Seed Wheat

to

Farmers.

111. Repay to the Treasurer the cost of all seed supplied, with interest at Five Pounds per centurn per annum from the first day of January, one thousand eight hundred and ninety-seven; the whole to be paid on the first day of March, one thousand eight hundred and ninety-eight:

Provided that in the case of any principal and interest paid to the Treasurer on or before due date one-fifth of the interest so paid shall be rebated to the District Council paying the same.

The Council, for their own protection, may take any securities

for repayment to the Council of the cost of the seed supplied to each farmer, with interest, and such cost and interest shall be a debt by the farmer to the Council to be repaid on or before the first day of February, one thousand eight hundred and ninety-eight.

Such cost and interest shall be a first charge on the crop grown on the farm during the year onc thousand eight hundred and ninety- seven, and on the farm whereon it is grown, and shall also be re- coverable in every rcspect as a rate duly levied and declared and payable to the Council in respect of the farm under the District Councils Acts,

Schedule shall be conclusive evidence of the liability of the Council to the Government, and the receipt of any farmer in the form in the Second Schedule shall be conclusive evidence of the liability of the farmer to the Council.

The Treasurer and all Ilistrict Councils shall have all neces- sary and convenient powers for carrying this Act into effect, and the Treasurer may make regulations for giving effect to this Act, and such regulations shall be gazetted and shall be laid before Parlia- ment, and shall have the forcc of law from the time of being gaze tted.
