Future proof your farm

Farmers and other rural landholders are invited to a free workshop about climate change adaptation and the latest renewable and energy efficiency solutions for landholders.

Council are delivering the workshop in collaboration with relevant state agencies and Tweed Landcare Inc to provide landholders with the latest climate projections, strategies for dealing with climate variability and extreme weather events as well as renewable energy options for small holdings.

The event, being held at Tropical Fruit World at Duranbah on Tuesday 5 June from 10am to 1pm, is one of a series of sustainable agriculture workshops being delivered by Council in 2018.

The next workshop will be held at Cudgen on 19 June where world-renowned ecologist Dr Wendy Seabrook will provide practical guidance on utilising natural processes to improve production systems whether they are commercial farms, market gardens or urban vegetable patches.

Local art on show at Tweed Regional Gallery

Those attending the openings of two new exhibitions at the Tweed Regional Gallery this Friday will also get a sneak preview of Border Art Prize entries.

The exhibitions Subdivision by Northern Rivers Artist Georgie Maddox and Curtain Call by Andrew Antoniou will be officially opened at 6pm on Friday 25 May.

Gallery Director, Ms Susi Muddiman OAM said Subdivision is presented as an outcome of the Gallery’s Community Access Exhibitions Program (CAEP), which caters specifically to artists who are residents of Tweed, Kyogle, Lismore, Ballina, Byron, Scenic Rim or Gold Coast City Shires.

“This popular program offers regional artist the opportunity to present their work within a world class facility,” Ms Muddiman said.

“We are proud to host the work of Georgie Maddox, whose artistic practice offers a reminder of the importance of our unique landscape.

“Her work explores the effects of consumer culture on

sustainability, as well as the broader environmental impacts on our natural landscape.”

Ms Maddox said each artwork, created in oil on canvas, depicts abstract landscapes within Northern NSW including the controversial West Byron development.

“There is a constant battle between progress versus conservation of the natural land,” she said.

These key issues are visually communicated through deconstruction - cutting, ripping, tearing - then reconstruction - compiling, realigning, restitching thus creating a new aesthetic and perspective of the original landscape artwork.

The resulting artworks remind the viewer that once something has been destroyed it can never be fully restored as our natural environment is irreplaceable, precious and unique just as our interaction with the land permanently alters and changes it for future generations.

Half price Rider Down course to save lives

Council is hosting a first aid course for motorcyclists aimed at reducing fatalities and the severity of injuries should a rider come down.

The Rider Down course is subsidised through Transport for NSW’s Local Government Road Safety Program and is being offered to riders for $50, that is, less than half price.

Because motorcyclists often ride in groups, it is likely that a fellow rider will be the first on the scene after a rider comes down.

“It teaches riders the right skills and will give them confidence to provide immediate and critical first aid to a rider who’s come down,”

Council Road Safety Officer Alana Brooks said. “It will also provide them with the skills to manage a crash site, preventing further potential injuries or crashes before emergency services arrive”.

The course will be delivered by professional paramedic educators and was a finalist in the 2017 and 2018 Australia Road Safety Awards.

It is being held at the Banora Point Community Centre, Coolamon Room, on the corner of Leisure and Woodlands drives, Banora Point, on Sunday 17 June from 9.30am-2.30pm.

The course is suitable for riders with no first aid experience or general first aid training as it has been designed specifically for motorcyclists. Riders who complete the course will receive a Statement of Attendance and an internationally recognised Stop the Bleed® certificate.

Funding available for road safety projects

Community-based groups wanting to improve road safety in their area can now apply for funding for their local project under the Community Road Safety Grants.

Applications for grant funding up to $30,000 close on Sunday 10 June 2018.

Applicants must be community-based organisations and can submit funding proposals for projects that will increase road safety awareness and support safer road use. Small projects may receive grant funding up to $5000 for each idea and a more substantial project may be funded up to $30,000.

“Transport for New South Wales provides these grants to local organisations because local communities know their unique road safety issues,” Council Road Safety Officer Alana Brooks said.

Some of the successful projects across the state for the last round of grants included:

• driver mentoring assistance for disadvantaged youth

• awareness campaign targeting driveway safety

• voluntary breath-testing program at festivals

• Nightrider Bus Service, and

• Under the Radar rider safety workshops.

The eligibility criteria for the grants are strict so applicants are advised to understand the rules before starting their application.

The Community Road Safety Grants team can answer queries relating to eligibility and help applicants through the process.

Learn more about the hospital site

Community drop-in sessions about the site for the new Tweed Valley Hospital are being held at NSW Health Infrastructure’s project office in Tweed Heads.

These informal sessions provide the opportunity to discuss the site selection process with the project team, including the key features and considerations for the proposed site and the key issues with other areas investigated across the region.

The drop-in sessions are available to all members of the community.

You will need to contact the project team on 1800 992 634 to confirm a time.

These sessions form part of a six-week community consultation program that commenced in late April and running through to 14

June 2018.

The process includes an opportunity for the local community to provide feedback on the proposed hospital site, as well as nominate alternative sites for further consideration via the feedback and alternative site nomination form.

Meanwhile, at last week’s Council meeting, it was resolved to call for expressions of interest from community members to form a Community Reference Group with Councillors.

The aim of the Community Reference Group is to explore alternative sites other than that currently nominated at Cudgen.

Murwillumbah CBD nightworks set to start

Road nightworks began on Kennedy Drive, Tweed Heads, last Sunday and are due to start in the central business district of Murwillumbah this coming Sunday, 27 May.

The stabilisation of Kennedy Drive, from Norman Street west to the Pacific Motorway, will be completed by this Friday morning, weather permitting. Traffic will be allowed through the worksite from 7pm-6am but should expect delays.

The work to rebuild sections of Wollumbin and Brisbane streets in Murwillumbah will continue for five consecutive weeks and is scheduled to be completed by Friday 29 June. The sections of road will be closed to traffic during work from 7pm-6am (except Friday and Saturday nights and public holidays) and open under changed traffic conditions during the day.

Pedestrians will still be able to use the footpaths at night to access Wollumbin Street restaurants. The drive-through at KFC will remain open during the works but customers will be asked to enter and exit via Proudfoots Lane.

Both the Tweed Heads and Murwillumbah road upgrades are being funded by the New South Wales Government’s Roads and Maritime Service (RMS) and must be completed before 30 June 2018.

Fire for Healthy Habitats

Fire for Healthy Habitats will be theme of the final workshop in the Land for Wildlife workshop series.

The current workshop series – launched in 2016 and funded by a National Parks and Wildlife Foundation grant with support from Council – helps private landholders learn about and manage native habitat on their land.

The Fire for Healthy Habitats workshop, a half-day, free workshop scheduled for Saturday 9 June, will help landholders better understand the relationship between fire and some of our local ecosystems.

Council’s Project Officer, Biodiversity, Michael Corke said that while fire is an emotive topic for many people, like flood and drought it is an important natural phenomenon.

“Fire regimes – the characteristics of individual fires and their cumulative effects on the landscape over many years – play a crucial role in shaping the abundance and distribution of plants and animals,” said Mr Corke.

“Entire ecosystems are adapted to fire which has shaped the Australian biota for millennia.

“Many native plants have adaptations which enable them to survive fire while many native animals require specific habitats which are dependent on particular fire regimes.

“Participants will visit an interesting coastal area to examine first-hand the effects of fire on a number of different coastal vegetation types and observe vegetation burnt at different times and in varying states of recovery.”

The workshop will cover approval processes and permits as well as a community-based training program enabling landholders to participate in a fire management planning program.

“Our facilitator, Andy Baker of Wildsite Ecological Services is an experienced ecologist and bushfire specialist who is passionate about our local ecosystems and it will be great to share his considerable expertise,” Mr Corke said.

Participants must wear clothing suitable for bushwalking including a hat and sturdy boots and they should bring drinking water. Morning tea will be provided.

Watch out for Tweed Valley Way roadworks

Contractors will begin constructing the wire rope median on Tweed Valley Way behind Tumbulgum Village next Monday, 28 May.

Motorists are advised that both workers and machinery will occupy 4.5 metres in the centre of the newly laid section of road, with both lanes of traffic travelling past them on the road shoulders.

Short delays should be expected when machinery has to enter and exit the worksite.

Stop / slow flagmen will be controlling the traffic flow through the worksite from Monday to Saturday, from 7am – 4pm daily.

The first task for contractor Guardrail Installations will be to set large concrete anchor slabs under the road surface at both ends of the median. They will then set the uprights in the road, string the wire rope and strain it off to the anchor slabs. The final task will be line-marking, which will be undertaken by Council at the end of the job.

The installation of the 920 metres of wire rope as a Federal Government Blackspot Program is expected to take three weeks, weather permitting.

Integrated Development Application

Notification of Integrated Development Application Development Application No. DA18/0346

A development application has been lodged by Kenndepp Holdings Pty Ltd seeking development consent for demolition of existing structures, excavation for basement and construction of shop top housing and serviced apartments at Lot 1 DP 573057; No. 82 Marine Parade and Marine Parade Kingscliff. Tweed Shire Council is the consent authority for the application.

The proposed development constitutes “Integrated Development” pursuant to Section 91(1) of the Environmental Planning and Assessment Act, 1979.

The documents will be available for a period of 30 days from Wednesday 23 May 2018 to Friday 22 June 2018.

Any person may, during the above period, make a written submission to the General Manager of Council. It should also be noted that Council has adopted a policy whereby, on request, any submission including identifying particulars will be made public. Council will give consideration to the “Public Interest” and requests for confidentiality by submitters in determining access to submission letters. However, the provisions of the Government Information (Public Access) Act 2009 - GIPAA may result in confidential submissions being released to an applicant.

Any submission objecting to the proposed development must state the ground upon which such objection is made.

Museum on the Art Trail

When visiting Murwillumbah this weekend to check out the Murwillumbah Art Trail don’t forget to turn the corner and pay a visit to the museum.

On display will be works by renowned local printmaker Heather Matthew which examines her personal flood experience.

Museum Director Judy Kean said Ms Matthew is currently in Europe presenting about her work at the International Papermakers and Paper artists Association Congress in Sofia, Bulgaria.

“We’re delighted to be able to feature her works Preserved Memories and SILT at the Museum throughout this year’s Murwillumbah Art Trail,” Ms Kean said.

“This will be the first occasion SILT has been exhibited and a short video commissioned by the Museum provides a valuable insight into the process Heather went through when making the work, including salvaging the paper from the floodwaters in her studio.

“Heather also talks about the process of making Preserved Memories, which was acquired for the Museum collection from the 2017 MAT exhibition, Post from the Big Flood.

“Working with Heather on this project has helped us add to the Museum’s collection of photographs, oral history interviews and other items that document the community’s diverse experiences of flooding in the Tweed.”

Call for expressions of interest for Council Community Reference Group for Tweed Valley Hospital

At its meeting on 17 May, 2018 Council resolved to seek expressions of interest from community members to form a Community Reference Group with Tweed Shire Councillors.

The aim of the Community Reference Group is to assist Councillors in their deliberations on the site selection of the Tweed Valley Hospital and to explore alternative sites to the one currently nominated at Cudgen.

Technical advice will be provided by Council staff to assist in Councillors’

deliberations.

Road closures

The following roads will be closed for flood repairs. Residents have been informed via a letter box drop and should be prepared to be temporarily isolated. In the event of an emergency or critical need to exit the area, they should speak with the onsite supervisor who will assist if possible.

Alternate arrangements will be made for emergency service and garbage trucks where possible.

Limpinwood: Youngs Road at the first causeway off Limpinwood Road

from Wednesday to Friday 30 May to 1 June. A 4.5-tonne limit will apply for three days thereafter. The contractor will tell locals of an alternate route for their use.

Bogangar: Cabarita Road, between Oleander and Poinciana streets.

Monday to Friday 7am to 5pm (no work Friday and Saturday unless necessary) from Monday 21 May to Friday 25 May and again on the following Friday 8 June to install the asphalt surface.

The entire road section will be closed with only local traffic and emergency vehicles allowed in. Other traffic will be detoured around the block to either Maple or Kurrajong avenues.

Nightworks

Tweed Heads: Stabilisation of Kennedy Drive from Norman Street west to the Pacific Motorway from Sunday 27 May to Thursday 31 May from 7pm – 6am. Traffic will be under the management of stop / slow flagmen and motorists should expect delays. Motorists are advised to use alternate routes. No work will be done on Friday and Saturday nights. The work will start at Norma Street and move west.

Murwillumbah: Stabilisation of Wollumbin Street, from Commercial Road roundabout west to Brisbane Street roundabout, for four consecutive weeks from Sunday to Thursday nights (except public holidays), starting on Sunday 27 May from 7pm – 6am. Road will be open during the day under changed traffic conditions.

Tumbulgum: Black Spot wire-rope median installation on Tweed Valley Way between the Riverside North and South exits to the village of Tumbulgum. Expect workers and machinery in the centre of the road from Monday to Saturday 7am-4pm.

Banora Point: water main construction Pioneer Parade; stormwater upgrade Terranorra Road and Banora Hills Drive; Road stabilisation Mariners Crescent and Old Ferry Road.

The development application and the documents accompanying it may be viewed on Council’s DA Tracking site located at www.tweed.nsw.gov.au/

datracking.

The documents will be available for a period of 30 days from Wednesday 23 May 2018 to Friday 22 June 2018.

Any person may, during the above period, make a written submission to the General Manager of Council. It should also be noted that Council has adopted a policy whereby, on request, any submission including identifying particulars will be made public. Council will give consideration to the “Public Interest” and requests for confidentiality by submitters in determining access to submission letters. However, the provisions of the Government Information (Public Access) Act 2009 - GIPAA may result in confidential submissions being released to an applicant.

Any submission objecting to the proposed development must state the ground upon which such objection is made.

Please Note - Requirements regarding Disclosure of Political Gifts and Donations

A disclosure is required to be made in a statement accompanying the relevant development or planning application by a person who makes the application. In addition, a person who makes a written submission either objecting to or supporting a relevant development or planning application must also make a disclosure if the person has made a reportable political donation.
