Provisional Statements and Eligibility Reports
Purpose
To notify schools that Provisional Statements and Eligibility Reports for Year 11 and 12 students have been posted to the school’s secure website and are available for downloading until 15 November 2013.
Queensland Studies Authority (QSA) will not be distributing hard copies.
This is the last opportunity for Year 12 students to check Provisional Statements before the December certification.
Schools and students should check the information on these statements and reports to ensure the accuracy of Student Learning Accounts at this stage. Students need their 10-digit Learner Unique Identifier (LUI) to log into their learning accounts. Schools are reminded that it is their responsibility to ensure students have been issued a LUI. Students should also be encouraged to log in and activate their learning accounts prior to the release of Overall Position (OP), Final Position (FP) and final results in December
Background
The QSA is continuing the practice of providing Provisional Statements to Year 11 and 12 students.
Eligibility Reports are also provided to all Queensland senior schools to check student eligibility for the range of options contained in the Student Education Profile (SEP). These should be considered in conjunction with the Provisional Statement to provide maximum information and assistance for schools and students.
Schools should print Provisional Statements and distribute to all Year 11 and 12 students for checking of reported enrolments and demographic details. Each Provisional Statement has clear instructions attached.
Explanatory notes will accompany the Eligibility Reports to assist schools and students.
Information
It is crucial that all details recorded for certification are current and accurate. Any inaccuracies in enrolments not reported to QSA could result in a student not receiving a Queensland Certificate of Education (QCE), Senior Statement, Statement of Results, Queensland Certificate of Individual Achievement (QCIA) or Tertiary Entrance Statement. Anomalies can only be corrected by the relevant learning provider. Schools should also note the following:
• Schools should receive a Provisional Statement for all enrolled students.
• Schools should only report learnings that have been undertaken at the school.
• Details in the Student Learning Account and Student Data Capture System (SDCS) must coincide exactly so that data can be transferred from SDCS to SLIMS.
• Any approved relaxation of completed core requirements will not appear on these Provisional Statements.

What you need to do
Schools should promptly visit the school’s secure website to download Provisional Statements and Eligibility Reports for students. They will only be available until Friday 15 November 2013.
All teachers and senior students should be actively involved in checking the Provisional Statements and amend any inaccuracies or anomalies.
The Eligibility Reports should be thoroughly checked for all Year 11 and 12 students and any inaccuracies investigated and corrected as outlined in the Explanatory notes.
Schools should re-issue LUIs to all students who have not yet activated their learning accounts and encourage them to do so before final results and OPs are released online on Saturday, 14 December 2013.
If all directions have been followed and an issue cannot be resolved, report it to the QSA by email to [email protected] with a full explanation of the issue and the steps taken to try to resolve it.

Introduction
These student Provisional Statements are produced using the data in the student learning accounts that reside in the Senior Learning Information Management System (SLIMS). They include information from the QSA Student Data Capture System (SDCS): School Data Submission 3 of 14 October 2013.
Schools record enrolment and subject information via SDCS. This information is then transferred to the SLIMS database, where it can then be seen in the students’ learning accounts.
General remarks
School administrators should be aware that:
• enrolments appear on the Provisional Statement in the order: Core, Preparatory, Enrichment and Advanced. Within each of these categories the studies are listed under each provider
• any levels of achievement that have not yet been quality assured will not appear on the Provisional Statement
• completed VET qualifications should indicate ‘awarded’
• only competencies with an outcome of ‘SUCC’ will appear on the statement
• credits for studies completed interstate/overseas will appear once they have been formally recognised by QSA
• if information is missing from a student’s Provisional Statement then the details (especially name, gender and date of birth) should be checked in SDCS. Once corrected, the data will then be transferred to SLIMS
• credit for completion or partial completion of any course is not shown on these Provisional Statements
• they must not enter enrolment or result information on behalf of another provider unless a shared campus arrangement exists
• if a Provisional Statement does not exist for any enrolled student then the student must be asked to check their student learning account via Student Connect to see who is recorded as their Main Learning Provider. They will need their Learner Unique Identifier (LUI) and
password to do this.
What students should check
Students should check the details printed at the top of the Provisional Statement. If they are incorrect they must notify the school. The schools should make clear that if the details on this statement are incorrect, this will affect their Senior Education Profile (SEP). The name and address are crucial if students wish to receive their SEP. They should also check their eligibility for Field Positions (FPs). School administrators may need to explain the eligibility rules for FPs at this point. Checking their projected eligibility for a QCE is also essential.
Any updates or corrections should be entered into SDCS. These will be transferred to the learning account with the next data submission.

QCE eligibility
Types of learning that will appear on the Provisional Statement and which contribute to QCE eligibility include Authority and Authority-registered subjects, VET certificates and Recognised studies. Students should check their Provisional Statements to ensure all relevant learning appears.
Authority subjects and Authority-registered subjects
Authority and Authority-registered subjects studied for at least one semester should appear separately under the school heading.
Status
The number of semesters should be present. There should not be any result indicated unless the student has discontinued the course when transferring schools, in which case a provisional result should have been entered into SDCS. No results can be finalised until moderation processes have been completed at the end of Year 12.
VET Certificates
These enrolments appear under the heading Vocational Education and Training (VET) and then under each provider. The associated range of competencies appear in the appendix on a separate page. If a completed VET qualification provided by a registered training organisation (RTO) does not appear on a student’s Provisional Statement then the RTO should be contacted in the first instance. The RTO should then resolve the issue through its own reporting system.
Recognised studies and other learning
These results may appear under the heading of Preparatory, Enrichment or Advanced. If a result in a completed Recognised study provided by a Recognised study provider does not appear on a student’s Provisional Statement, then the Recognised study provider should be contacted in the first instance. The Recognised study provider should then resolve the issue through its own reporting system.
