RULES OF THE WESTERN AUSTRALIAN PURE BRED DAIRY CATTLE PRODUCTION RECORDING
SCHEME
Conducted by the Dairying Division, Department' of Agriculture, Western Australia as amended 22-4-66.
REVISION of these rules was necessary because of the amalgamation of the f i e l d work with that of Grade Herd Recording. Adjustments have been made to facilitate more expeditious handling of records in the Department's Head Office. Other minor changes have been made to b r i n g the rules into line w i t h present day practice.
(1) TITLE
The scheme shall be known as t h e Western Australian P u r e Bred Dairy Cattle Production Recording Scheme for milk and b u t t e r f a t production a n d for solids- not-fat percentage. However testing for solids-not-fat shall be a n optional extra.
(2) OFFICIAL YEAR
The Official year will commence on March 1st a n d end on F e b r u a r y 28th.
(3) APPLICATIONS FOR TESTING A f a r m e r desirous of h a v i n g his h e r d tested shall by t h e 31st J a n u a r y each year submit a n application on t h e appropriate forms AD23 a n d AD23A which m u s t be accompanied by t h e prescribed fees or Procuration Order.
An owner wishing to enter one or more cows as " B " class (see rule 6), which a r e exempted from p a y m e n t of fees for b u t t e r - fat test, should complete form AD24.
(4) ELIGIBLE COWS
Cows w h i c h a r e registered or accepted for registration in a recognised Herd Book or t h e Appendix of s u c h Herd Book will be accepted for t h e Official Scheme.
(5) IDENTIFCATTON
Any cow entered for test m u s t be i d e n t i - fiable to t h e satistfaction of t h e Chief, Division of Dairying, D e p a r t m e n t of Agri- culture.
The Testing Officer shall be supplied by t h e member with details including full name and ear tattoo, d a t e of calving, d a t e of birth, sire and d a m for each cow as it enters test.
A member shall, when requested by t h e testing Officer, place in t h e milking shed a list showing t h e description of all cows in t h e milking herd.
If t h e Officer is having difficulty recog- nising individual cows h e m a y request t h a t individual identification by b r a n d or other method be adopted, a n d t h e members shall accede to t h i s request. T h i s identification to be in addition to t h e e a r tattoo or p h o t o - graph acceptable t o t h e Herd Society.
(6) CLASSIFICATION
All milking cows in t h e herd m u s t be tested annually and all eligible cows p a s s - ing t h r o u g h t h e shed m u s t be tested each m o n t h . Such cows will be classified on receipt of t h e entry forms or a t t h e com- mencement of t h e first test as "A" or " B "
class.
The records of yields of " B " class cows will not be published or used in calculat- ing averages either for t h e h e r d or t h e
scheme as a whole.
The following cows may, w i t h t h e approval of t h e Chief, Division of Dairying, be classified as " B " class:—
(i) Cows which h a v e aborted, (ii) Sick cows.

(iii) Cows with permanently diseased or damaged udders or which pro- duce milk from less than four quarters
Cows in category (ii) and (iii) automatically become "A" class if they produce 100 lb. butterfat in the first four months of their lactation period.
(iv) Nominated Cows
(a) A nominated cow is one which calves normally but on entry to test is nomin- ated for culling. If such a cow is not out of the herd after three months of lacta- tion she shall automatically become "A" class.
(b) Heifers entering their first lactation are not eligible for nomination.
(v) Strippers: A stripper is a cow which calved more than 150 days prior to the first test or has al- ready completed a full lactation period but has not again fresh- ened. Strippers remain "B" class for the remainder of the lactation.
(vi) Cows more than 12 years of age at date of calving which have been tested for at least four lactation periods.
(vii) Heifers which have calved when under the age of eighteen months.
(7) FEES
Fees for Herd Registration, and for the estimated number of cows which will calve during the year, are payable in advance as under:—
Registration—
Thirty dollars ($30) annually for the testing year.
Per Cow—
(i) Butterfat two dollars ($2) for each "A" class cow.
(ii) Solids-not-fat two dollars ($2) for each cow whether "A" or
"B" class.
Debits for each cow will be raised as it enters lactation. If for any reason a herd is withdrawn from test, fees paid for any cow which has not calved will be refunded.
While fees are chargeable on a lactation basis, testing of all cows will cease at the
end of a testing year unless the owner elects to re-enter his herd for the subse- quent year.
(8) DUAL HERDS
Where a breeder owns more t h a n one herd or desires the Recording to be carried out at more t h a n one centre, each shall be considered a separate herd and fees payable accordingly. However if a herd is made up of two breeds on one property only one entry fee will be required.
(9) LACTATION PERIOD
The lactation period shall be 300 days, which shall be divided into ten (10) sub- periods of 30 days each. Cows may be continued under test for 365 days at the owner's request and the lactation shall consist of 11 periods of 30 days and a twelfth period of 35 days.
(10) METHOD OF CALCULATING RECORDS
Yields shall be calculated as follows:—
The cows shall be tested once in each sub-period at approximately equal intervals of time, i.e., 30 days.
Where it is not possible to make a test immediately after an interval of 30 days it may be taken not more than 35 days nor less than 25 days after the preceding one, and if this is not prac- ticable, the calculations for the sub- period concerned shall be obtained by averaging the prior and subsequent tests, as in the case of abnormal test
(vide rule 22.)
The official yield shall be the sum of the yields of each sub-period.
The yield for each sub-period shall be calculated as follows:—
The milk yield shall be the amount produced over a period of 24 hours multiplied by 30 except the last sub- period in a 365 day test when it will be multiplied by 35.
The butterfat yield shall be determined by the same method as the milk yield and shall be taken to the nearest whole pound.
(11) TESTING OFFICER
The testing shall be done by Officers appointed by the Department of Agricul- ture.

(12) LOCATION OF TESTING
(a) Testing for b u t t e r f a t of samples of milk t a k e n d u r i n g Recording m a y be carried out by t h e Recorder on t h e farm or may, with t h e approval of t h e Chief, Division of Dairying be t a k e n under a d e - q u a t e protection t o be tested at a n approved centre.
(b) Testing for solids-not-fat will be carried out in t h e Dairy Labora- tory of t h e D e p a r t m e n t of Agricul- t u r e , P e r t h .
(13) COMMENCEMENT OF TEST
No cow shall be tested unless 5 days (120) hours have elapsed since calving.
(14) WEIGHING, SAMPLING AND TEST- ING OF MILK
(a) E a c h test shall be over a period of 24 hours a n d at each milking t h e milk of each cow shall be weighed a n d , after thorough mixing, sampled. Night a n d m o r n i n g samples a r e to be tested separately for butterfat percentage.
(b) If t h e h e r d h a s been entered for SNF testing, in addition a com- posite sample shall be prepared for each cow a n d forwarded to t h e Dairy Laboratory, P e r t h for t e s t - ing for solids-not-fat percentage.
(15) CHECK TESTING
A check test will be carried out not less t h a n t h r e e times per year. This m a y be done by t h e same officer or a separate officer a n d will be in t h e 24 hours immediately after t h e n o r m a l test.
The results of t h e check test shall not, except a t t h e direction of the Chief, Division of Dairying, be m a d e available to the member concerned.
The check test figures shall not be used for t h e purpose of calculating monthly production unless t h e Chief Division of Dairying considers it advisable to substi- tute t h e whole of t h e check test figures for the ordinary m o n t h l y figures.
(16) SAMPLING AND TESTING P R O - CEDURE
(a) T h e Recorder shall weigh t h e milk from e a c h cow on approved scales, a t each of two consecutive
milkings to t h e nearest half pound a n d record t h e weight on t h e day sheet (AD119).
(b) Milk weight for t h e day shall be recorded t o t h e nearest whole pound; half a pound should be added where t h e total of PM and AM Samples contains a half pound.
(c) Evening a n d morning samples shall be kept in different bottles a n d tested separately.
(d) T h e percentage of butterfat in t h e samples shall be determined by t h e Babcock method.
(17) HERD OWNER WILL BE PROVIDED WITH DAILY RECORD SHEET
(a) T h e testing officer shall, after each testing day, leave w i t h t h e member a day sheet (AD119), setting out milk a n d b u t t e r f a t production of e a c h cow for t h e day and the sub-period concerned, a n d t h e progressive yield of each cow from t h e day of entry to test.
The daily yield of butterfat shall be calculated by t h e following formula:—

a n d t h e sub-period yield of milk a n d butterfat shall be 30 times t h e daily yield.
(b) Solids-not-fat. A s t a t e m e n t show- ing the percentage of solids-not- fat for each cow, if t h e h e r d is entered for this test, will be for- warded each m o n t h to t h e m e m - ber from t h e D e p a r t m e n t of Agriculture, S o u t h P e r t h .
(18) RATIONS FED TO COWS
Owners must give t h e Officer informa- tion as to t h e class, quantity or any other details regarding t h e ration fed during the period of t h e test, a n d allow samples of the various food stuffs to be t a k e n for analysis, when deemed advisable by t h e Department.
T h e feeding of whole milk or cream t o cows undergoing test is prohibited.
(19) NUMBER OF MILKINGS PER DAY No cow shall be milked more t h a n twice per day unless this is t h e owner's general

p r a c t i c e a n d t h e cow is yielding more t h a n 60 lb. per day. Twice p e r day milk- ing m u s t be resumed w h e n t h e cow's yield falls to 50 lb. per day.
(20) COWS GIVING LESS THAN 4 LB.
PER DAY
No milk weight shall be credited to any cow unless t h e aggregate milk weight of b o t h milkings in 24 hours totals 4 lb. or over.
(21) CREDIT TO BE GIVEN ON FIRST TEST
I n cases w h e r e owners a r e commencing t o test t h e i r h e r d s for t h e first time, or w h e r e it h a s been found impracticable to test c e r t a i n cows u n t i l after they h a v e been calved for a period a n d on receipt of satisfactory evidence from t h e owner as to t h e d a t e of calving cows will be credited w i t h milk a n d b u t t e r f a t production as shown h e r e u n d e r , such credits to be based on t h e first 24 hours test made by t h e testing officer.
(22) AVERAGING ABNORMAL TESTS When a yield of milk or b u t t e r f a t d u r i n g t h e 24 h o u r t e s t period differs by more t h a n 25 p e r cent, from t h e preceding test, such t e s t m a y be reported as abnormal.
Reasons for abnormalities shall be noted by t h e t e s t i n g officer. T h e final decision as to a b n o r m a l i t y shall rest with the Chief, Division of Dairying. I n t h e case of a cow t e s t i n g abnormally, such test shall be recorded, b u t m a y n o t be used in calculat- ing t h e yield for t h e lactation. I n such case a n a v e r a g e will be m a d e from t h e preceding a n d succeeding tests to d e t e r - m i n e production for t h e sub-period.
If t h e first test of a lactation is accepted as a b n o r m a l t h e cow will be credited as if t h e second t e s t were t h e first and credits given if necessary according to rule 21.
(23) ISSUE OF CERTIFICATES
The D e p a r t m e n t of Agriculture shall issue a Production Certificate showing t h e production in each l a c t a t i o n of each cow which a t t a i n s or exceeds t h e required s t a n d a r d .
A j u n i o r 2 year old s h a l l be one which is under 2i years of age on day of calving.
A senior 2 year old shall be one w h i c h is 2i years but u n d e r 3 y e a r s of age on day of calving.
A junior 3 year old shall be one which is 3 years b u t u n d e r 3 i years of age on day of calving.
A senior 3 year old s h a l l be one which is 3J years b u t u n d e r 4 years of age on day of calving.
A j u n i o r 4 year old shall be one which is 4 years but u n d e r 4 | years of age on day of calving.
A senior 4 years old s h a l l be one which which is 4 i years b u t u n d e r 5 years of age on day of calving.
A m a t u r e cow shall be one which is 5 years of age or over on day of calving.
(24) STANDARDS OF PRODUCTION The s t a n d a r d s upon w h i c h certificates shall be issued are shown h e r u n d e r : —

All records m a y be published by t h e D e p a r t m e n t of Agriculture, as it deems advisable. Only complete "A" class l a c t a - tions of 120-300 days d u r a t i o n will be used for purposes of calculating herd averages and tables based on t h e results of the Pure Bred Herd Recording Scheme.

(26) SWORN DECLARATIONS
All p a r t i c u l a r s given t o t h e Officer shall be on a sworn declaration when deemed necessary.
(27) FACILITIES
To enable t h e t e s t i n g officer to carry out his duties satisfactory facilities m u s t
De provided. These shall include:—
(a) A conveniently placed bench for use whilst t a k i n g samples a n d recording details for cows a n d t h e i r yields.
(b) A firm bench to carry t h e c e n t r i - fuge d u r i n g testing.
(c) Adequate supplies of hot water for testing a n d for cleansing equip- m e n t .
(d) Adequate ventilation a n d light- ing.
<e) Fully equipped h e r d testing buckets and lids for use by t h e
Recorder where a n d when r e - quired.
(28) RESPONSIBILITY FOR TRANSPORT AND ACCOMMODATION
If required t h e owner shall a r r a n g e transport of the officer or check testing officer and his equipment to and from t h e nearest public transport to t h e place of testing.
Accommodation must be provided over- night if required a n d meals supplied whilst t h e testing officer is on duty on the property a n d where t h e same officer is check testing. Where t h e check test- ing is carried out by a n o t h e r officer meals only will be required.
(29) MINIMUM NUMBER OF COWS The minimum herd size shall be t e n "A"
class cows.
(30) Acceptance of these rules is a con- dition of membership.
