On behalf of the Zone, our congratulations to all winners in the recently completed 2015 Zone Pennants. Please refer Match Committee report for details.
Our best wishes for their continuing success in the State Finals – set down for August long week-end.
Thanks to Tim Cunningham and members of the Match Committee, for their organisation and smooth running of the 2015 Pennant season.
Our run of successes in the State Inter-Zone Seniors Sides Championship, unfortunately came to a halt at Harbord.
In Round 1, against Zone 6, with one end to play – scores were 58 all – only to go down 58-60 Round 2 against Zone 8 – we were successful - 57 – 49
After Round 2 - Zone 6 – was only two game winner. Whilst they went down in Round 3, our chances disappeared following tight game against Zone 4, going down 52 – 59.
Congratulations to Zone 2- the eventual winners.
Our strongly worded letter to the Royal protesting against increased Capitation Fees, supported by submissions from three of our Clubs, at this juncture, remains unanswered.
Zone Executive has held meeting with Merrylands, lending our support, in their resistance, to re-alignment to Zone 12, effective 1.1.2016.
Zone Secretary will provide up-date on last known developments.
As advised- Aprils Delegates meeting- nominations were received, proposing Life Memberships The Zone Executive were unanimous in support – with matter placed before Delegates this evening, for your consideration and approval

3 10. SECRETARY’S REPORT
At the State Senior Sides Championship I had a conversation with Bowls CEO-Greg Helm where he informed me that the Board had decided that Merrylands will be moving to Zone 12. I explained the unfairness of this move especially as the Blacktown Clubs from Zone requested that they don’t move from Zone 5 and I understand the Board agreed to this.
He me told things weren’t finalised yet he also said that he was going to contact the CEO of Merrylands to arrange a meeting with the Merrylands board and he would go out to the their club for a meeting and explain Bowls NSW view. He subsequently made arrangements to meet with Merrylands which I believed satisfied no one, After the meeting CEO Merrylands sent a letter to Bowls NSW Board outlining the reasons why they should not move and also requested to meet with the Board. As the Board meeting has not happened yet, I doubt they have answered their letter. The Bowls NSW Board meeting is on the 19
thJune where we hope they will reverse their ridiculous decision,
Last week I was in town and a meeting with Greg Helm to discuss two items.
1 Lack of courteous in not replying to our letter re the sudden increase in the fees to every member bowler. He apologise for not replying it had got buried under all his and promised he would send it right away which of course it did not happen.
2 Boundaries spoke about Merrylands again he said understood Merrylands and the Zones feeling about the move also the unfairness of the move. I asked what is there that Zone 10 can do he said to wait till after the board meeting.
He informed that Greenlees Park, Burwood Diggers and Concord were requesting a move to Zone 12.
To night there should be a reply from club delegates re the Life Membership proposals. If there is an agreement to the proposal. There will be an extra ordinary meeting in August to present the awards.
11. ZONE COUNCILOR’S REPORT
There has been a meeting of the Council which will be held on the 25
thJune, which should be a fiery meeting.
There some things on the agenda that I would like to have views of the Zone. So they can be presented at June meeting.
Future of Junior Bowls
• Where do we get increased numbers from.
• How do you get Clubs to run a Junior Program.
• How do we get the Ladies to support the Junior Girls.
• State Junior Championships to become a Club team event again as it was originally.
What is the Future for Junior Bowls?????.
Some Background
NSW Junior Membership as at the 31st. May 2014:
Girls. 93 registered @ 13/5/14. 21 from Metropolitan clubs the remainder Country. By the 31/11/15, 33 will turn 18 leaving NSW with just 60 Junior Girls.
Boys. 508 registered, less 23 multi members leaves 485. Zones 9 (12), 10 (23), 11 (9) 12 (18), 13 (13) have 75 Juniors. Country have 410 Juniors. Zones 1 (23), 2 (44), 3 (37), 4 (32), 5 (84), 6 (47), 7 (30), 8 (52), 14 (25), and 16 (40), figures include multi members.
By the 31/12/15, 131 boys will turn 18 leaving just 350+ junior boys.

There will be a discussion on Social Membership this should interesting, I would like know your views so the President and I can put the Zone views forward.
12. MATCH/GREENS COMMITTEE REPORT – Tim Cunningham
The 2015 Zone 10 State Pennant competition has concluded with the following teams successful in their respective grades, we wish them every success in the upcoming State Finals:
Grade 1 Merrylands BC Grade 2 Dundas Sports Grade 3 Northmead BC Grade 4 Merrylands BC Grade 5 Pennant Hills BC Grade 6 Rydalmere Central BC Grade 7 Northmead BC
The finals were hosted at four venues;; Merrylands BC, North Ryde RSL, Northmead BC & Wentworthville Leagues Club. All venues did a fantastic job in organising and running their days, especially given the very poor weather in the lead up to the finals. The Greens Staff, Bowls Committees and volunteers at all these venues are to be congratulated for their efforts in making the Pennant Finals a special day for all involved. I also wish to express my appreciation for all the Zone 10 Officials who contributed to a fantastic day.
The 2015 season, which included a round of washed out games, was concluded with just one penalty infringement being issued, which is an exceptional result and all involved with club team selections are to be commended.
Feedback from several areas has been received in relation to the way Zone 10 conducted the 2015 Pennant season, with particular emphasis on the recording of results. Zone 10 Match has taken these criticisms on-board and will endeavour to implement necessary change that reflect these suggestions for the 2016 season.

Host venues for the conducting of the Finals of Zone Championships, Finals of the Mid-Week 5-a-side and Zone representative fixtures, have been finalised as follows:

2015 State, Senior & President Reserve Singles Championships
Entries into the Zone 10 qualifying for the 2015 State, Senior and President Singles Championships have closed and draws have been conducted. The number of entries received in each discipline are as follows:
State Singles – 76 entrants.
President Reserve Singles – 65 entrants.
Senior Singles – 33 entrants.
The system of reporting entries received and clarifying any errors, mistakes or omissions prior to the draw being conducted seems to have been successful, with no correspondence received in relation to errors or omissions after the conclusion of the draw.
An area of concern however, is the significant reduction of entries received compared to those of last year, down by almost 20%. It is believed that the timing of the Championships, being that will be played at the conclusion of the Pennant Season and directly after the Australian Open, may have had some effect, but any other suggestions as the reason for the decline in numbers are welcome.
Sectional play is due to begin on Saturday 27th June, with Finals being held at Castle Hill Bowling Club on Saturday the 4th and Sunday the 5th of July.

It is asked that all Clubs issue a reminder to participants in relation to their responsibility to mark games in subsequent rounds as per State COP 2.17. Players who do not fulfil their obligation to mark will face disciplinary action from Zone 10 which may include a fine and restriction of entry into future Zone 10 Championships.
2015 State, Senior and President Reserve Pairs Championships
Entries for Zone 10 Qualifying for the 2015 State, Senior and President Pairs Championships close on Friday 12th June. Entry forms are available online and clubs are asked to promote this event as much as possible.
2015 Champion of Club Champions Pairs and Singles
Entries for the Zone 10 Champion of Club Champion Singles and Pairs close on Friday 24th July. We have received one entry so far, so all clubs are encouraged to finalize their qualifiers and send them to Zone 10 Match ASAP. Entry forms are available online.
Mid-Week 5-a-side competition
The Mid-Week 5-a-side competition begins in August and will be run in a similar format to that of 2014.
This competition grew in numbers last year and is hoped to again receive strong support in 2015. Entry forms are available online and have been emailed to all Club contacts and close on Friday June 26th.
13. SELECTION COMMITTEE REPORT
After having won the previous two years the Senior Sides Championship it was disappointing to everyone from Zone 10 to hand over the title to Zone 2 but watch out other Zones we will back in 2016 to reclaim the title.
We had arranged a match against Zone 15 to replace the match against Zone 12 who to this day still have not replied to our emails and letters confirming a match against them, I must this not new anything we try organise normally gets messed up.
After having discussions with the Selectors of Zone 15 agreeing to play a game in Zone 12 I received an email from Zone 15 saying they can’t play the game now as to state championships. The have asked for two games in 2016. It is disappointing as we have selected the teams for the match.
In the meantime the selectors are trying to find another Zone to play against but that is not hopeful.
We will get back to the clubs with what we can organise.
As we look to the future it would be nice if clubs could give the names of players with the ability to play grade 1 as most of the players we play against are Grade 1 or Grade 2 Players
14. UMPIRES COMMITTEE REPORT
Fifteen years ago when I started playing bowls my enquiring mind needed to know the structure and
“how to” of the game. An experienced Chairman of Umpires, who had 30 years of experience, provided answers to my questions and invited me to become an umpire. Training came with the structure of the course at that time. Now we are encouraging candidates to obtain their skills through a new structure, gaining accreditation as a marker, measurer or national umpire. A specific set of competencies is required for each official.
The officiating structure for bowls in Australia 2015 is skill based. Each official’s role requires specific competencies at particular tasks. To become an official at any level requires participation in modules of training and demonstration of the required level of competency. To gain accreditation as a marker, measurer, or national umpire participants must satisfy the required competencies as set down in Bowls Australia’s official accreditation programme.
Markers are officials responsible for the efficient management of singles matches. They must:
Understand the bowls environment, be well prepared with the necessary equipment, and be able to organise themselves and the match environment.
Be knowledgeable in the correct and appropriate use of essential equipment.
Know how to position themselves to avoid interference with or intrusion into the game.
Concise terminology and signalling are critical skills.
Skills of concentration and accurate recording of game results can determine the outcome of games.
Measurers need to know the Laws of the Sport of Bowls relevant to their area of expertise. They must:
Be familiar with the appropriate and correct use of all measuring equipment.

Provide quick and accurate responses to calls for bowls to be measured.
Be fair, and able to effectively communicate results of measures.
National Umpires are necessary officials for the game of bowls. Laws of the Sport of Bowls require appointment of an umpire for bowls competitions. Umpires must:
Be proficient measurers and familiar with the correct and appropriate use of all measuring equipment.
Be aware of all aspects of the Laws of the Sport of Bowls, knowing the laws thoroughly.
Make decisions;; be able to communicate effectively, fairly and with integrity.
Those interested in gaining accreditation as bowls officials should, in the first instance, speak to their Club Secretary or approach their Zone Umpires Committee. We are now available to teach and examine candidates to achieve the necessary requirements.

The Zone Umpires Committee meets quarterly. Markers, measurers and umpires are invited to attend the forthcoming meetings to be held on Thursday 13 August and Thursday 12 November at 7.00 p.m. in the Green Room at Rydalmere Central Bowling Club.
15. ACADEMY REPORT
The Junior Championships were held at Rydalmere Club, during the April School holidays.
Congratulations to all participants, especially some fine efforts in the Singles, where great bowls was order of the day.
The highlights, Billy Harkins defeating Michael Phillips in Round 1, after 34 ends - 31 – 30. In the same round Jack Walker defeated Jack McShane 31 – 16, after 33 ends. Reason for mentioning these two games - Michael, aged 11 and Jack 9 – both in first year with the Juniors. Their dedication and skill ensures greater successes are imminent.

Our game against Zone 12 – set down for 17th May, was cancelled – due to washed out Round 8 of Pennants, being re-scheduled to that date.
A fresh date is in process of being finalised.
Finally our appreciation to Rydalmere members, who volunteer their services, as markers for the Junior Singles – also Ted Lean for his help and attendance – all five days of the Championships.
