TASMAN REGIONAL TRANSPORT COMMITTEE MEETING

Present: Councillors T E Norriss (Chair), B F Dowler, J L Edgar and Ms R Bleakley

Advisors: Mr W Findlater, Mr G Cameron, Ms D Smith and Ms K Lee,

In Attendance: Engineering Manager (P W Thomson), Transportation Manager (G Clark), Executive Assistant (R Scherer) and NZTA Regional Performance Manager (M Owen).

1 OPENING, WELCOME

Cr Norriss welcomed everyone to the meeting and asked that the meeting be adjourned to allow for the late arrival of Crs Dowler and Edgar.

That the minutes of the Tasman Regional Transport Committee meeting held on Friday, 16 October 2015 be confirmed as a true and correct record of the meeting.

7 REPORTS

6.1 New Zealand Transport Agency Update

Ms Bleakley spoke to the report contained in the agenda which was taken as read.

Ms Bleakley noted that the New Zealand Transport Agency CEO, Fergus Gammie had commenced in his new role and that he intends to visit this region in the very near future.

Ms Bleakley showed the committee a video which has been prepared to focus on “Visiting Drivers”

to New Zealand. This is a joint agency initiative aimed at safe driving for tourists to this country.

Cr Edgar arrived at the meeting at 9.58am.

Mr Owen spoke about the three strategic business cases that NZTA is carrying out in our district.

Mr Owen advised that the new network outcomes contract commenced today.

Mr Owen spoke about the safety issue at Maisey/Westdale Roads and advised that a new design had been approved to move the passing lane further west and install right turn bays at this off-set intersection.

6.1 Nelson Southern Link Investigation

Ms Bleakley provided an update on the Nelson Southern Link project and the consultation process

which includes public information sessions at a number of locations in Nelson and Richmond.

After some discussion the Committee agreed that the Tasman Regional Transport Committee should present a submission to the Nelson Southern Link Investigation consultation process recommending that statistical data needs to be considered as part of any final solution to this issue.

Ms Bleakley did not participate in the discussion regarding the proposal to present a submission to NZTA regarding the Nelson Southern Link Investigation.

Mr Cameron noted his conflict of interest and also did not participate in discussion.

Ms Lee offered information/data on sea level rise to help with preparation of the submission.

That the Tasman Regional Transport Committee

1. receives the verbal update concerning the Nelson Southern Arterial Link Investigation; and

2. agrees to prepare a neutral submission to the New Zealand Transport Agency consultation process including statistical data that should be considered as part of any final solution to the Nelson Southern Link issue; and

3. delegates final approval of the submission to the Regional Transport Committee Chairman and the Engineering Services Manager.

6.2 Road Safety Update

Mr Clark spoke to the report contained in the agenda which was taken as read.

He noted that since 2010 there has been a steady decrease in the number of people injured on our District’s roading network.
