DEFINITIONS

AFFILIATION, REGISTRATION AND MEMBERSHIP

The standard method of proof of age is: registered birth certificate, birth certificate, baptismal certificate, birth certificate or certificate or passport. If a player has played at least 3 games in the previous season, they cannot play until they provide proof of age.

Penalty for violation of the rule is a loss of points and credited with 0-3 score, and the opposition will win the match 3-0.

GENERAL FEES

Example: In A3, two (2) teams from one (1) Club Team, members cannot exchange even if one (1) team is in Division A and the other team is in Division B.

GRADING

PERMITS, TRANSFERS AND FIXTURES

The Record Secretary shall report to the Management Committee for investigation any club which plays against a player of a lower grade in a higher grade in the same venue as the lower graded team has suffered a loss by reason of the upgrading of that player. Regarding the Under Age grades, players are only eligible to play in a class based on their age (and not the order of the merit system as above). Only in exceptional circumstances can an overage player be registered in a lower age group with the approval of the Competition Committee (after consultation with the Under Age Committee).

If approval is given, the Competition Committee will monitor the player's progress in the lower grade, and the decision will be reviewed if there is a significant impact on the competition contrary to the intent of this clause. Regrading of players: The regrading of team members must be submitted in writing to the Secretary. The acceptance/rejection of the regrading will be sent in writing / email to the Club Secretary.

No player shall change from one (1) Club to another without the permission and consent of the aforementioned Club. No player may be transferred from one (1) Club to another playing the same grade during six (6) finals matches without the approval of the Management Committee.

MATCHES AND POINTS

Agreement must be reached between both Team Coaches and the Referees that playing conditions are satisfactory before resuming the match. Additional players may be added to the team with the condition that the majority of the players on the field are of the higher grade. The team leading on points at the end of the premiership round will be considered minor premiers.

A player nominated to defend the shoot-out may also be nominated to take a shoot-out. No substitutions/replacements other than those specified below will be permitted during the shoot-out competition. Team managers will sign the shoot-out competition form to confirm the nominations of the five players and the order of payers for the shoot-outs and send the form to the technical officer on duty.

If the shoot-out contest takes place after the conclusion of a match, the above procedures must be carried out immediately so that the first shoot-out can take place within five (5) minutes after the end of the match. A player who is still serving a disciplinary suspension by the referees or the technical bench at the time the shoot-out contest takes place or has been permanently suspended (red card) during the match leading up to the shoot-out contest may not participate in the shoot-out. A player who has been cautioned (green card) or temporarily suspended (yellow card) may participate in the shoot-out competition, even if the period of their suspension has not ended at the end of the match.

A coin is tossed; the team that wins the toss can choose whether to execute or defend the first shooting round. The goalkeeper/defensive player of the team taking the shot may be on the back line outside the circle. Five players from each shoot alternately against the other team's goalkeeper/defensive player for a total of ten (10) shots. a) The goalkeeper/defensive player starts on or behind the goal line between the goal posts.

The goalkeeper/defender commits an unintentional foul inside or outside the circle, in which case the shoot-out is retaken by the same player against the same goalkeeper/defender; A player may be suspended by a yellow or red card, but not by a green card during the shoot-out competition. If a player is suspended by a yellow or red card during a shoot-out match (including during an awarded penalty stroke):

Minor Premiers Trophy This trophy is awarded to the team(s) with the highest points total at the end of the competition rounds. PROTESTS AND CHARGES

Trophies that are damaged, lost or discarded will be replaced by the holder at the replacement value. In such event at the end of or after the first round the results shall count for each complete round during which such team has not notified the Secretary and thereafter any matches played or to be played shall be deemed forfeited . All sub-associations, clubs, teams of players or members who refer protests against other sub-associations, clubs, teams, players or members or report any violations of the rules or Hockey Laws must provide details to the Management Committee through the Honorary Secretary. thereof in writing by 17:00.

The Management Committee will decide whether the fee will be refunded to the protesting party or forfeited to the Association's Funds. When such protest is submitted to the Secretary in accordance with the rules, the following procedure will be observed. All sub-associations, clubs, teams, players or members bringing charges against other sub-associations, clubs, teams, players or members shall provide details in writing to the Management Committee through the Honorary Secretary.

The following procedure shall be followed whenever a charge is filed with the Honorary Secretary in accordance with the Rules. Page | 21 days from the day the Honorary Secretary receives the charge and decides what action to take. No member of the Executive or Investigating Committee, as the case may be, shall investigate any protest or charge made by or against any Sub-Association, Club or Team of which he/she shall also be a member.

All fines imposed and fees due shall be paid promptly and any Club that neglects to pay any fines imposed or fees due shall be ineligible to compete in any match until such fine or fee is paid, unless the Management Committee considers such negligence to be of a minor or temporary nature. No person shall be entitled to appear on behalf of a club, team or player before the Inquiry Committee unless he has been a playing member of the Association or Sub-Association for at least one (1) month prior to the filing of the protest or charge. Any appeal shall be in writing and shall be accompanied by an appeal fee of fifty (50) dollars of which ten (10) dollars shall be retained for the administration of the appeal and forty (40) dollars shall be refunded only if the appeal is completely . successful.

The appeal and fee shall be in the hands of the Honorary Secretary not later than ninety-six (96) hours after notice of the findings is received or deemed to have been received by the person, club or body concerned. The following procedure shall be followed whenever such appeal is presented to the Honorary Secretary in accordance with the rules. NB: While the appeal is being processed, all penalties and suspensions will be kept in abeyance pending the outcome of the appeal.

UMPIRES AND UMPIRES’ COMMITTEE SUBJECT TO CONTROL

COMMITTEE & INVESTIGATION COMMITTEE

The RHA Judiciary Committee meets as required to adjudicate matters referred to it. The RHA Management Committee ensures that suspensions imposed by the Judicial Committee are properly served. The Record Secretary will notify the RHA Management Committee of any breach of the penalties imposed by the Judiciary Committee.

At the Second Meeting of the Management Committee, the RHA Management, based on the proposed nominations, will elect the Judicial Committee. The chairman (or in the absence of the chairman at least one (1) of the vice-chairmen) will chair the meeting of the Judicial Committee. After receiving the notice, the Secretary of the RHA calls a meeting of the Judicial Committee to hear the charge.

In exceptional circumstances, the date and time of a hearing may be changed at the discretion of the Judiciary Committee. Judiciary Committee hearings will be held at the RHA Hall, Birdwood Park (Kalka Shades). Persons required to attend a Judiciary Committee hearing will be notified of the date and time of the hearing.

If this is not possible, written statements will be accepted by the Legal Committee. The Offender for the Judiciary Committee and their Club Secretary will be notified of the outcome of the hearing as soon as possible after the hearing. A report from the Judiciary Committee to the Management Committee shall be in writing, signed by all members of the Judiciary Committee and delivered to the RHA Secretary within two (2) days of the conclusion of the Judiciary Committee hearing.

The report contains details of the reasons on which the Judicial Committee's decision was based. Any party affected by a decision of the Adjudication Committee may appeal that decision to the RHA Board of Directors. The RHA Board of Directors can hear appeals against a decision made by the Adjudication Committee.

The Commission of Inquiry shall meet, as required by the RHA Management Committee, to adjudicate on all protests, charges and other matters referred to it that do not fall within the mandate of the Judicial Commission.
