STAFF REPORT

TO: Community Services Committee

SUBJECT: Hall and Reserve Management Committees

PURPOSE/REASON FOR REPORT

To provide details of all the current Committees and look into any possible changes that may need to be made before their Triennial meetings due to be held in

February/March 2008.

BACKGROUND

Management Committees have been operated by this Council since 1989 and prior to that, in some cases, by previous authorities.

The following are our current Management Committees broken down by Ward:

Golden Bay Moutere/Waimea Motueka Lakes/Murchis on

Upper Takaka Reserve

East Takaka Reserve Kotinga Hall

Golden Bay

Recreation Reserve Onekaka Hall Bainham Hall Pakawau Hall Rockville Reserve GB Community Centre

Wakefield Hall Wakefield Reserve Spring Grove Hall Brightwater Hall/Reserve Waimea West Reserve

COMMENT

Consideration needs to be given as to whether all of these Committees are still required. Generally the facilities in more remote areas run very well under the Management Committee structure as do many of the ones in the urban settlements.

Staff suggest that there is only one committee that the need for a Management Committee is questioned and that is the Richmond Town Hall for the following reasons:

now fully managed by the Tasman Sports Trust including the office areas and has been for over four years;

the Trust has a permanent staff person based in the building;

all bookings, payments etc are done by the Trust;

annual inspections are carried out by TDC staff;

the Management Committee has not met for over two years.

RECOMMENDATION

That the Richmond Town Hall Committee be discontinued.
