In addition, the Ministry of Public Administration and the BPATC Authority have attached great importance to examining the results of the SBPATC project, especially from foreign study trips attended by the participants of the core course. That is why the proposed research examined the effectiveness and ultimate impact of the study visits abroad. Moreover, the Ministry of Public Administration and the BPA TC Authority realized the importance of examining the results of the SBPA TC project, especially from study abroad trips attended by the participants of the core course.

Therefore, the current study sought to explore the effectiveness and eventual impact of overseas study visits. For the convenience of the study, we have deliberately taken into consideration the participants of overseas visits organized during the financial year 2011-2012. Through this research, a good number of suggestions have been found for the further improvement of the visit abroad.

However, the research could not identify any specific changes as an outcome of the visit. Most of the officers are rather enthusiastic about the good practices of the countries visited.

CHAPTER ONE Introduction

BPA TC also has the mandate to conduct meaningful research for the enrichment of own capacity as well as public management of the country. To meet the challenges of ever-changing environment, BP ATC must consider the quality of the training. Under this international exposure program of the project, overseas study tours were arranged after completion of training courses in the country.

However, no study has yet been conducted to assess the outcome or impact of the aforementioned study tours. The Ministry of Public Administration strives to improve the overall performance of civil servants through training and higher education at home and abroad. Therefore, the proposed study will examine the effectiveness and potential impact of study visits abroad.

Evaluating the impact of training is to determine the effect of training on the performance of individuals. To identify the level of managerial skills (in terms of improved perspective, strategic thinking, leadership and team spirit) of the participants for leading and reforming their organizations for better service delivery.

CHAPTER TWO

Literature Review

Post-training evaluation

The Public Administration Training Policy (PATP) was approved by the government of the People's Republic of Bangladesh on 6 May 2003. To ensure proper utilization of the trained persons, post-training assignments will be determined before the completion of the training courses. In order to make the best use of the specialized training and professional technical knowledge of the officials, the Ministry of Establishment will determine the appropriate career plans.

To make the best use of training and to obtain maximum value for the money spent on training, due attention must be paid to the utilization of the trained manpower after training. To ensure proper deployment of trained persons, the further training assignments are determined before completion of the training courses. To get a clear PTU scenario, the supervisor of the trained agents can be interviewed.

Less than a third of respondents claimed to assess the impact of the training on the organization ('level of results'). The implementation of this project expects that most of the newly recruited officers can be covered under uniform Foundation Training.

CHAPTER THREE

Before collecting primary data, we developed two sets of questionnaires, one for overseas visit participants and another for their supervising officers, to collect primary data from the respondents. The study also sought expert opinions starting from the proposal preparation stage to the report writing stage. The experts include a former secretary, a national expert on training and consultancy and an international training consultant.

First, we carefully examined all the collected primary data and presented them in tables and graphs and analyzed them with appropriate statistical techniques.

CHAPTER FOUR

Data Analysis and Findings

The supervising officers were asked to ascertain the level of motivation of visiting officers from REV. The supervisors were then asked to rate the level of participants' motivation they observed in their behavior. The following table shows that REV is one of the important factors for motivating participants.

CHAPTER FIVE

Conclusion and Recommendations

Each officer should have one assignment based on overseas surveys/visits to implement in his/her arena. Evaluation should be done according to this task followed by some kind of reward or benefits. A panel of officers should be formed on the basis of their performance in SSC, ACAD and FTC.

The Ministry of Public Administration may organize workshops and seminars on the report and submit specific suggestions to the government if deemed acceptable. Participants need to be made aware of our administrative and bureaucratic system so that they can identify the barriers faced in bringing about change in our system. Initiatives must be taken to run the project within the government budget to maintain continuity of such programs.

The overseas study visit should be in countries that are similar to ours in terms of socio-economic conditions, where they have hardly achieved any specified success in a field/sector that we need to develop. More seminars, experience exchange programs should be organized with senior officials of visiting countries to gain knowledge about development aspects. It should be agreed that the participants know various issues related to socio-economic development, transition in economic policy, role of the ruling party/government in the development process and the comparison of all these with Bangladesh.

A study visit should be organized during the course so that the participants can compare the efficiency level of Bangladesh and the visited country. Bangladesh Public Administration Training Center (BPATC) or Ministry of Public Administration (MoPA) should directly contact the public sector training institutes of the countries you intend to visit and make arrangements for food and accommodation. 34;Through this research, a number of suggestions for further improvement of the regional exposure visit were found.

The observation of the participants' supervisors also shows that there have been significant changes in the attitudes and mindsets of the latter. However, the study could not identify any specific changes as a result of the visit. Such research could also emphasize monitoring the application of lessons learned from this program.
