Licensing and Approvals

Major Resource Projects – Works Approval Applications

In Quarter 4 2015–16 (the quarter):

 The Department of Environment Regulation (DER) decided 100 per cent (of four total) of major resource projects works approvals applications within 60 working days.

 Three new applications were received and two applications were not decided at the end the quarter.

 The average time for decisions was 35 working days.

Major Resource Projects – Licence Applications

In the quarter:

 DER decided 100 per cent (of one total) of major resource projects licence application within 60 working days.

 Six new applications were received and 11 applications were not decided at the end of the quarter.

 The average time for decisions was 34 working days.

Other Projects – Works Approval Applications

In the quarter:

 DER decided 86 per cent (of 23 total) of other project works approvals applications within 60 working days.

 Eleven new applications were received and 17 applications were not decided at the end of the quarter.

 The average time for decisions was 46 working days.

Other Projects – Licence Applications

In the quarter:

 DER decided 83 per cent (of 10 total) of other project licences applications within 60 working days.

 Seventeen new applications were received and 24 applications were not decided at the end of the quarter.

 The average time for decisions was 37 working days.

In 2016–17, targets will be adjusted to reflect the complexity of amendments, reported as either major amendments or minor amendments.

Works Approvals – Applications for Amendment

In the quarter:

 DER decided 57 per cent (of 21 total) of works approval amendment applications within 40 working days.

 Twenty-two new applications were received and 19 applications were not decided at the end of the quarter.

 The average time for decisions was 39 working days.

Licences – Applications for Amendment

In the quarter:

 DER decided 50 per cent (of 125 total) of licence amendment applications within 40 working days.

 One-hundred-and-sixteen new applications were received and 124 applications were not decided at the end of the quarter.

 The average time for decisions was 64 working days.

Native Vegetation Clearing Permit Applications

Applications Decided

In the quarter:

 DER decided 46 per cent (of 183 total) of native vegetation clearing permit applications within 60 calendar days.

 One-hundred-and-twenty-eight new applications were received and 122 applications were not decided at the end of the quarter.

 The average time for decisions was 78 working days.

Hectares Granted or Refused

In the quarter:

 Protracted complex matters were determined which resulted in a high number of hectares being refused.

 DER granted and refused 144 native vegetation clearing permit applications for a total of 4,541 hectares.

 There were 3,128 hectares refused (32 applications) and 1,413 hectares granted (112 applications).

Contaminated Sites

In the quarter:

 DER processed 98 per cent (43) of Form 1s within 45 calendar days.

 Forty-six new Form 1s were received and 16 were not decided at the end of Quarter 4.

 One Form 1 exceeded the timeframe this quarter by nine days.

Compliance and Enforcement Compliance Program 2015-16

In the quarter:

 DER carried out a total of 111 per cent (1,468) of the target inspections under the Compliance Inspection Program 2015–16.

Controlled Waste Licences

In the quarter:

 Eighty-six new controlled waste licence applications were received, with 100 per cent assessed within the 30 day statutory timeframe.

Enforcement Activity

In the quarter:

 DER finalised 97 per cent (432) of investigations within 60 working days.

 There were 661 new matters recorded and 314 open at the end of the quarter.

 The average time taken to finalise matters was nine days.
