1. East Ward will include the former Central Ward area bounded by Windsor Road, the SA1 boundaries adjacent to Washington Place, White Cedar Drive, Facer Court, Ashford Avenue, Carrington Road, Showground Road, Warwick Parade, Cecil Avenue, Old Northern Road, Francis Street, Orange Grove, back into Cecil Avenue, Crane Road, the SA1 boundary south of Acer Glen, Telfer Road/Telfer Way, the SA1 boundaries west of Amberwood Way, Glen Road, Castle Hill Road, Highs Road to a point just south of Jacana Place, Excelsior Creek and M2 Motorway.
Central Ward – Description of Changes
As Central Ward is bordered by East, West and North wards, this ward will be impacted by changes in the other wards, in most cases the description of proposed changes will mirror reverse the descriptions used in describing other Ward changes.
There is an opportunity to rectify an unusual boundary to reduce confusion on Election Day. It is proposed that the area currently in West Ward bounded by Acres Road/Marella Avenue, Geewan Avenue and James Mileham Drive are added to Central Ward.
It would appear that a logical northern Central Ward boundary would be Samantha Riley Drive.
The changes proposed are described below:
1. The current northern boundary of Central Ward that commences at the eastern end of Wrights Road then follows Cattai Creek, then follows the eastern tributary of Cattai Creek then into Delavor Place, then into Greenbank Drive, then into Ferncliffe Road, then into Farmridge Way, then into Fullers Road up to the intersection of Old Northern Road, Castle Hill/Glenhaven is proposed to be amended.
It is proposed that the boundary commence at the intersection of Windsor Road and Samantha Riley Drive. The boundary will follow Samantha Riley Drive until its intersection with Green Road and then follow Green Road up to its intersection with Cattai Creek Drive. It will follow Cattai Creek Drive until its intersection with Duncraig Drive then into Craigmore Drive where it will follow the SA1 boundaries that is south of Cattai Creek Drive then follows the natural creek boundary of Cattai Creek. The boundary turns east into Araluen Place then follows the SA1 boundary north of Delavor Place and Greenbank Drive before turning right to Evans Road. It will follow Evans Road then right into Grange Road then into Fullers Road up to its intersection with Old Northern Road, Castle Hill/Glenhaven.
2. The southern boundary of Central Ward mirror reverses the proposed East Ward northern boundary.
3. The eastern boundary of Central Ward will commence at the intersection of Fullers Road and Old Northern Road, Castle Hill/Glenhaven. It will continue south along Old Northern Road until its intersection with Castle Hill Road. The boundary will follow Castle Hill Road and ends at the intersection on Glen Road.
4. The current lower western boundary of Central Ward that commences at the intersection of Windsor Road and the M2 Motorway, Baulkham Hills is proposed to be moved at the intersection of Windsor Road and the SA1 boundary west of Washington Place.
It is also proposed that the western boundary of Central Ward will continue north along Windsor Road up to where it intersects with Samantha Riley Drive.
Summary
1. Central Ward will include the former West Ward area bounded by Showground Road, Windsor Road, Acres Road, Geewan Avenue, James Mileham Drive, Marella Avenue, Green Road, Morris Grove, Wrights Road and Cattai Creek.
2. Central Ward will include the former North Ward area bounded by Windsor Road, Samantha Riley Drive, Green Road, Marella Avenue, James Mileham Drive, Geewan Avenue and Acres Road.
3. Central Ward will include the area bounded by Grange Road, a section of Evans Road and the SA1 boundaries south of Fingal Avenue.
4. Central Ward will lose the area bounded by Highs Road to a point just south of Jacana Place, the SA1 boundaries along Excelsior Creek, M2 Motorway, Windsor Road, Landscape Street, Keene Street, Coronation Road, back into Windsor Road, the SA1 boundary adjacent to Washington Place, White Cedar Drive, Facer Court, Ashford Avenue, Carrington Road, Showground Road, Warwick Parade, Cecil Avenue, Old Northern Road, Francis Street, Orange Grove, Cecil Avenue, Crane Road, SA1 boundary south of Acer Glen, Telfer Road/Telfer Way, the SA1 boundaries west of Highs Road and Castle Hill Road.
North Ward – Description of Changes
The current southern boundary of North Ward commences at the intersection of Old Windsor Road and Windsor Road and follows Windsor Road then east into Acres Road, then left into Geewan Avenue, then into James Mileham Drive, then into Marella Avenue,
then into Green Road, then continues into Morris Grove until it turns east into Wrights Road up to its intersection with Cattai Creek.
Following on recent elector growth, the anticipated elector growth and the slower growth situations in Central Ward, most of the proposed changes will involve loss of area to Central Ward and West Ward.
The change proposed is described below.
1. It proposed that the southern boundary commenced at the intersection of Old Windsor Road and Windsor Road until it turns left into Samantha Riley Drive. The boundary then mirror reverses the proposed northern boundary of Central Ward.
Summary
1. North Ward will lose the area bounded by Green Road, Morris Grove, Wrights Road, Cattai Creek and the SA1 boundaries south of Cattai Creek Drive.
2. North Ward will lose the area bounded by Grange Road, a section of Evans Road and the SA1 boundaries south of Fingal Avenue.
3. North Ward will lose the area bounded by Windsor Road, Samantha Riley Drive, Green Road, Marella Avenue, James Mileham Drive, Geewan Avenue and Acres Road.
West Ward – Description of Changes
West Ward is bordered by the three wards and in most cases the description of changes will mirror reverse the description used in describing the other Ward changes.
The changes proposed are described below:
1. It proposed that the northern boundary commenced at the intersection of Old Windsor Road and Windsor Road. The boundary will continue south along Windsor Road and ends at its intersection with the M2 Motorway.
2. Earlier in this report (East Ward Description of changes, Part 3 and Central Ward Description , Part 4) information was provided that mirror reverse two of the changes to the West Ward boundaries.
Summary
1. West Ward will lose the area bounded by Showground Road, Windsor Road, Acres Road, Geewan Avenue, James Mileham Drive, Marella Avenue, Green Road, Morris Grove, Wrights Road and Cattai Creek.
2. West Ward will include the area bounded by Landscape Street, Keene Street, Coronation Road and Windsor Road.
CONCLUSION
The proposed changes to Ward Boundaries will lead to the following number of electors in each Ward based on the enrolment figures extracted on July 19 2016:

The percentage variation between the Ward with the highest number of electors and the lowest number of electors if the proposed Ward boundaries are adopted is 6.9%.
