SUMMARY OF REPORT:
This report outlines the Variations requested by the Superintendent during the structural remedial works presently being under taken at the Captain Cook Memorial and Lighthouse – Marine Rescue Point Danger Communications Centre.
The listed variations contained within this report will exceed 10% of the contract value. In accordance with recommendation No. 2 of the Tender Evaluation Report the approval of these variations is now outside the General Managers authorised delegation and requires Council approval.
RECOMMENDATION:
That Council approves the recommendation of the Superintendent appointed to administer Contract EC2014-044 Point Danger Lighthouse Repairs Stage 2 in relation to the listed variations contained within this report, as they accumulate to more than 10% of the contract value and fall outside the General Manager's authorised delegation.

REPORT:
The works being undertaken at the Captain Cook Memorial and Lighthouse – Marine Rescue Point Danger Communications Centre are progressing well and shall be finalised within the contract period.
The approved contract sum for the Contract is presently $132,627.18.
In accordance with the General Conditions of Contract the Superintendent has requested the Contractor to present a price for 2 Variations to the Scope of works. These variations are listed below with a brief description of their content. They were deemed variations to the Contract by the Superintendent as they were works that were not included or foreseeable in the original tendered documents.
Variation No. 1
Remove and replace existing concrete foot path. A mature Norfolk Pine exists in close proximity to the Memorial and Centre structure. The root system has caused the foot path to lift posing an unacceptable trip hazard that needs to be rectified.
Value $5,911 (inc GST)
Variation No. 2
Preparation of Engineering Report including concept design alternative for the Marine Rescue Pt Danger building that forms an extension to the Memorial structure. Works on site have revealed the concrete slab forming the ceiling of the building and viewing platform above has a limited life of 2 to 4 years. The Report will provide recommendations for temporary support including advice on ceiling lining and additional measures required to ensure that both can continue to be safely used in the medium term. The Report will also inform a further decision on the future of the building.
Value $10,164 (inc GST)
Total Value of Variations $16,075 (Inc GST)
As the original value of the contract was $132,627.18, the total values of the listed variations above exceeds the General Managers 10% delegation and are required to be approved by Council.
In accordance with our shared maintenance agreement with the City of Gold Coast (CGC) these variations will be met with a 50% contribution from the CGC.
OPTIONS:
Approve the Variations as deemed necessary by the Superintendent appointed to administer the contract.
CONCLUSION:
It is recommended by the Superintendent appointed to administer Contract EC2014-044, that the listed variations contained within this report are approved by Council as they

accumulate to more than 10% of the Contract Value thus fall outside the General Managers authorised delegation.

The General Manager is given delegated authority to approve variations up to 10% of the initial contract sum to a maximum of $150,000 and those variations be reported to Council following completion of the tendered works/services.
