STRATEGIC INTENT
To create and enhance a Territory-wide network of services which delivers continuing improvement in the health status
and well-being of all Territorians.
STRATEGIC DIRECTIONS
Public Health: Focus the health system on public health strategies that increase people's capacity to live healthily and lead to lasting improvement in physical, mental, and social health outcomes, and less demand for services to recover or cope with lost health.
Primary Level Health: Implement effective primary health care policies under the control and direction of local communities which provide early intervention and high quality primary level services.
Acute & Specialist Care: Build on the existing range of acute and specialist services to ensure the Territory becomes more self reliant.
Community Services: Build a health system that supports families and individuals to grow in emotional resilience, personal strength, and social capacity, and supports them to participate fully in community life.
Organisational Support: Resource allocation is to be fair and directed to evidence based need;
and staff are to have access to systems and information which supports planning, decision making and accountability.

Key Performance Statement
Improving individual/ community capacity to make choices which will have significant impact on health status and well being
Building/Strengthening capacity of families to provide for family members with minimum dependence on external agencies
Enhancing capacity of community organisations to control and influence providers (eg. through Health Boards)
Further development of the physical, service and regulatory infrastructure to facilitate the exercise of choices ( eg. stores, health clinics, Health Promotion Program)
• Expanding Territory Health Services activities and staff skills/ capabilities to assist in engaging communities and transferring choice, power/ control to communities

A QUANTUM SHIFT TO SERVICE DELIVERY BY OTHERS
A vigorous network of quality providers is established and funded in the Community Based and private sectors
Key Performance Statement
The Northern Territory has developed a vigorous network of high quality, Community Based and Private Sector providers funded to provide a broad range of health and community services for which there was previously no alternative but Territory Health Services
• Effective assessment processes developed to determine the level to which community infrastructure (ie Community Based & Private organisations) has developed sufficient capacity to provide additional services
• Mechanisms established to facilitate/support the development of an effective network of Community Based & Private providers
• 10-20% increase in appropriate, non-core services being provided by Community Based or Private providers within two years
• Performance Agreements - quantified, qualified, costed, evaluated as per service/ community requirements

A SIGNIFICANT INCREASE IN ABORIGINAL INVOLVEMENT IN THE HEALTH WORKFORCE
A highly competent, committed Aboriginal health-services workforce is developed, including professional, service and community-based staff

The effectiveness of health planning and service delivery is substantially improved by the engagement of a highly competent, committed Aboriginal health-services workforce including professional, service, and community-based staff
1. An increase in those carrying out fundamental health needs for communities (eg Health Boards)
2. An increase in Aboriginal people who are undertaking medical/nursing and other allied health training
3. An increase of Aboriginal people who are employed in the Policy and Management areas
